The regular meeting of Council was held today at 4t00 P.M. and was attended by Mayor Dutton, who presided, and Councilmen Young, Peters,. Farrell,.Hosti, Biotin, Lovell and Town Attorney Alexander, also by Mrs. Catherine Blackburn, Mrs..Jinks Durden and Mrs. Estelle McMillan. Mrs. Blackburn protested against the refund granted her on her assessment and stated that she felt that the reduction should have been greater. She also.stated that Logan Street was in very bad condition and should be repaired. Council agreed to this. Mrs. McMillan stated that she was appealing to Council for a Youth Center and requested that this be considered when the Public Park is opened. The Mayor informed her that it was the intention of Council to provide a place in the - Public Park for the youths. The minutes of the meeting of May 6th were read and adopted. The Mayor stated that Wiederman and Singleton had inspedted the Sewerage System and found several things that have to be corrected by Espy, after these corrections have been made they will return and make another inspection within thirty days. Mr. Singleton stated that the rebuilt motors.were just as good as new but that the Town should insist on new motors under the terms of the project. The Mayor stated that Mr. Singleton had inspected the storm sewer emptying into Tybee Inlet, through Inlet Avenue and had as- certained the cause of house sewerage going into this line, which was caused by a sewer line being improperly built into the ditch that, was to take care of storm sewerage, this house sewer line having dev -. eloped leaks, and recommended that it be remedied as soon as possible. Councilman Peters moved that it be repaired at once, Councilman Lovell seconded and the motion passed. The Mayor stated that Mr. Singleton.recommended that a new pump be purchased for use on the sewerage system, the cost would be about $700.00. Councilman Siotin moved that it be purchased, Councilman Peters seconded and the motion passed.. The Mayor informed Counoil that an epedimio of stealing has been noted on the Island among which was the electric ice box of Mrs. Charles V. Walsh, that was stolen from the.fire station at Fort Screen along with some of the equipment of Mr. D. R. Davis, the'Town Engineer. Councilman Peters moved that as the Town had an'electrc box on hand that this be given to.Mrs. Walsh for her use until her,box is located, Councilman Young seconded and the motion passed. It was decided that Mr. Harry Andris be given until the 20th to remove the, sidewalk that he erected on the street in front of his property on the strand, the Town Attorney was instructed to notify Mr Andris.. L �� 230` The Mayor informed Council that Mr. D. R. Davis' work has been completed. Councilman Young moved that Mr. Davis be notified that his services would not be needed after July lst, 1946, Council- man Lovell seconded and the motion passed. The Mayor stated that extra help was needed to operate the parking areas.. The Mayor informed Council that in connection with the accident which occured on Butler Avenue and Third Street between the Town's motorcycle, driven by officer MoCutchen, and another car, that he had been approached by Mr. Sol C. Clark who informed him that he represents the insurance company that holds the policy on the oar involved in the accident. The Mayor stated that the party who had agreed to lease the concession on Tybrisa Pavilion did not want to do so until the pavilion was opened to the public. Councilman Hosti moved that the action of the Finanoe Committee in reducing the rent for the space for the photograph gallery on Tybrisa Pavilion from $300.00 to $250.00 be approved. Councilman Lovell seconded and the motion passed. The question of where to locate the proposed new public rest rooms was discussed but no action was taken. It was decided that the convict camp buildings be taken down and the materials stored for future use. Council was informed that the memorial plaque for the ex- service men had been ordered. Councilman Peters moved that the action of the License Committee in reducing the 1945 Chinese Ball Game license of the N"ovelty.:,Bar to $200.00 and cancelling the 1945 Chinese Bali Game license of the Glass Hat, be approved, Councilman Slotin seconded and the motion passed. The Mayor informed Council that a report.had been re- ceived from the U..S. Engineers relative to Beach protection and they stated that the jetties in their present condition should either be rebuilt or removed. Councilman Young moved that the temperory jetties that were erected at the time the seawall was built be removed, Councilman Slotin seconded and the motion passed. A blue print was presented showing a sub - division of Beach Lot 113, Ward 5. Councilman Lovell moved that it be approved, Councilman Slotin seconded and the motion passed. Councilman Peters moved that the next regularly held meeting of Council be held at S:00-P.M., Councilman Young second- ed and the motion passed. It was decided to hold the July meet- ing on Monday the 15th. 1 A letter was read from the Florida- Georgia Tractor-Company requesting that they be allowed a 5% increase on the price submitted by them previously of $6,058.80. After some discussion Councilman Peters moved that if they can give delivery at a reasonable date that their request be granted. Councilman Young seconded and the motion passed. Councilman Slotin moved that the discounts be allowed on the first half of the 1946 taxes on F. H. Quante, Jr., Tybrisa Co- mpany, Est. of F. H. Haar, E. J. Haar and Evelyn P. Haar, Council- man Lovell seconded and the motion passed. - Councilman Hosti stated that Mr. R. F. Gambill wanted to rent the large garage owned by the Town at Fort Soreven. Council decided not to do this.. Chief Stewart was called into the meeting and asked if all business places have.been inspected to ascertain if they all had necessary licenses, he stated that all places had already been checked. Councilman Hosti moved that the following Resolution be adopted. Councilman. Farrell seconded and the motion passed. A RESOLUTION WHEREAS A. Leopold Alexander, Town Attorney, has rendered extraordinary and unusual services to the Town of Savannah Beach in connection with the purchase of the Fort Screven Reservation and four beach lots from the United States Government, and also in connection with the sale of this property to Fort Screven Dev- elopment Company, Dr. William A. Wexler, Tybee Water Works and Savannah Electric &Power Company, all or which resulted in a net cash profit to the municipality of an amount in excess of $50,000; And WHEREAS these extraordinary legal services extended over a period of about six months, and included the filing and handling to a conclusion of'a petition in the Superior Court to validate the issuance of $200,000 in revenue certificates to finance these purchases, and included several trips to Atlanta and the preparation of a large number of deeds and contracts, particularly in connection with the sale of the water and electric properties in the Fort Screven area; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island in Council assembled, that the sum of Five Thousand ($5,000.00) Dollars be paid to the said A. Leopold Alexander, in addition to his usual salary, as extra compensation for extraordinary legal services rendered to the municipality as set forth above; and the Clerk of Council is hereby directed to draw a voucher in-payment of the above ap- propriation, and deliver the same to said Town Attorney. Councilman Slotin suggested that, the profits made from the sale of Fort Screven should go into improvements on the Island. 232 Councilman Young moved that all net profits from the sale of Fort Screven be put into public improvements. Councilman Peters second- ed and the motion passed. Counoilman Peters moved that bills for the month of May amounting to $ 3,472.39 be paid, Councilman Young seconded and the motion passed. Councilman Peters moved that the bill of the Espy Paving Company for correcting some of the work done on. the sewerage system by the J. G. Attaway Company, for the month of April amounting to $3,9&1.9 and also the bill of the Espy Paving Company, dated May 29th, 19%, covering the final estimate for installing sanitary sewers in Venetian Terrace, amounting to $3,274.70, be paid, Coun- oilman Young seconded and the motion passed.. Councilman Slotin asked what should be done with the profits made from the sale of Fort Sereven. It was decided to do nothing until the next meeting. Mayor Dutton and Town Attorney Alexander,':. having a previous engagement, excused themselves from the meeting where- upon Chairman of Council Slotin took the Chair. A request was made by Mr. V. W. Butler that the strip of land in front of his property, on Butler Avenue, which is part of the old C.R.R. be sold to him. The request was. denied. Councilman Lovell stated that it was necessary to pur- chase fire hose and other pieces of equipment for the Fire Depart- ment. Councilman Farrell moved that Councilman Lovell be author ized to phrohase the needed articles for the Fire Department, Councilman Young seconded and the motion passed. The Parent Teachers Association have complained about the bad situation existing at the Tybee School and requested that efforts be made to have the conditions improved and asked that a committee be appointed to call on the Board of Education relative to this. Councilmen Hosti, Peters and Slotin were appointed a committee to investigate the complaint and if it has merit pass a resolution requesting that the condition be corrected. Councilman Slotin moved that this body through the Mayor be authorized to sign names requesting the Board-of Education to correct the con- ditions, if extetifigi before the next term of school, Councilman Young seconded and the motion passed. Counoilman Slotin moved that. the following Resolution be adopted. Councilman Hosti seconded and the motion passed. A RESOLUTION. WHEREAS, it has come to the attention of the Mayor and Councilmen of Savannah Beach that traffic on Tybee Island, over Route 80, has become so heavy that it is badly congested on many days during the summer season; 1 1 233 AND, WHEREAS, it would relieve this traffic congestion very much if that portion of Seventeenth Street from the Strand to Jones Avenue, and that portion of Jones Avenue from Seventeenth. Street to First Street should be included as a part of Route 80, providing an-alternative road over which traffic could move, there- by relieving the congestion on Butler Avenue; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, -Tybee Island, in Council'assembled, that the atten- tion of the State Highway Department be called to this situation, and that it.,be requested to include said portions of Seventeenth Street and Jones Avenue in the State Highway System as a part of Route 8O, mid to put the same in good condition for traffic at as early a date as possible. BE IT FURTHER RESOLVED that copies of this resolution be sent to the State Highway Department and to the member of the Board from the First Congressional District of Georgia. Councilman Lovell moved that the following Resolution be adopted, Councilman Peters seconded and the motion passed. A RESOLUTION WHEREAS it has come to the attention of the Mayor and Councilmen of the Town of Savannah Beach, through complaints from many sources, that the water traffic on Turner's Creek and Wilmington River (which is a part of the Inland Water Route) has increased to such an extent that the opening of the bridges on the Savannah - Savannah Beach State Highway across those waterways .seriously impedes traffic on the State Highway; AND WHEREAS traffic is frequently delayed for as much as thirty minutes or more while said bridges are being opened and closed, and such delay might have very seriously affedted any ill or injured person going from Savannah Beach to Savannah to receive medical attention, there being no such facilities at Savannah Beach; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, tha.-t the atten- tion of the State Highway Department be called to this serious and dangerous situation, and that it be requested to take immediate steps to substitute adequate bridges across these waterways with such clearance over high water mark as to make it unnecessary to constantly open and close said bridges to permit passage of water traffic. BE IT FURTHER RESOLVED that copies • of this resolution be sent to the State Highway Department and to the member of the Board from the First Congressional District of Georgia. Councilman Peters moved that the following Ordinance be adopted. Councilman Young seconded and the motion passed. AN ORDINANCE AMENDING AN ORDINANCE ADOPTED AT THE MEET- ING OF THE MAYOR AND COUNCILMAN OF SAVANNAH BEACH, TYBEE ISLAND, HELD ON APRIL 4th, 1946, PROVIDING FOR THE RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 3oth, 1947; AND FOR OTHER PURPOSES. SECTION ONE. BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by the authority of the same, that an ordinance entitled 0An Ordinance to Provide for the Rate of Licen- ses for Doing Business in the Town of Savannah Beach, Tybee Island, Georgia, for the Fiscal Year Ending April Nth, 1947N, adopted at a meeting of Council held oh April 4th, 1946, be and the same is hereby, amended in the following particulars: - 1. By reduoing the license to be paid by each owner or operator of a bowling alley from $20.00 per alley to $15.00 per alley. 2. By adding thereto the following provision: - flEaeh and every person renting bicycles, or offering the same for rent. $10.00" 3. By adding thereto the following provision: - "Each and every person repairing shoes, or other footwear. $10.00" 4. By adding thereto the following provisions- "Each and every person operating a pressing club only, not including any washing or clean- ing. $10.00" 5. By . adding thereto the following provision: - SEach and every person operating a confectionary store, which shall include the right to sell candy, tobacco, etc., but shall not include the right to sell sandwiches, hot dogs, cold drinks, etc. $40.00• SECTION TWO. BE IT FURTHER ORDAINED, by the authority aforesaid, that all ordinances, and parts of ordinances, in conflict herewith be, and the same are hereby, repealed. Councilman Peters moved that the Tybee Bicycle Rental Service) be granted a refund of $15.00 on their 1946 License, Councilman Farrell seconded and the motion passed. The Assessment Committee recommended that the 1946 assess- ment of Mrs. Annie May Daum be reduced to $1,000.00; on Mrs. Catherine Blackburn to $2,100.00; Jinks N. Durden to $1,350.00 and Robert E. Howard to $1,000.00. Councilman Farrell moved that $1.50 be Pefunded to Mrs. Daum, $2.00 be refunded to Mrs. Blackburn, $1.50 be refunded to Jinks N. Durden and $2.99 be refunded to Mr. Howard as all of these parties had paid the first half of the years taxes. Councilman Hosti seconded and the motion passed. Councilman Young presented a petition from the property owners on Sixteenth Street from Butler Avenue to the Strand re- questing that the Town pay for the curb, amounting to a dollar a lineal Poor towards the cost of the cement sidewalks laid on both sides of the street which will amount to approximately $1,320.00 and moved that it be paid. He was ruled out of order by the Chair. Councilman Young again introduced the motion and was again ruled out of order by. the Chair. After some discussion the matter was passed until the next meeting of Council. There being no further business Council adjourned, subject to the call of the Mayor. Savannah Beach, Tybee Island, Ga. July 13th, 1946. A special meeting of Council was held today at 12 :00 noon, in the Town Hall and was attended by Mayor Dutton, who presided, and Councilmen Peters, Farrell, Lovell and Town Attorney Alexander. The meeting was called for the purpose of passing the foil- owing: (1). In order to prohibit the sale of intoxicating liquors, etc., on election days. (2). An Ordinance zoning an area known as "Area D ". (3). An Ordinance zoning an area known as NArea EN. (4). A Resolution requesting the State Highway Department to hard surface a roadway leading to the camp site of the Four H Clubs. Councilman Peters moved that the following Ordinance be adopted. Councilman Farrell seconded and the motion passed.
