Reiman at approximately 6:00 p.m. on Thursday, March 23, 2023 in the Council Chambers of the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmernber Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carniela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The 2023 Annual Notice was emailed to The Horne News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www,carteret.netprior to tonight's meeting. Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the minutes of March APPROVAL OF 2, 2023 were approved as transcribed and engrossed by the Clerk. MINUTES MARCH 23, 2023 (Continued) ORDINANCE #23-7 ORDINANCE #23-7 was introduced and adopted on First Reading CAP BANK and the Clerk authorized and directed to advertise same for Public ORDINANCE IIearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #23-7 "AN ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N. J. S.A. 40A:4-45.14)" MAYOR REIMAN Mayor Reiman said municipalities are allowed to increase up to 2% a year on taxation and on the expense side; when we don't exceed what is otherwise raised we set aside funds in a CAP bank. He said this Ordinance is done on a yearly basis. ORDINANCE #23-8 ORDINANCE #23-8 was introduced and adopted on First Reading ACQUSITION and the Clerk authorized and directed to advertise same for Public ORDINANCE — Hearing, upon MMS&C, by Councilmembers Krum and Bellino. BLIC. 6501 LT. 11 Upon individual roll call vote, Councilmembers Bellino, Diaz, PERSHING AVE. DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #23-8 "AN ORDINANCE AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET FOR PUBLIC PURPOSES" ORDINANCE #23-4 The Municipal Clerk stated that Ordinance #23-4 was introduced and ACQUSITION adopted on First Reading on February 23, 2023. It was duly published ORDINANCE — in the Home News Tribune on February 28, 2023 with notice that it BLK. 5805 LT. 17 will be considered for final passage after Public Hearing to be held on PERSHING AVE. March 23, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. 2 MARCH 23, 2023 (continued) Upon MMS&C, by Councihnembers Diaz and Krum and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no conunents or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the Rill membership present. Upon MMS&C, by Councilmembers Diaz and Krum ORDINANCE #23-4 "AN ORDINANCE AUTHORIZING ACQUISITION OF REAL PROPERTY WITHIN THE BOROUGH OF CARTERET FOR PUBLIC PURPOSES" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. APPROVED AND ADOPTED: —MARCH 23, 2023 INTRODUCED: FEBRUARY 23, 2023 Advertised as Adopted on First Reading with notice of Public Hearing: FEBRUARY 28, 2023 Hearing Held: MARCH 23, 2023 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: MARCH 31, 2023 The Municipal Clerk stated that Ordinance #23-5 was introduced and adopted on First Reading on February 23, 2023. It was duly published in the Home News Tribune on March 15, 2023 with notice that it will be considered for final passage after Public Hearing to be held on March 23, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. W ADOPTED AMENDING THE CODE, RE: PARKING VIRGINIA AVENUE MARCH 23, 2023 (continued) Upon MMS&C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Diaz and DiMascio ORDINANCE #23-5 "AN ORDINANCE AMENDING ARTICLE I, GENERAL PROVISIONS; TRAFFIC AND PARKING REGULATIONS, OF CHAPTER 254 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. APPROVED AND ADOPTED: MARCH 23 2023 INTRODUCED: FEBRUARY 23, 2023 Advertised as Adopted on First Reading Nvith notice of Public Hearing: MARCH 15 2023 Hearing Held: MARCH 23, 2023 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: MARCH 31, 2023 A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council. Upon MMS&C, by Councilmembers Diaz and Naples and AGENDA ITEMS unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions/Agenda items and new business. IVIARCH 23, 2023 (Continued) Abel Luna asked about land banks with regard to vacant, abandoned and foreclosed properties in communities. He suggested the Borough acquires or manages these properties for affordable housing and economic development in town. Mayor Reiman said banks and mortgage companies are obligated to notify towns before foreclosure. I-Ie said the town keeps an eye on abandoned properties and businesses to make sure they are taken care of with regard to property maintenance or violations will be issued to owners. In cases of businesses it takes a while to work with property owners for redevelopment purposes. Abel Luna asked if the Borough would be getting additional bike racks, then asked about bike ride share like they have in Woodbridge. Mayor Reiman said they could look into the additional bike racks but bike ride share programs are funded by the federal government for cities with larger populations, 50,000 or more or are in urban areas. There being no further conunents or objections to the Resolutions/Agenda items or new business, upon MMS&C by Councilinembers Krum and Naples and unanimous affirmative vote of the full membership present, the meeting was closed. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REPORTS Reports: 1.
