The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Thursday, March 23, 2023 in the Council
Chambers of the Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL

Councilmernber Vincent Bellino

" Dennis DiMascio
" Ajmar Johal
" Randy Krum
" Susan Naples
Also noted present were Carniela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE
The 2023 Annual Notice was emailed to The Horne News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE
the Memorial Municipal Building on January 6, 2023. Notice was
published in The Home News Tribune and The Star Ledger on January
12, 2023. All items being voted on tonight were posted on the
Borough's website, www,carteret.netprior to tonight's meeting.
Upon MMS&C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the full membership present, the minutes of March APPROVAL OF
2, 2023 were approved as transcribed and engrossed by the Clerk. MINUTES

ORDINANCE #23-7 ORDINANCE #23-7 was introduced and adopted on First Reading
CAP BANK and the Clerk authorized and directed to advertise same for Public
ORDINANCE IIearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon
individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
ORDINANCE #23-7
"AN ORDINANCE TO EXCEED THE MUNICIPAL BUDGET
APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK
(N. J. S.A. 40A:4-45.14)"
MAYOR REIMAN Mayor Reiman said municipalities are allowed to increase up to 2% a
year on taxation and on the expense side; when we don't exceed what
is otherwise raised we set aside funds in a CAP bank. He said this
Ordinance is done on a yearly basis.
ORDINANCE #23-8 ORDINANCE #23-8 was introduced and adopted on First Reading
ACQUSITION and the Clerk authorized and directed to advertise same for Public
ORDINANCE — Hearing, upon MMS&C, by Councilmembers Krum and Bellino.
BLIC. 6501 LT. 11 Upon individual roll call vote, Councilmembers Bellino, Diaz,
PERSHING AVE. DiMascio, Johal, Krum and Naples voted in the affirmative.

"AN ORDINANCE AUTHORIZING ACQUISITION
OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH
OF CARTERET FOR PUBLIC PURPOSES"
ORDINANCE #23-4 The Municipal Clerk stated that Ordinance #23-4 was introduced and
ACQUSITION adopted on First Reading on February 23, 2023. It was duly published
ORDINANCE — in the Home News Tribune on February 28, 2023 with notice that it

PERSHING AVE. March 23, 2023 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.

affirmative vote of the full membership present, Mayor Reiman
declared the Public Hearing to be open.
There being no conunents or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS&C, by
Councilmembers Diaz and Krum and unanimous affirmative vote of
the Rill membership present.

The Municipal Clerk stated that Ordinance #23-5 was introduced and
adopted on First Reading on February 23, 2023. It was duly published
in the Home News Tribune on March 15, 2023 with notice that it will
be considered for final passage after Public Hearing to be held on
March 23, 2023 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.

CODE OF THE BOROUGH OF CARTERET"
ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.

A copy of each Resolution was posted on the Borough's website for
PUBLIC PORTION public review prior to the meeting in accordance with the Rules of
RESOLUTIONS/ Council. Upon MMS&C, by Councilmembers Diaz and Naples and
AGENDA ITEMS unanimous affirmative vote of the full membership present, the
& NEW BUSINESS meeting was opened for public input on all Resolutions/Agenda items
and new business.

Abel Luna asked about land banks with regard to vacant, abandoned
and foreclosed properties in communities. He suggested the Borough
acquires or manages these properties for affordable housing and
economic development in town.
Mayor Reiman said banks and mortgage companies are obligated to
notify towns before foreclosure. I-Ie said the town keeps an eye on
abandoned properties and businesses to make sure they are taken care
of with regard to property maintenance or violations will be issued to
owners. In cases of businesses it takes a while to work with property
owners for redevelopment purposes.
Abel Luna asked if the Borough would be getting additional bike
racks, then asked about bike ride share like they have in Woodbridge.
Mayor Reiman said they could look into the additional bike racks but
bike ride share programs are funded by the federal government for
cities with larger populations, 50,000 or more or are in urban areas.
There being no further conunents or objections to the

Councilinembers Krum and Naples and unanimous affirmative vote of
the full membership present, the meeting was closed.
