SERVICES CONTRACT WITH FRENCH & PARRELLO ASSOCIATES,
CONSTRUCTION ADMINISTRATION & OBSERVATION SERVICES
RE: TOMCZUK COURT IMPROVEMENTS
WHEREAS, the Borough of Carteret.is in need of specialized engineering services in
connection with the Construction Administration & Observation Services for Tomczuk
Court Improvements; and
WHEREAS, French & Parrello Associates, 1800 Route 34 , Suite 101, Wall Township,
New Jersey 07719, possesses the requisite experience and expertise to provide said
services; and
WHEREAS, French & Parrello Associates has submitted a proposal to provide said
services at a total cost not to exceed $33,700,00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acet. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from French & Parrello Associates for engineering services
related to the Construction Administration & Observation Services for
Tomczak Court Improvements at a cost not to exceed $33,700.00 is
hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and French & Parrello
Associates,

The Borough of Carteret (Borough) Is committed to maintaining the health, safety, wellbeing and improving the
quality of life for its residents, business owners and visitors. The Borough's dedication to owning, operating and
maintaining its municipal infrastructure in a diligent and fiscally responsible manner is apparent. However, in these
challenging times it has become more difficult to do more with less. As such, the Borough has asked French & Parrello
Associates to submit a proposal for providing Construction Administration and Construction Observation Services
during the construction phase of the Tomczuk Court Improvements Project.
French & Parrello Associates (FPA) has established a reputation of technical excellence and responsiveness. Our long-
lasting client relationships are built on the dedication of our professionals and supported by our technical expertise,
wide range of services and commitment to client satisfaction. FPA is a leader in engineering design, regulatory
permitting, bid phase services and engineering services during construction. We are dedicated to bringing exceptional
service and value to each project through focus, timely response and innovative solutions.
As such, FPA Is pleased to submit our proposal for providing Professional Engineering Services Lo [lie Borough during
the construction phase of the referenced project. The Tomczuk Court Improvements Project, which was designed by
others, includes the reconstruction of three (3) basketball and four (4) tennis courts at Tomczuk Courts, located
adjacent to the Carteret Middle School on Louis Street. We understand that the Borough of Carteret has already
received bids from contractors and anticipates awarding the construction contract to Black Rock Enterprises, LLC, in
the amount of $560,800. We understand that the contract requires the contractor to mobilize in the Spring 2023 and
to complete the court improvements by in mid -Summer 2023. Based upon information received from the Borough,
we propose the following scope of services for this assignment:
Scope of Services
1. Schedule and attend the preconstruction meeting with representatives from the Borough, contractor and
other stakeholders. Coordinate with the Borough, Design Engineer -of -record, other impacted stakeholders,
and the Contractor and collect the required documents from the contractor lie: project schedule, shop
drawing log, and other information and documents required by the contract). Facilitate the preconstruction
meeting, record the meeting minutes, and distribute to the attendees and stakeholders.

2. Review the contractor's proposed schedule, shop drawing log, and other required contract documents for
compliance with the contract specifications and other requirements.
3. Review shop drawing submittals and approve/disapprove depending upon whether they conform to the
contract specifications and requirements. If multiple iterations are required due to contractor deficiencies,
we will recommend that the Borough consider deducting review cost from the contactor's payments.
4. Provide responses and clarifications to the contractor related to the approved construction documents. FPA
will request feedback and clarifications from the Design Engineer -of -record and Borough as needed
throughout the project.
5. FPA will provide part-time construction observation services during key aspects of construction. Prepare
monthly partial payment estimates for the review and approval by the Borough. Upon substantial completion
of work, conduct a project walk-through and develop a punch list for the contractor.
6. Upon final approval of the project, prepare the contractors' final payment estimate, review contract closeout
documents inclusive of the maintenance bond, release of liens statement, etc., and make recommendations
to the Borough regarding final acceptance of the project.
Based upon the scope of services outlined herein, FPA estimates that approximately 284 man-hours will be required
for Construction Administration and Part-time Construction Observation services. This Is based upon FPA's estimate
that the total construction period is approximately 14 weeks In duration and that the actual construction will take
place over a period of approximately 8 weeks.
Fee Proposal
French & Parrello Associates (FPA) proposes to provide the scope of services outlined in items 1— 6 for a proposed
reimbursable fee of $33,700. This fee will not be billed in accordance with our 2023 Schedule of Fees and Expenses
and will not be exceeded without prior justification and authorization from the Borough. If additional scope of services
is required, we will coordinate with the Borough and submit a separate proposal for the supplemental work.
FPA is prepared to commence work on this important and time -sensitive assignment upon receipt of written
authorization to proceed from the Borough of Carteret.
