HomeMy Public PortalAbout19460713SCMeetingThe Assessment Committee recommended that the 1946 assess- ment of Mrs. Annie May Daum be reduced to $1,000.00; on Mrs. Catherine Blackburn to $2,100.00; Jinks N. Durden to $1,350.00 and Robert E. Howard to $1,000.00. Councilman Farrell moved that $1.50 be Pefunded to Mrs. Daum, $2.00 be refunded to Mrs. Blackburn, $1.50 be refunded to Jinks N. Durden and $2.99 be refunded to Mr. Howard as all of these parties had paid the first half of the years taxes. Councilman Hosti seconded and the motion passed. Councilman Young presented a petition from the property owners on Sixteenth Street from Butler Avenue to the Strand re- questing that the Town pay for the curb, amounting to a dollar a lineal Poor towards the cost of the cement sidewalks laid on both sides of the street which will amount to approximately $1,320.00 and moved that it be paid. He was ruled out of order by the Chair. Councilman Young again introduced the motion and was again ruled out of order by. the Chair. After some discussion the matter was passed until the next meeting of Council. There being no further business Council adjourned, subject to the call of the Mayor. Savannah Beach, Tybee Island, Ga. July 13th, 1946. A special meeting of Council was held today at 12 :00 noon, in the Town Hall and was attended by Mayor Dutton, who presided, and Councilmen Peters, Farrell, Lovell and Town Attorney Alexander. The meeting was called for the purpose of passing the foil- owing: (1). In order to prohibit the sale of intoxicating liquors, etc., on election days. (2). An Ordinance zoning an area known as "Area D ". (3). An Ordinance zoning an area known as NArea EN. (4). A Resolution requesting the State Highway Department to hard surface a roadway leading to the camp site of the Four H Clubs. Councilman Peters moved that the following Ordinance be adopted. Councilman Farrell seconded and the motion passed. 236 AN ORDINANCE TO PROHIBIT. THE SALE OR FURNISHING. OF. INTOXICATING, VINOUS OR MALT LIQUORS . _ TO ANY PERSON WITHIN THE LIMITS OF SAV- . ANNAH`BEACH, TYBEE ISLAND, ON DAYS OF ELECTION; TO PROVIDE A PENALTY FOR THE VIOLATION OF THIS ORDINANCE; AND FOR OTHER PURPOSES. SECTION 1. BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, and it is hereby ordained by . authority of the same, that from and after the adoption of this ordinance, it shall be unlawful for any person to sell, furnish or give any spirituous, intoxicating, vinous or malt liquors or- beverages to any person, in any quantity at any place within the city limits of the Town of'Savannah Beach, Tybee Island, within the hours of election, on days of.election, either State, County, Municipal, or Primary elections. SECTION 2. BE IT FURTHER ORDAINED by the authority aforesaid that this ordinance shall not prevent the furnishing or sale of liquors when prescribed by physicians in accordance with the laws of Georgia. SECTION 3. BE IT FURTHER ORDAINED by the authority aforesaid that any person violating any of the provisions of Section 1 of this ordinance shall, upon conviction- thereof, be fined not to exceed the sum of One Hundred Dollars (#100.00),. or imprisoned not to exceed thirty (30) days., either, or both. SECTION 4. BE IT FURTHER ORDAINED by the authority aforesaid that all ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repealed. Councilman Lovell moved that the following Ordinance be adopted. Councilman Peters. seconded and the motion passed. AN ORDINANCE TO CREATE AN AREA WITHIN THE CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, TO BE KNOWN AS "AREA D' AND TO ZONE THE SAME IN ACCORDANCE WITH THE PROVISIONS OF ARTICLE III, SECTION VII, PARAGRAPH XXIII OF THE PRESENT CONSTITUTION_ OF GEORGIA, AND AN ACT APPROVED FEBRUARY lat, 1946, AMENDING THE CHARTER OF SAID TOWN; AND FOR OTHER PURPOSES. BE IT ORDAINED by the authority of the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, in Council assemb- led, and it is hereby ordained by authority of the aame:- 1- That there is hereby created an area within the cor- porate limits of Savannah Beach, Tybee Island, which shall include within it all the area lying within the following boundaries: Beginning at the intersection of the center line of Inlet Avenue with Tybee-Inlet and running in a northeasterly direction along the center line of Inlet Avenue to the intersection of the center line of Chatham Avenue, thence running in a. southeasterly direction along the center line of Chatham Avenue to the point of intersection with the. center line of 19th Street, thence in an easterly direction to the point of intersection of the center line of Butter Avenue, thence in a northern direction along the center line of Butler Avenue to a point opposite the.northern boundary line of Lot 111, in Ward 5, thence in an easterly direction along the northern boundary of said Lot.111 to the sea -wall on the Strand, thence in 0 south and westerly direction along the sea -wall to its terminus opposite the southwest end'of alley No. 1, thence in a .general northerly direction following the line of Tybee Inlet to the center, line of Inlet Avenue, the point of beginning. �- From and after the passage' of this Ordinance it shall be unlawful for any person to erect, or cause to be erected, within said "Area D ", as above described, any improvements excepting single family homes or residences, or to use any of the improvements within. said area {for any other purpose than homes or single family residence*. 3- From and after the passage of this Ordinance it shall be unlawful for any person to build or erect any single family res- idence, home, house or dwelling within said area within a distance of 25 feet' of another single family residence on the same lot as shown on the official map of the Town of Savannah Beach or. sub- division of said lots approved by the Mayor and Councilmen of Sav- annah Beach prior to the adoption of this Ordinance. _ 4- From and after the passage of this Ordinance it shall be unlawful for any person to erect, own, operate or carry on any businesseor commercial establishment of any character whatsoever within the area designated in this Ordinance and no apartment, auto court, rooming house, boarding house or club of any kind or character • shall be located, erected, owned or operated within said area. 5- From and after the passage of.this Ordinance it also 'shall be unlawful for. any person to alter or remove any improvements now located within said "Area DM, so that said improvements when so altered or, remodeled shall not comply with the requirements of Sec- tion 2 of this ordinance. 6- That all ordinances,.and parts of ordinances, in con- Pilot herewith be, and the same are hereby; repealed. AN ORDINANCE TO CREATE AN AREA WITHIN THE CORPORATE LIMITS OF THE.TOWN OF SAVANNAH BEACH, TYBEE ISLAND, TO BE KNOWN AS "AREA EN, AND TO ZONE THE SAME IN ACCORDANCE WITH THE PROVISIONS OF ARTICEL III, SECTION VII, PARAGRAPH XXIII OF THE PRESENT CONSTITUTION OF GEORGIA, AND AN ACT APPROVED FEH~- RUARY 1ST, 1946, AMENDING THE CHARTER OF SAID TOWN; AND FOR OTHER PURPOSES. 238 BE IT ORDAINED by the authority of the Mayor and Council - men of the Town of Savannah Beach, Tybee Island, in Council assemb- led, and it is hereby ordained by authority of the same, - 1- That there is hereby created an area within the cor- porate limits of Savannah Beach, Tybee Island, which shall be des- ignated as "Area E", which shall include the area within the following boundaries: Beginning at the point of the meeting place of the center line of Chatham Avenue and Butler Avenue and thence running along the center line of said Butler Avenue in a northeasterly direction. to 18th Street and thence in a westerly direction along 18th Street to the center of Chatham Avenue and thence in a Southerly direction along the said center line of Chatham Avenue back to the starting place. 2- From and after the passage of this Ordinance it shall be unlawful for any person to erect, own, operate or carry on any business or commercial establishment of any character whatsoever within the area designated in this Ordinance and nb apartment, auto court, rooming house, boarding house or club of any kind or character shall be located, erected, owned or operated within said area. PRO- VIDED, HOWEVER, that'd there is excepted from the operation of this Ordinance all uses of said property including clubs, rooming houses, boarding houses or apartments existing at the time of the adoption thereof. 3. That all ordinances, and parts of ordinances, in con- flict herewith be, and the same are hereby, repealed. Councilman Lovell moved that the following Resolution be adopted. Councilman Peters seconded and the motion passed. A RESOLUTION WHEREAS, there is a roadway about six- tenths of a mile long extending from U. S. Highway No. 80 to the camp site of the 4 H Clubs on the Southern end of Town Hammock, which roadway is now heavy sand and is not passable, for traffic; AND, WHEREAS,, the Town has had laid off a. number of lots on either side of said roadway, which the Town proposes to sell to individual purchasers, and this roadway will provide the only access to.said lots; AND, WHEREAS, the Town is willing to convey said roadway to the_$tate of Georgia if that is desirable, or will dedicate the same as a public street in said Municipality if that should be pre- ferable; BE IT FURTHER RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, that the State Highway Department of Georgia be requested to take steps as prompt- ly as possible to hard surface said roadway with whatever material it may deem best, so that the public may have access to said camp site as well as to said lots on either side of said roadway; r 'r T[ ligiff :' be sent to the Engineer-Director-of t that a copy of this resolution AND, BE IT FURTHER RESOLVED he State Highway Department of Georgia and to the member of the State Highway Board from the First Congressional District. There being no further business, Council adjourned subject to the call of the Mayor. Savannah Beach, Tybee Island,!Ga. July 1R, 1946. The regular meeting of Town Council was held today at in the Council Room and was attended by Mayor Dutton, sided, and, Councilmen Peters, Young, Farrell, Lovell, and Town Attorney Alexander and also by Messrs. W.J. B. Smith. S:00 P.M., who pre - Host , Biotin, Bryan and W. -Mr. Bryan requested permission to move some of the-hutments that have been sold at Fort Screven to several locations in the Town limits. He stated that the buildings would not be rolled but would be moved in sections on large trailers. Permission was granted pro- vided that the Town would not be responsible for any damages that may be incurred. Mr. Smith appeared before Council to petition that his beer' license not be revoked, he having been reported as selling beer to minors. Mr. Smith stated that he had ascertained that a sailor had purchased it for the boys from one of his employees. He stated that he has always refused to sell beer to minors, Mr. Smith was requested to instruot his employees to be very careful of this in the future after which he was excused. The minutes of the meetings of June 13th and July 13th were read and adopted. Councilman Farrell moved that Henry M. Buokley be elected Clerk of Council and ex- officio Treasurer for the ensuing year as of May 1st, 1946 at an annual salary of $3,150.00, payable monthly. Councilman Peters seconded and the motion passed. Councilman Young moved that Robert A. Stewart be appointed Chief of Police and ex- officio Tax Collector at an annual salary of $2,520.00, payable monthly. COuncilman Farrell seconded'and the motion passed. Councilman Young moved that A. Leopold Alexander be elected Town Attorney at an annual fee of $900.00, payable by the month. Co t+ noilman Peters seconded and the motion passed.
