Mayor Giles, Council Member Maciaszek, Council Member Nelson, Council Member Nielsen, and Council Member Thrower were all present. City staff members present were Anette Spickard, City Manager; Bill Nichols, City Attorney; Sarah Porter, Deputy Clerk; Michelle Groenevelt, Community and Economic Development Director; Brian Parker, City Planner; Vlatko Jovanov, Network Administrator; Meredith Todd, Assistant City Planner; Emily Hart, Airport Manager; Traci Malvich, Human Resources Director; Meg Lojek, Library Director; Kurt Wolf, Parks and Recreation Director; Nathan Stewart, Public Works Director Also, in attendance were Doug Miller, Valley County Clerk; Cynda Herrick, Valley County Planning and Zoning Director; Sherry Maupin, Valley County Commissioner; Elt Hasbrouck, Valley County Commissioner; Edgar Allen, Valley County Commissioner Kristina Kachur, Logan Simpson; Bruce Meighen, Logan Simpson; Diane Kushland, Consultant to Logan Simpson; Jennifer Zung, Harmony Design and Engineering Judith Nissula, Mayor of Cascade; Tony Moss, McCall Planning & Zoning Member; Elaine Clegg, Idaho Smart Growth. WORK SESSION 1 AB 22-110 Valley County Waterways Management Plan & Impact Area Discussion Valley County Commissioner Elt Hasbrouck opened the meeting giving a brief history of the Waterways Management Plan. Bruce Meighen and Kristina Kachur presented a high-level overview of where the Valley County Waterways Management Plan is in the development process and what next steps are. Consultant Diane Kushland reviewed case studies and sources referenced while creating the Waterways Management Plan as well as trends seen in the data collected from the community. Jennifer Zung of Harmony Design and Engineering discussed natural resources and the effects of waterway recreation on algae blooms and pollution. MCCALL CITY COUNCIL April 22, 2022 Regular Meeting Page 1 of 2 Education access for those recreating on the waterways has been identified as an area of opportunity. The group, including City Council and County Commissioners, discussed types of education, where to educate and how to collaborate on education. Additional discussion was had regarding focusing on regional planning, meeting, and communication. Concerns over algae blooms, waterway entry points and parking were addressed. City of McCall Community and Economic Development Director Michelle Groenevelt introduced the Impact Area Discussion. Noting the current impact area, areas that cross jurisdiction and concern around the area south of McCall Airport. Elaine Clegg of Idaho Smart Growth briefly reviewed what impact areas are and how city impact areas work. County Commissioners raised concerns regarding areas reasonably expected to be annexed into the city in the future and providing services for those areas as well as what is legally considered a reasonable amount of time before annexation is expected. Ms. Clegg noted the lack of specificity in the state law regarding when an area might be annexed or be required to be annexed. Emily Hart, City of McCall Airport Manager, discussed concerns regarding development south of the Airport in the impact area. Ms. Clegg reviewed the informal and formal legal processes when discussing areas of city impact. City Planner Brian Parker reviewed specific areas of concern with the current impact area including subdivisions that part in the impact area and part in the city limits.
