The regular meeting of Town Council was held today at
,g :00 P.M. and was attended by Mayor Dutton, who pr sided, and Council
men Farrell, Young, and Siotin and Town Attorney Alexander, also
;Oy Mr. Roy Freeman and Mr. Bolton of the Southern e11 Telephone Co-
"mpany.. Mr4 Freeman stated that he wanted to appea before Council
to expresslthe company's appreciation and thanks to the people of
Savannah Beach for their patience in connection with the lack of
more adequate service at Savannah Beaoh and particularly at Fort
Sereven. Mr. Freeman agreed that more telephone service was needed
at Fort Soreven and that he would immediately have three pay stations''
installed at convenient locations in that area. He also presented a
report showing telephone operations as of August let,. 1945 and 'August
let, 1946 :> s follows:

The third additional switchboard position was obtained
from a Government project in Mississippi during May of this year after
all effortB has been exhausted to procure it from the factory. This
position was installed on an emergency order. Mr. Freeman,and Mr.
Bolton were then excused.

Hugh M. Miller of $200.00 for the 'four buildings and one from T. J

bids be rejected. Councilman Farrell seconded and the motion passed

The Mayor called attention to the cost of the salaries for
operating the Public Works,. Sewerage and Sanitary Departments for the
of July which amounted to over $4,000.00 and stated that efforts .
should be made to out this down. Councilman Young stated that Mr. K n
informed him that he was unable to get convicts and had to hire outside

help, there was no cooperation between the Public Works and the
Sewerage Departments. Councilman Farrell stated that Tommy Knox
informed him that he was promised $150.00 per month,
Councilman Farrell asked what was to be done regarding ,
the short posts that property owners are putting up adjacent to the
asphalt streets to protect their lawns. The Mayor appointed a committee
consisting of Councilman Farrell and Young and Town Attorney Alexander
to handle the matter and report back.
The Mayor informed Council that the Fifteenth annual Sewer-
age School would be held at Georgia Tech from September 15th to 18th
and suggested that Messrs. Reed and Kent attend it. Councilman
Slotin moved that they be instructed to attend this school at the
Town's expense. Councilman Farrell seconded and the motion passed.
The Mayor read a letter from Councilman Lovell relative to
the Tilton Street groins stating that the groins were in bad shape
and should be repaired at once, if necessary let a contract on a fee
basis on percentage of cost of job. The Town Attorney was instruoted
to contact the District Engineer and ascertain if the groins are
necessary, if they are then request that they give us Engineers to
tell us what to do.
The Mgor read a petition from Charles Christy protesting
against the proposed rest rooms to be built on the presenr police
station site. Councilman Young stated that it would block the view
of Christy's store from the beach and should be erected on the pav-
ilion, the Mayor stated that he had written Mr. .Christy that the
type of building proposed would not be objectional. Council approved
the Mayor's actions.
.A petition was presented by the residents and property
owners residing on Moore Avenue against John Williams using this
Street hauling materials over it, this being a private road. The
matter was referred to the Town Attorney.
Councilman Farrell moved that the following Ordinande be
adopted. Councilman Young seconded and the motion passed.
AN ORDINANCE
TO PRESCRIBE THE CONDITIONS UPON WHICH
RUBBER BOATS AND /OR RAFTS MAY BE RENTED
TO THE PUBLIC AT SAVANNAH BEACH BY REQUIR-
ING THE EMPLOYMENT OF A LIFE GUARD BY THE
PERSON OR PERSONS RENTING SUCH EQUIPMENT;
TO PROVIDE A PENALTY FOR THE VIOLATION OF
THIS ORDINANCE; AND FOR OTHER PURPOSES.
SECTION 1. BE IT ORDAINED by the authority of the
Mayor and Councilmen of Savannah Beach, and it is hereby ordained
by authority of the same, that any person, persons or corporation
engaged in the business of renting rubber boats or rafts, or
similar equipment., for use by the public, shall, before engaging
in said business, employ the services of an expert swimmer, as a
life guard whose particular duty it shall be to observe all persons .
renting such equipment and to see that such persons use said equip-
ment in a Safe manner.

gECTION 2. BE IT FURTHER ORDAINED that such life guard
shall be employed by'said person, persons or corporation engaged in
such business collectively, and said employers shall be solely,.res-
ponsible tp said life guard for the payment of his salary and other
expenses; provided, however, that such life guard shall be subject
to the orders of the Chief of Police or the Town of Savannah Beach,
or any other properly designated official of said Town, with regard
to any of his.duties, and that such life guard shall be on duty
during all of the time at which said equipment shall be in use, by
the public.
SECTION 3, BE IT FURTHER ORDAINED by the authority afore
said that said life guard shall not be deemed to'be an agent or
employee of the Town of Savannah Beach so that said Town shall, be
liable! for any negligence or act of misfeasance or malfeasance on
the part o! said life guard, but as between said Town and said em-
ployers, said life guard shall be deemed an agent and employee, of
said - employers only.
SECTION.}. BE IT FURTHER ORDAINED by the authority afore
said that any person, persons or corporation who shall rent, or offer
for rent, any of the equipment described in this Ordinance, without •
having complied with this ordinance by 'contributing his or their.
proportionate share of the expense of employing said life guard,
shall be deemed guilty of a misdemeanor, and upon conviction there-
of shall be fined not to exceed $100.00, or imprisoned not to exceed'',
thirty (30) days., or both.
SECTION 5, BE IT FURTHER ORDAINED by the authority afore-
said -that all licenses which have been or may hereafter be issued
authorizing the holder to engage in the business of renting rubber
boats or rafts or similar equipment, shall be considered issued
subject to the provisions of this ordinance.
SECTION 6, BE IT FURTHER ORDAINED by the authority afore-
said, that all ordinances and parts of ordinances in .conflict here-
with be, and the same are hereby,repealed.
Councilman Young moved that the following Resolution be
adopted. Councilman Farrell seconded and•the motion passed.
A RESOLUTION
WHEREAS, the War Assets Administration of the United
States Govern ent has offered -to sell to. the Town of Savannah
Beach, Tybee Island, the property hereinafter described at and
for the sum of Three Hundred Twenty -five Dollars ($325.00)I cash;
.ND,WHEREAS, the said property is of use to said Mun-
icipality, and in the opinion of the Mayor and Councilmen said
price is a reasonable price for said property;

BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, in Council assembled, that the
Mayor of said Municipality be, and he is hereby, authorized and
directed to execute any sales documents in connection with said
sale, to pay the sum of Three Hundred Twenty -five Dollars (325.00)
to said War Assets Administration, and to receive and receipt
for the following personal property, to -wit;-
5 gas masks
1 trailer pump unit
5 steel helmets
5 firemen's coats
5 fireman's pants
fire fighting accessories
1 141 ladder
1 241 extension ladder
200' of lin hose
400 ' of 2n hose
2 lengths of 411 suction hose
4 pump -tank extinguishers
BE IT FURTHER RESOLVED by the authoriy aforesaid.that
the Clerk of Council of said Municipality be, and he is hereby,
authorized and directed to draw a check for the sum of Three
_Hundred Twenty -five Dollars ($325.00) in payment for said property.
Councilman Young moved that the following Resolution
be adopted. Councilman Farrell seconded and the motion passed.
A RESOLUTION
WHEREAS, the Engineers for the Town of Savannah Beach,
Tybee Island, Messrs. Wiedeman -- and Singleton, have made an in,.
cpection of the sewerage system for the Town of.Savannah Beach,
and have recommended to the Municipality in a letter dated Aug-
ust 2nd, 1946, that the contract with Espy Paving & Construction
Company be accepted as completed in accordance with the plans
and specifications;
AND, WHEREAS, said Engineers have recommended that the
entire sewerage system be accepted as completed in accordance
with plans and specifications, including all work which has
been done in connection with the construction of the same;
AND, WHEREAS, the Mayor and Councilmen of said Town
of Savannah Beach, Tybee Island, is willing to accept said
recommendations of said Engineers and to accept, said sewerage
system as being completed, but without prejudicing any claim or
claims which said Municipality may have against J.. G. Attaway,
Attaway Construction Company and /or J. B. McCrary Company, arise -
ing out of a contention by said Municipality that certain construct -
ion:work previously performed by said Attaway and said McCrary
Company on said Sewerage system was defective and improperly
constructed, and arising out of a contention by said Municipality
that -the preparation of the original plans'and specifications by
said McCrary Company was improperly and negligently done, and

that certain engineering services rendered by said McCrary Company
were. negligently performed;
SHE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, that said
Municipality accept as completed in accordance with the plans and
specifications the work done under contract by Espy Paving and
Construction Company, and that said Municipality accept said
sewerage system as being completed in accordance with the plans
and specifications, without prejudice to said claims hereinabove
referred to.
BE IT FURTHER RESOLVED that the Mayor of said Municipal-
ity be, and he is hereby, authorized and directed to execute any
necessary 'documents in order to assure the United States Govern-
ment, the Federal Works Agency, or any agency of branch of the
United States Government that the Mayor and Councilman hate adopt-
ed this resolution, and he is further authorized and directed to
do and perform each and every thing necessary in order to carry
out the purpose of this resolution, and that the Clerk of Council
be, and he is klereby, authorized and directed to attest any docu-
ments or papers which may be necessary, and to affix the corporate
seal of said Municipality thereto, in order to carry out the pur-
pose of this resolution.
Councilman Young moved that the following Resolution be

A RESOLUTION
WHEREAS, Espy Paving &Construction Company entered
into a contract-Do. Ga.9 -244N) with the Town of Savannah Beach,
Tybee Island, for the purpose of performing certain work on the
sanitary Sewerage system;
AND, WHEREAS, said contract called for the installation
of certain pumping equipment, which was ordered by said Espy
Company on July 23rd, 1945, from Chicago Pump Company, at which
time it was estimated by said Chicago Pump Company that they
would be able to make shipment on all of the equipment in not
over (20) twenty weeks, whioh would have enabled said .Espy
Company to have completed said contract within the time specified
therein;
AND, WHEREAS, the Mayor and Councilman of Savannah
Beach, Tybee. eland, have satisfied themselves that said Espy
Company, by means of letters, telegrams and long distance Tel-
ephone calls, have done all within their power to expedite the
delivery of said pumping equipment, and due to a scarcity, of
material and strikes over which neither said Espy Company nor
said Chicago Pump Company had any control it was impossible for
said Espy Company to obtain said equipment in time to complete
its contract within said time limit;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, in Council assembled., that the
date for the completion of said contract be and the same is here-
by, extended to and including June 20th; 1946.

Councilman Siotin moved that the following Resolution
be adopted. Councilman Farrell seconded and the motion passed.
A RESOLUTION
WHEREAS, the Town of Savannah Beach now has certain
mechanical equipment, including a dozer shovel, recently pur
chased from Florida - Georgia Tractor Company which can be used
for leveling lots in said Municipality, and said Municipality-
is willing to permit its use for the purpose of leveling lots
owned by property owners within said Municipality, when - such use
will not interfere with any necessary work being performed by the
Nunioipality;
AND, WHEREAS, it is deemed advisable to fix a rate for
the use of said dozer shovel for the purpose of leveling lots
owned by private persons;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, in Council assembled, that said
equipment may be used for the purpose of leveling lots within said
Municipality, aaid uses not to include moving any sand onto any such
lot, but only the operation of leveling of such said as may already
be there, at the rate of Five Dollars ($5.00) per hour for the use
of said dozer shovel and the services of the operator.
' BE IT FURTHER RESOLVED that said equipment shall be used
for such purpose only when its use will not interfere with its
use by the Municipality for public purposes, and the passage of
this resolution shall not make it mandatory upon the Municipality
to rent said equipment to any person at any particular-time.
Councilman Young moved that the following Resolution be
adopted. Councilman Farrell seconded and the motion passed.
A RESOLUTION
WHEREAS, the Chief of Police of Savannah Beach, Tybee
Island, is also ex- officio the Tax Collector of said Municipality
and in both capacities has funds coming into his hands for said
Municipality;
AND WHEREAS, it is the policy of said Municipality to
require that all of its employees and officials who handle funds
be bonded;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, that said
Chief of Police and ex- officio Tax Collector of said Town be, and
he is hereby, required to file with the Clerk of Council a fidelity
bond in the amount of One Thousand Dollars ( *1,000.00) the premium
on said bond to be paid by the.Municipality.
Councilman Young moved that the following resolution be
adopted. Councilman Farrell seconded and the motion passed.
A RESOLUTION
WHEREAS, it has come to the attention of the Mayor and
Councilmen of Savannah Beach that in a large area of said Town,
which was 'formerly the Fort Screven Reservation, there exists at
the present time only one telephone which is available for use by
the public and the people living in said area;
AND, WHEREAS, there are more than two hundred (200)
buildings th said area, a great many of which are occupied by
families, so that the population of said area is now several
hundred persons ;;
AND, WHEREAS, the Mayor and Councilmen of said Munici-
pality think it essential for the protection of the lives and
property of the people living in said area that there be sufficient
telephone facilities installed at convenient places until such time
as the residents of the area may obtain telephones in their homes;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, that the atten-
tion of Southern Bell Telephone and Telegraph Company be called to
this situation, and that said Company be earnestly requested to
use its best efforts to provide sufficient telephone services at
convenient places in said area for the protection of the lives and
property of the residents thereof, at as early a date as possible.
BE IT FURTHER RESOLVED that a copy of this resolution
be sent to Mr.- Roy Freeman, District Manager for Southern Bell
Telephone and Telegraph Company in this district, with the request
that he use his best efforts to assist the Municipality and the
people affected in securing adequate telephone services.
A petition was presented from the residents and property
owners on'Izlar Avenue requesting that this street be repaired and
paved as early as possible. Councilman Slotin moved that it be
done and that the work commence as soon as possible. Councilman
Young seconded and the motion passed.
A petition was presented by Mrs. Addie H. Cobb that some
of her property on -the corner of the strand and Seventeenth Street
has been appropriated by the Tawn without the consent of the owner
and requests that an agreement be entered into whereby the land
would be returnedto the owner on 60 days notice. The matter was
referred to the Town Attorney.
A request was made by the Fort Screven Developing Comp-
any that an area near the old post laundry be permitted to be used
by colored people. Councilman Farrell moved that the petition be
granted but that the matter be referred to the Town Attorney.
Councilman Young seconded and the motion passed.
Councilman Biotin moved that Mr. J. W. Lang be appoint-
ed. Sanitary Inspector and that this position be combined With the
office of Building and Plumbing Inspector now preformed by Mr. Lang.;,.,.
Councilman Young seconded and themotion• passed.

Councilman Slotin moved that the Mayor be authorized
to have someone draw up plans for the combined Public Rest Rooms,
First Aid Station, Police Headquarters, etc., and submit to
Council. Councilman Farrell seconded and the motion passed.
The Mayor informed Council that the property owners
on the South side of Eighteenth Street have requested that the
aping ordinance be amended to take in the area South of Eight-
eenth Street. The matter was referred to the Comm-
ittee to meet and handle.
The question of what to do with the wire fence surr-
ounding Fort Soreven was discussed and it was decided that all of
this fence was needed to enclose the disposal plant and other
areas owned by the Town.
Councilman Slotin called attention to the amount of
money owed .the Espy paving Company and moved that the following
be paid;
For work done at Campbell St. & Automobile road $ 252.46
For4the J. G. Attaway account g,361.36
For rental of equipment used in repairing various
streets 359.13
For Final estimate in Venetian Terrace Sewerage
work 1,611.68

Councilman Young seconded and the motion passed. 10,584.63
Councilman Slotin moved that bills for the month of
July amounting to $1500.33 be paid. Councilman Young second-
ed and the motion passed.

of Council, Councilman Young moved that this be done. Council-
man Farrell seconded and the motion passed.
Councilman Slotin read parts of the current Auditor's
Report which showed that the Town was in good financial condition
and moved that the 1944 sewerage account of $19.25, charged to mp
Elizabeth B. Helmly, be charged off. Councilman Young seconded
and the motion passed.
The maps of two new subdivisions, Horse Pen Hammock,
and part of Estill Station, were presented by the Tybee Beach
Company. Councilman Young moved that they be accepted with the
exception that the Town would not take in any new streets. ar
Counoilman Farrell seconded and the motion passed.
It was decided that no action be taken on the new
Fire Ordinance until Councilman Lovell returned.
Councilman Young stated that a new gas dome was
. needed for the digester at the disposal plant. Councilman Slotin
moved that it be purchased, Councilman Farrell seconded and the
motion passed.

Councilman Young stated that the residents in the vicin-
ity of Thirteenth Street and Jonea Avenue have requested that a
street light be placed there. The matter was referred to the Fire,
Lights, Seawall and Erosion Committee.
The Mayor stated that since the bids on the old convict
camp had been rejected what was Couneilis. pleasure. Councilman
Young moved that the Mayor be authorized to sell the buildings
at his discretion. Councilman Slotin seconded and the motion
passed.
Councilman Slotin stated that it would be a good idea
for a committee to plan work for the approaching winter activities.
The committee appointed was Councilmen Farrell, Slotin and Peters.
The Four H Club requested that the road leading to their
site be paved by the Town. Council was of the opinion that they
could not undertake this work at this time.
The attention of Council was called to the damage that
was done to the Town Hall by termites and also the several bad
leaks in the roof. Superintendent Reed was instructed to check
on this and report to the Mayor.
The thanks of Council was extended to Councilman Slotin
for the delicious luncheon extended to the members of Council at
his home.
There being no further business Council adjourned sub-
ject to the call of the Mayor.
