CALL TO ORDER (Agenda Item 1):
Amy Lanier called the meeting to order.
ATTENDANCE AND GUESTS (Agenda Item 2):
APPROVAL OF MINUTES (Agenda Item 3):
Wick Searcy motioned to approve the minutes from September. Berta seconded. All approved.
ARMY CORPS OF ENGINEERS REPORT (Agenda Item 4):
(COE Actions & Status sheet provided separately)
1) Tybee Coastal Zone Management Implementation:
a. A letter concerning CZM compliance issues has been signed by the Colonel. It will be
mailed to Susan Shipman, GaDNR. Hamp will email Diane Schleicher a pdf copy of
the letter. Diane will email all the members of the Task Force.
2) Channel Impact Feasibility Study:
a. No change – No FY09 CRA funds will be available to conduct the Study during the
CRA period which is currently expected to last thru March 2009.
b. A complete scope of work for the Feasibility Study has not been developed nor a total
cost estimate and/or schedule has been finalized or agreed upon.
c. 50/50 cost share – 50% Federal and 50% Non-federal – 2 to 3 years to complete at an
estimated cost of 1 million dollars.
3) Tybee Island Shore Protection: Renourishment Update...
a. The Ground Breaking Ceremony, Monday, October 27th, 10:30 AM
i. Speakers: Mayor Buelterman, Colonel, Congressman Kingston, Pete Liakakis,
and Representative Eric Johnson.
ii. Diane to check to see if Burke Day and Pat Farrell want to speak.
iii. Ceremonial events need to be agreed on – Shovels, Project Sign, the Crab, etc.
iv. Brannyn is in charge of the ceremony – podium, sound system, etc
v. Joe is placing the mobi-matts.
vi. COE is bringing the programs (150 or so) – Welcome, Speakers, Sand
Throwing, Closing Remarks
vii. RSVP list is being kept by the City – COE needs a copy of the list.
b. Dredge has arrived and sand is being pumped on the beach.
c. Pumping should take approximately 8 weeks providing all goes well.

d. Public Relations –
i. Marquee at city hall to be used for current project area on a daily basis.
ii. Pamphlets are available.
4) Jasper County Terminal Development
a. Land transfer completed.
b. AE to be selected to oversee the development.
c. Corps to be funded for updating Dredge Material Management Plan to determine the
long range impacts.
d. Tybee Island should be part of the long range plans. It was decided that Tybee should
send a letter to the Jasper Joint Project Office.
Walter Parker made a motion to ask the Mayor and Council through the City Manager
to request that Tybee be considered in any of the planning of the combined
Georgia/South Carolina Jasper Port. Harvey Ferrelle seconded the motion. Motion
approved.
5) Brunswick Harbor Deepening
a. Andrews Island Dike Raising and it is locked until bid protest is evaluated.
6) Jekyll Island Section 111 Project
a. Mirrored image project of the Channel Impact Study done in Savannah. Looking at the
impact of the Federal Brunswick Harbor on Jekyll Island under a Section 111. They
can do a Section 111 because it is a Federal Channel on a Non-Federal Project.
7) Savannah Channel Maintenance
a. Dredge work is completed in front of the Coast Guard Station at Fort Pulaski.
b. New Inter Harbor Maintenance Channel is under review.
c. Entrance Contract bids were opened yesterday and under review.
d. Inter-coastal Waterway Contract is being re-packaged and re-bid.
8) Savannah Harbor Expansion
a. The AFB (Alternative Formulation Briefing) was completed on August 27th.
b. Record of AFB comments and how they will be resolved.
c. Six month delay.
TYBEE RE-NOURISHMENT PROJECT: UPDATE (Agenda Item 5):
Covered under the Corps Actions and Status Report
FUNDS FROM 2008 NOURISHMENT PROJECT; 2009 BUDGET (Agenda Item 6):
OLD BUSINESS – Sea Wall Survey, LNG, Committees, Field Trip (Agenda Item 7):
1) Sea Wall: Olsen and Associates have been surveying the area. (Derelict structures) should
be removed within a year of the re-nourishment. Estimated cost to remove them - $300,000.
2) LNG Ceremony ongoing
a. City Council has established Byers for the dune crossover to be built and dedicated.
i. Staff placed on hold because nearby property owners wanted access to Byers
Street. Nothing has been done with the road opening and so the staff is now
moving forward with a permit from DNR to establish a pedestrian crosswalk
over the marsh and the main dune crossover.
ii. Project to begin this winter once a permit is obtained.

4) Field Trip: Mayor is working on this. BTF members will visit Sea Island, Jekyll Island,
and the Brunswick area
NEW BUSINESS - Beach Monitoring Contract Specifications (Agenda Item 9):
1) Beach Monitoring - Berta suggested Diane talk with Erik about the monitoring.
a. Find out what monitoring we need to meet the obligation under the re-nourishment
agreement.
b. Separate component: adding the North Beach so a data base can be built for the
application for the enclosure of the North Beach into the Shore Protection Plan.
2) RFP with the above two components so a separate cost can be established.
3) Post Re-nourishment Survey – Asbuilts will be given at the end of the re-nourishment. This
can be a base line for monitoring. Agreement is annually.
4) Freda suggested aerial photographs and checking into that possibility.
OTHER:
There was discussion on earmark and pork and the difference in the terms.
Freda requested for this to be placed on next month’s agenda – Volunteer from the BTF to write a
column for the Tybee News.
