CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist ABSENT: Councilmember— None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Community Development Director Reimers 3. INVOCATION — Mayor Sternquist provided the invocation. 4. PLEDGE OF ALLEGIANCE — Steve Stafford led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION — None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 7. CONSENT CALENDAR Mayor Pro Tem Man made a motion to approve the Consent Calendar Items. Seconded by Councilmember Chavez and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist NOES: Councilmember— None ABSTAINED: Councilmember— None ABSENT: Councilmember— None A. APPROVAL OF MINUTES The City Council is requested to review and approve the: 1. Minutes of the Special City Council Meeting of November 15, 2022; and 2. Minutes of the Regular City Council Meeting of November 15, 2022. City Council Minutes December 6, 2022 Page 2 of 7 Action: Approved. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS - MEETINGS OF NOVEMBER 9, 2022 The City Council is requested to receive and file the actions of the Transportation and Public Safety Commission Regular Meetings of November 9, 2022. Action: Received and filed. C. PARKS AND RECREATION COMMISSION ACTIONS - MEETINGS OF NOVEMBER 16, 2022 The City Council is requested to receive and file the actions of the Parks and Recreation Commission Regular Meetings of November 16, 2022. Action: Received and filed. D. ADOPTION OF RESOLUTION TO ALLOW CITY COUNCIL MEETINGS TO BE HELD REMOTELY PURSUANT TO AB 361 City Council is requested to consider the safety and procedural issues involved in holding remote meetings pursuant to AB 361 and to adopt Resolution No. 22-5644 to authorize the Council and Commissions to meet virtually or via a hybrid of in - person and virtual attendance through January 5, 2023. Action: 1. Reviewed use of teleconferencing or videoconferencing for Brown Act -covered public meetings of the City Council and City commissions; and 2. Adopted Resolution No. 22-5644 to authorize the use of such technology for meetings until January 5, 2023. E. REQUEST FOR LANE CLOSURES ON LAS TUNAS DRIVE FOR THE TEMPLE STATION MUG RUN The City Council is requested to consider a request from the Temple Station, asking to use Las Tunas Drive, in front of Temple Station, for a staging area for the Temple Station Mug Run. Action: Approved the temporary lane closures on Las Tunas Drive between Muscatel Avenue and Rosemead Boulevard on December 17, 2022, from 6:00 a.m. to 12 p.m. for the Temple Station Mug Run. F. ADOPTION OF RESOLUTION NO. 22-5643 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 City Council Minutes December 6, 2022 Page 3 of 7 The City Council is requested to adopt Resolution No. 22-5643 authorizing the payment of bills. Action: Adopted Resolution No. 22-5643. 8. PUBLIC HEARING A. ESTABLISHMENT OF AN EXPEDITED, NON -DISCRETIONARY MULTI -FAMILY REVIEW PROCESS AND A LIBRARY OF PROTOTYPE ARCHITECTURAL DESIGNS FOR MULTI -FAMILY PROJECTS City Council is requested to consider the adoption of the proposed ordinance which is part of a wider effort by the City to achieve its state -mandated housing goals (as outlined in the City's Housing Element), while ensuring that future multi -family development is compatible with the City's existing built environment. City Manager Cook gave a brief introduction to the proposed prototype architectural designs for multi -family projects. Management Analyst Coyne provided an overview of the staff report and the overall goal for the proposed prototype architectural designs for the multi -family projects. Community Development Director Reimers, Management Analyst Coyne, and City Attomey Murphy answered City Council questions regarding the proposed library of prototype architectural designs for the multi -family projects. City Manager Cook made a recommendation, for City Council's consideration, to continue the public hearing to the first meeting in February 2023 to allow staff time to vet City Council's concerns regarding the need for public hearing notice for projects utilizing designs from the prototype library, how to determine substantial compliance if the prototype design is modified, and how additional designs will be approved and added to the prototype library. Steve Stafford, Temple City resident, spoke in favor of continuing the public hearing so that the Planning Commission can review and make recommendations to address City Council's concerns. Councilmember Chavez made a motion to continue the public hearing to the first meeting in February 2023. UNFINISHED BUSINESS — None City Council Minutes December 6, 2022 Page 4 of 7 10. NEW BUSINESS A. ADOPTION OF RESOLUTION NO. 22-5642 MAKING AN APPOINTMENT TO THE BOARD OF TRUSTEES FOR THE SAN GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT City Council is requested to appoint a representative to serve on the San Gabriel Valley Mosquito & Vector Control District Board of Trustees for a two-year term of office ending on December 31, 2024. City Manager Cook gave a brief summary of the staff report. City Council held a brief discussion regarding appointing a trustee to the San Gabriel Valley Mosquito & Vector Control Board. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. Mayor Pro Tem Man made a motion to appoint Mayor Sternquist to serve on the San Gabriel Valley Mosquito & Vector Control District Board of Trustees for a two- year term of office ending on December 31, 2024 and instruct the City Clerk to complete the resolution attached to reflect Council's decision. Seconded by Councilmember Chavez and approved by the following votes: AYES: Councilmember— Chavez, Vizcarra, Yu, Man, Sternquist NOES: Councilmember— None ABSENT: Councilmember — None ABSTAINED: Councilmember— None B. FISCAL YEAR (FY) 2022-2023 FIRST QUARTER FINANCIAL REVIEW, TREASURER'S REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY REPORTS AND BUDGET AMENDMENT The quarterly financial status reports provides the City Council with an update of revenue and expense information of the City's overall financial condition. The reports also identify adjustments needed to align the City's revenue resources with the cost of providing services. Administrative Services Department Paragas gave a summary of the staff report. Councilmember Chavez left the meeting at 8:48 p.m. and returned at 8:50 p.m. City Council made comments and asked questions regarding the summary reports. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. City Council Minutes December 6, 2022 Page 5 of 7 Councilmember Chavez made a motion to: 1. Receive the Fiscal Year 2022-2023 (FY22-23) First Quarter Financial Review and related reports; and 2. Approve and authorize staff to revise revenue estimates as indicated in Attachment "A". Seconded by Councilmember Yu and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist NOES: Councilmember — None ABSENT: Councilmember — None ABSTAINED: Councilmember— None 11. UPDATE FROM CITY MANAGER — remarked on the First Quarter financial reports and thanked City Council for their leadership and staff for their diligence in keeping spending within the budget, commented on two assembly bills (i.e., AB 2234 enhances transparency, accountability, and communication between city govemments and home builders; and AB 2221 which clarifies state ADU law to make ADUs easier to build, especially in unused commercial space, in "missing middle" housing, and in existing single family homes), and congratulated Parks and Recreation Director Matsumoto on the birth of his baby. 12. UPDATE FROM CITY ATTORNEY — stated that he will be reporting out on the two assembly bills mentioned by the City Manager and updated City Council on Assembly Bill (AB) 1851 which expands the definition of the term public works as it relates to hauling to also include the on -hauling of materials used for paving, grading, and fill onto a public works site if the individual driver's work is integrated into the flow process of construction. He reminded City Council that AB 2449 will replace AB 361, effective January 1, 2023, which will amend the procedure allowing members of a legislative body to participate remotely, the application of which tums on individual facts and circumstances. He also remarked about Senate Bill (SB) 1100 which outlines a new process in which the presiding member of a legislative body conducting a meeting, or their designee, may remove an individual for disrupting the meeting. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Councilmember Chavez) — Formed 1/3/2012 Councilmember Chavez shared that the next standing committee meeting is scheduled for January 2023. B. AUDIT STANDING COMMITTEE (Councilmember Chavez and Councilmember Yu) — Formed 7/15/2014 City Council Minutes December 6, 2022 Page 6 of 7 None C. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Councilmember Man) — Formed 4/4/2017 None D. FUTURE DEVELOPMENT OF CITY PROPERTY AT 9050 LAS TUNAS DRIVE (Mayor Pro Tem Man and Mayor Sternquist) — Formed 5/17/22 None 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER VIZCARRA — congratulated Parks and Recreation Director Matsumoto for the arrival of his baby and commented on the Lights on Temple City event. B. COUNCILMEMBER YU — congratulated staff on the successful Lights on Temple City event. C. COUNCILMEMBER CHAVEZ — commented on the turn out for the Lights on Temple City event and congratulated Parks and Recreation Director Matsumoto on the arrival of his baby. D. MAYOR PRO TEM MAN — commented on the Lights on Temple City event and the parade and congratulated Parks and Recreation Director Matsumoto on the arrival of his baby. He also expressed interest in receiving more information regarding AB 1851 and the impact it will have on the City's pavement project. E. MAYOR STERNQUIST — reported on the Women's Club Christmas event and congratulated Mr. Jerry Jambazian for being one of the three recipients of the Women's Club Humanitarian Award. She also shared that Councilmember Vizcarra rode in the very first fuel cell bus, through Foothill Transit, this past weekend. 15.
