ATTENDANCE AND GUESTS (Agenda Item 2): APPROVAL OF MINUTES (Agenda Item 3): Henry Levy motioned to approve the minutes from October. Freda Rutherford seconded. All approved. ARMY CORPS OF ENGINEERS REPORT (Agenda Item 4): (COE Actions & Status sheet provided separately) 1) Tybee Coastal Zone Management Implementation: a. Provided a letter to DNR which outlined the Corps position on CZM compliance. b. Task force recommends that the City write a letter to the State Attorney General about the Savannah Harbor Navigation project and it’s compliance with the Georgia Coastal Management Program (CMP). Motion was made by Henry Levy and seconded by Jimmy Burke. c. Unanimous vote by the Beach Task Force was to pursue legal action to seek compliance with CZM. Paul Wolff will take to the City Council. 2) Channel Impact Feasibility Study: a. As soon as FY09 Funds are available; a budget, schedule and scope of work will be decided upon. b. 50/50 cost share – 50% Federal and 50% Non-federal – 2 to 3 years to complete at an estimated cost of 1 million dollars. 3) Tybee Island Shore Protection: Renourishment Update: a. Project should be completed by December 25th. b. There is a request from the City to refund some of the contingency. c. The quantity of sand being placed is near what was anticipated in the contract document. There is no substantial overrun so far and 70% to 80% of the sand has been pumped. 4) Jasper County Terminal Development: a. No new developments. Still moving ahead. 5) Brunswick Harbor Deepening: a. Bid process is going through reviews to allow the Andrews Island Dike Raising to begin. 6) Jekyll Island Section 111 Project: a. Kick off meeting on November 4th, 2008. Project will be underway soon. 7) Savannah Channel Maintenance: a. The Inner Harbor contract has been awarded to Marinex Corp. b. Entrance Channel contract is to be awarded in late November. Chloride Issue Resolution Conference in mid Jan to resolve the comments received in the Alternative Formulation Briefing Meeting held August 27th. No firm schedule as of yet for completing the expansion report. TYBEE RE-NOURISHMENT PROJECT: UPDATE (Agenda Item 5): Covered under the Corps Actions and Status Report FUNDS FROM 2008 NOURISHMENT PROJECT; 2009 BUDGET (Agenda Item 6): OLD BUSINESS – Sea Wall Survey, LNG, Committees, Field Trip, Jasper County (Agenda Item 7): 1) Sea Wall: a. City authorized spending $100,000 on sand to cover Sea Wall at high and low tide and also agreed to put out requests for proposals on removing the Sea Wall and groins. b. It is unknown what the proposals will be for the cost of removal. c. Responders to the bids will decide by their ability, equipment, experience, references, knowledge, approach, and cost. d. Proposals should be in by Dec. 11, 200 and evaluated by a selection committee. 2) LNG: Presentation at the crossover at Byers Street currently being advertised at the DNR 3) Committees: hold till next year 4) Field Trip: no news 5) Jasper County: proceeding NEW BUSINESS - Beach Monitoring Contract Specifications (Agenda Item 9): 1) Beach Monitoring Contract Specifications: Specifications will depend on what the BTF wants the monitoring to accomplish 2) BTF News Article: Dan Parrott is willing to do this article post retirement in January 3) Shore Protection Line: OTHER: Per Lou’s question, Diane gave an update on the Beach Management Plan. There was discussion on the ownership of the Lighthouse Point property. Freda proposed that the BTF go before their Board of Directors. Paul explained that the City attorney and representatives from the Home Owners Association from both Lighthouse Point and Captains Row are in discussion about putting a percentage of the property into a conservation easement that they would share. Mary reported regarding the dune project on Byers that the Savannah Beach and Racquet Club President is not ready to go through with the road but may be in another year or two.
