CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Vizcarra, Man, Sternquist ABSENT: Councilmember — Yu ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Community Development Director Reimers Mayor Pro Tem Man made a motion to excuse Councilmember Chavez and seconded by Mayor Pro Tem Man. 3. INVOCATION — Councilmember Chavez provided the invocation. 4. PLEDGE OF ALLEGIANCE — Mayor Sternquist led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION Mayor Sternquist proclaimed November 13-20, 2022 as United Against Hate Week. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Daisy Hernandez, Cal State University Student, made comment regarding LA vs Hate "United Against Hate Week". Steve Stafford, Temple City resident, spoke against Ralph and Albertson market merger. Sohial Arout, Temple City resident, submitted a public comment, stating that he is at risk of becoming homeless and requests assistance from the City. Shun Zhang, member of the Board of Directors for the West San Gabriel Realtors Association, invited City Council to their meeting this Thursday. 7. CONSENT CALENDAR City Council Minutes November 1, 2022 Page 2 of 5 Councilmember Chavez made a motion to approve the Consent Calendar Items. Seconded by Mayor Pro Tem Man and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Man, Sternquist NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember — Yu A. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of October 18, 2022. Action: Approved. B. PLANNING COMMISSION ACTIONS - MEETING OF OCTOBER 11, 2022 The City Council is requested to receive and file the actions of the Planning Commission Regular Meeting of October 11, 2022. Action: Received and filed. C. ADOPTION OF RESOLUTION NO. 22-5638 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 The City Council is requested to adopt Resolution No. 22-5638 authorizing the payment of bills. Action: Adopted Resolution No. 22-5638. 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, AMENDING TITLE 7 BY ADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY BUILDING CODE (TITLE 26), ELECTRICAL CODE (TITLE 27), PLUMBING CODE (TITLE 28), MECHANICAL CODE (TITLE 29), RESIDENTIAL CODE (TITLE 30), EXISTING BUILDING CODE (TITLE 33), CALIFORNIA GREEN BUILDING STANDARDS CODE, WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS BY ADDING A NEW CHAPTER 10 ELECTRIC VEHICLE CHARGING STATIONS PERMITTING TO TITLE 7 City Council is requested to adopt the 2023 Los Angeles County Building Codes by reference to bring the City in to conformance with State law. Mayor Sternquist opened public comment. Hearing no request to speak, Mayor Sternquist closed public comment. Mayor Pro Tem Man made a motion to: 1. Introduce for first reading by title only and waive further reading of Ordinance 22-1066 (Attachment "A") adopting by reference and amending the 2023 Los Angeles County Building, Electrical, Plumbing, Mechanical, Residential and Existing Building Codes, 2022 California Green Building Standards Code and adding a new Chapter 10 Electric Vehicle Charging Stations; and 2. Schedule a public hearing on November 15, 2022, to consider adoption and second reading of Ordinance No. 22-1066. Seconded by Councilmember Chavez and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Man, Sternquist NOES: Councilmember — None ABSENT: Councilmember — Yu ABSTAINED: Councilmember — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS — None 11. UPDATE FROM CITY MANAGER — shared that the City has been working with the San Gabriel Valley Council of Government and Los Angeles Centers for Alcohol and Drug Abuse to assist the homeless in the City. He also commented on the upcoming West San Gabriel Valley Realtor Association meeting and city special events. 12. UPDATE FROM CITY ATTORNEY — None 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Councilmember Chavez) — Formed 1/3/2012 No report. B. COUNCILMEMBER YU — Absent B. COUNCILMEMBER CHAVEZ — Congratulated the Parks and Recreation Department for a very successful Halloween Carnival, remarked about the upcoming "Meet and Greet" with the new school district superintendent and the planning meeting for next year's Camellia Festival. C. COUNCILMEMBER VIZCARRA — Congratulated the Parks and Recreation Department for a very successful Halloween Carnival, commented on the maintenance and upkeep of the trees and parking lot for the businesses adjacent to Primrose Park. D. MAYOR PRO TEM MAN — Congratulated the Parks and Recreation Department for a very successful Halloween Carnival, commented on the upcoming city special events, and asked for an update on the progress of the current pavement project in the city. E. MAYOR STERNQUIST — Congratulated the Parks and Recreation Department for a very successful Halloween Carnival, shared that she has received a lot of City Council Minutes November 1, 2022 Page 5 of 5 emails with concerns about coyotes, and inquired about the relaxation of overnight parking. 15.
