Commissioner Rosso moved to excuse Vice Chair Vance for due cause, seconded
by Commissioner Haddad and carried by the following roll call vote:

7. UNFINISHED BUSINESS
A. COMMITTEE ON AGING UPDATE
Director of Parks and Recreation Matsumoto updated the Commission that
the next quarterly meeting of the Committee On -Aging will take place
October 25 discussing action items and report card for the years of 2021
through 2022.
8. NEW BUSINESS
A. SEPTEMBER PROGRAMMING RECAP
Director of Parks and Recreation Matsumoto updated the Commission that
Youth Volleyball will be operating as a league, Mini Sports Blitz has a total
of 69 participants, STARS Club currently operates at Cloverly Elementary
School, Longden Elementary School, La Rosa Elementary School and
Cleminson Elementary School and Movies in the Park was held at Temple
City Park with a range of 200 to 350 participants.
Chair Tarin opened the item for public comment. No member of the public
or Commission had questions or comments. Chair Tarin closed the item for
public comments. The Commission received and filed the report.

10. UPDATE FROM PARKS & RECREATION DIRECTOR
A. PARKS & RECREATION DIRECTOR'S REPORT
Director of Parks and Recreation Matsumoto introduced Parks and
Recreation Coordinator Casillas to the Commission announcing that she
may lead the next Commission meeting due to his potential unavailability
for personal reasons. He continued that at the meeting of October 4, the
City Council approved the RFP to renovate the playgrounds at Temple City
Park and Live Oak Park. He stated that the RFP deadline is November 10,
and a designer will be selected in December. He stated that as of October
1, parking fees were established for the electric vehicle parking stations at
Primrose Park. He continued that the state grant reimbursement process

for Primrose Park has been initiated. He then briefed the Commission
regarding funding allocated by the State of California to Temple City Unified
School District and El Monte School District to cover cost of after school
programs including the City's STARS Club program. He stated that
students at Cleminson Elementary School will have daycare costs covered,
whereas Temple City Unified School District will provide funding to low-
income families. He stated the Urban Forestry Division is working in
conjunction with the Street Maintenance Division for a street rehabilitation
project throughout the City. He stated that City trees requiring removal will
be replaced. He then spoke regarding events including Paint The Town
Purple, Run Away From Drugs, Relay For Life, Halloween Carnival,
Veterans Day and Fall Festival and Classic Car Show. He concluded by
commending the Parks Maintenance and Urban Forestry teams for
replacing the boards for the basketball courts at Live Oak Park.
Commissioner Rosso asked Director of Parks and Recreation Matsumoto if
there are volunteer opportunities at upcoming events.
Director of Parks and Recreation Matsumoto updated Commissioner Rosso
regarding upcoming volunteer opportunities.
Commissioner Haddad asked Director of Parks and Recreation Matsumoto
for an update regarding the Youth and Family Masterplan.
Director of Parks and Recreation Matsumoto stated that he has reached out
to the City of Duarte regarding their Youth and Family Masterplan and will
have further information prepared at an upcoming meeting.
11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA
A. COMMISSIONER BAROLDI — Stated that he was pleased by the City's
recent events.
B. COMMISSIONER HADDAD — Stated that she was pleased that the
Halloween Carnival event will be held in person and congratulated Director
of Parks and Recreation Matsumoto of his expected child.
C. COMMISSIONER ROSSO — Congratulated Director of Parks and
Recreation Matsumoto of his expected child.
D. VICE -CHAIRPERSON VANCE - Absent
E. CHAIRPERSON TARIN — Welcomed Parks and Recreation Coordinator
Casillas to the City of Temple City, congratulated Director of Parks and
Recreation Matsumoto of his expected child, commended staff for a

successful event and thanked staff for replacing the backboards at the
basketball court.
12. ADJOURNMENT
The Parks and Recreation Commission Meeting was adjourned at 8:00 p.m. to the
Parks and Recreation Commission Regular Meeting Wednesday, November 16,
2022, at 7:30 p.m.
