REGULAR MEETING MINUTES
DECEMBER 20, 2022
1. CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo,
Community Development Director Reimers
3. INVOCATION — Pastor Kelty, Community of Christ, provided the invocation.
4. PLEDGE OF ALLEGIANCE — Mayor Sternquist led the pledge of allegiance.

7. CONSENT CALENDAR
Councilmember Chavez made a motion to approve the Consent Calendar Items.
Seconded by Mayor Pro Tern Man and approved by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the Regular
City Council Meeting of December 1, 2022.
Action: Approved.

C. VISA CARD REPORT
The City Council is requested to receive and file the Visa Card Report.

D. ADOPTION OF RESOLUTION NO. 22-5645 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2022-23
The City Council is requested to adopt Resolution No. 22-5645 authorizing the
payment of bills.
Action: Adopted Resolution No. 22-5645.

10. NEW BUSINESS
A. PERMANENT LOCAL HOUSING ALLOCATION — RESIDENTIAL ACCESSIBILITY
MODIFICATIONS ROGRAM GUIDELINES
City Council is requested to review the proposed guidelines for the City's Residential
Accessibility Modifications Program.
Associate Planner Gulick gave a brief summary of the staff report.
City Council asked questions and held a discussion regarding the proposed
guidelines for the City's Residential Modifications Program. Community
Development Director Reimers and Associate Planner Gulick answered City Council
questions.
Mayor Sternquist opened public comment. Hearing no request to speak, Mayor
Sternquist closed public comment.
City Council gave feedback on the priority tier system, eligibility of improvement, and
maximum grant amount as follows: 1. update the points for applicants with
accessibility needs from 1 to 2 points; 2. prioritize eligible improvements in order of
increasing accessibility; 3. lower the maximum grant amount to $25,000.

B. CONSIDERATION OF ENTERING INTO A MEMORANDUM OF
UNDERSTANDING (MOU) WITH HISTORICAL SOCIETY OF TEMPLE CITY FOR
USE OF FACILITIES AND AVAILABILITY TO THE PUBLIC
The City Council is requested to consider entering into an MOU with the Historical
Society of Temple City for the use of their facilities and to provide services to the
public.
City Manager Cook gave a brief introduction and summary of the staff report.
City Council made comments and asked questions regarding the summary reports.
Mayor Sternquist opened public comment.
Donna Georgino, Vice President of Historical Society, thanked City Council for their
consideration of the MOU and invited everyone to visit the museum.
Mary Sneed, Historical Society Museum curator, thanked City Council for their
support of the Historical Society and commented on upcoming museum activities.
Mayor Sternquist closed public comment.
City Council made final comments and directed staff to bring back an MOU with
Historical Society in the amount of $12,000 at the first meeting in January.
11. UPDATE FROM CITY MANAGER — Announced that City Hall will be closed Friday,
December 23 and Monday, December 26 for Christmas and Monday, January 2 for
New Years. Overnight parking enforcement has been relaxed and will resume on
Tuesday, January 3. He reported that the City's Housing Element has been certified by
State of California and remarked about the sheriffs Citizens on Patrol Program.
12. UPDATE FROM CITY ATTORNEY — Reported out on Assembly Bill (AB) 2234 which
establishes time limits and other procedural streamlining changes for review and
approval of post -entitlement permits related to housing development projects. He also
reported out on AB 2011, the bill allows for ministerial, by -right approval for affordable
housing on commercially zoned lands, and also allows such approvals for mixed -
income housing along commercial corridors, as long as the projects meet specified
affordability, labor, and environmental criteria. The bill also requires that all projects
seeking approval under its provisions ensure all construction workers earn prevailing
wages and receive health benefits.

Manager to provide an update on possible changes or impacts that may affect the
City with a newly elected Sheriff.
E. MAYOR STERNQUIST — Reported out on the Los Angeles County Sanitation
District meeting she attended and shared that the level of COVID in the
wastewater has reduced significantly since the pandemic. She also wished
everyone a happy holiday.
