ATTENDANCE AND GUESTS (Agenda Item 2): Joe Richardson from the Coastal Environmental Analysis APPROVAL OF MINUTES (Agenda Item 3): Harvey Ferrelle motioned to approve the minutes from January 2009. Freda Rutherford seconded. All approved. ARMY COE OF ENGINEERS REPORT (Agenda Item 4): (COE Actions & Status sheet provided separately) 1) Tybee Coastal Zone Management Implementation: a. COE position has been presented. No change. 2) Channel Impact Feasibility Study: a. Looking at mitigation alternatives for the impact to Tybee from the Federal Navigation Channel. COE may use the study to push out the project life. b. Study may change the cost share percentage of future renourishments to be more heavily weighted toward the Federal Government. c. Eric Olsen will be representative to the COE along with a BTF member for this study. 3) Tybee Island Shore Protection Project: a. Renourishment and tilling finished. Contractor demobilized. Manual is being internally reviewed and will be distributed to all that were involved. 4) Jasper County Terminal Development: a. Moffatt and Nichol are working on this project. 5) Brunswick Harbor Deepening: a. Dike Raising work has begun. 6) Jekyll Island Section 111 Project: a. Initial Project meeting was held on November 4th 2008, no new updates as of yet. 7) Savannah Channel Maintenance: a. Dredge is working at King’s Island turning basin. Work is underway in Brunswick on Entrance Channel. Deposal area 14B dike raising is underway. 8) Savannah Harbor Expansion: a. Another Executive Steering Committee meeting held on February 17. Discussed project schedule, environmental issues and chloride intake at Savannah’s Abercorn Creek. Tybee Island Beach Task Force Minutes: February 19, 2009 Prepared: 2/27/2009 slv Page 2 of 2 Election of BTF Officers (Agenda Item 5): 1) Amy Lanier as Chairperson with Lou Off and Bert Adams as Vice Chair. 2) Jimmy Burke moved to call for vote. Mary McCracken seconded. All approved. SEA WALL REMOVAL (Agenda Item 6): 1) COE files have been received and research in those files is continuing. 2) COE is not likely to include Sea Wall Removal in stimulus package list because of debate and authority issues involved. Other avenues will be sought out. 3) If project is not included in stimulus package, legal action will be considered. 4) Contractor is working on removing a piece of the structure. PROJECTS FOR 2009 (Agenda Item 7): Committees were assigned to the Beach Task Force Projects 2009 list. BTF COMMITTEES (Agenda Item 8): 1) Two Major Committees a. Renourishments/Finance Committee b. Channel Impact/Channel Deepening/ZCM Compliance/New Port 2) Two Minor Committees a. North Beach Sand Management b. Update Beach Management Plan OLD BUSINESS: 2009 Officers; Nominating Committee Report; Berta Beach Monitoring/Tilling Contract Specifications, BTF News Article (Agenda Item 9): 1) 2009 Officers, Nominating Committee Report: 2) Beach Monitoring/Tilling Contract Specifications: 3) BTF News Article: Dan Parrott is willing to write the article. A decisions needs to be made about which paper he will write for. NEW BUSINESS (Agenda Item 10): OTHER 1) Freda Rutherford moved to direct Paul Wolff to ask City Council to propose Dan Parrott as a Member to the Beach Task Force. Mary McCracken seconded. All approved. 2) Visit to Sea Island – Dates will be suggested and decided upon based on members available. 3) Fly Over Pictures – Erik Olsen’s subcontractor was doing a fly over of Hilton Head for pictures and could include Tybee Island for $6000. Diane Schleicher gave approval for pictures. Lou suggested that COE cost share for copies of pictures. 4) Brannyn Allen – Resigned from position as Zoning Department Head but will continue to do consulting work for the city under contract. One project would possibly be the Beach Management Plan. MEETING ADJOURNED (Agenda Item 11): 12:51p.m.
