The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting April 27, 2023, was held
Thursday, April 13, 2023, at approximately 6:00 p.m. remotely; via
telephone call -in.
The following were noted present: ROLL CALL

PRAYER, PLEDGE
The meeting was opened with a moment of silent prayer and the OF ALLEGIANCE
Pledge of Allegiance led by Councilmember Krum.
The 2023 Annual Notice was entailed to The Home News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE
the Memorial Municipal Building on January 6, 2023. Notice was
published in The Home News Tribune and The Star Ledger on January
12, 2023. All items being voted on tonight were posted on the
Borough's website, www.carter_et.net prior to tonight's meeting.
Upon MMS&C, by Councilmembers Krum and Naples and unanimous APPROVAL OF
affirmative vote of the full membership present, the minutes of March MINUTES
23, 2023 were approved as transcribed and engrossed by the Clerk.

Mayor Reiman said this is funded through insurance money we recoup
from the insurance company.

VARIOUS CAPITAL Hearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon

most recent arbitration award.

Hearing, upon MMS&C, by Councilmembers Krum and DiMascio.
Upon individual roll call vote, Councilmembers Bellino, Diaz,

Mayor Reiman said is with regard to a portion of our sewer line that
runs through Woodbridge to the Port Reading interceptor.
ORDINANCE #23-13 ORDINANCE #23-13 was introduced and adopted on First Reading
AMENDING and the Clerk authorized and directed to advertise same for Public
ORDINANCE #84-6 Hearing, upon MMS&C, by Councihnembers Diaz and Krum. Upon
SEWER USER FEES individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.

CHARGE SYSTEM' IN THE BOROUGH OF CARTERET"
Mayor Reiman said this is for the annual sewer user fees.
ORDINANCE #23-7 The Municipal Clerk stated that Ordinance #23-7 was introduced and
CAP BANK adopted on First Reading on March 23, 2023. It was duly published in
ORDINANCE the Star Ledger on March 29, 2023 with notice that it will be
considered for final passage after Public Hearing to be held on April
13, 2023 at approximately 6:00 p.m. The Ordinance was posted on the
bulletin board and copies were made available to the general public
and according to law, she read the Ordinance by title.
PUBLIC HEARING Upon MMS&C, by Councilmembers Krum and DiMascio and
unanimous affirmative vote of the full membership present, Mayor
Reiman declared the Public Hearing to be open.
HEARING CLOSED There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS&C, by
Councilmembers Krum and Naples and unanimous affirmative vote of
the full membership present.

and according to law, she read the Ordinance by title.

Upon MMS&C, by Councilmembers Krum and DiMascio unanimous
affirmative vote of the full membership present all reports were
ordered to be received and placed on file.
Mayor Reiman said he received two (2) proclamations which will be
in effect from April 1 through 30"' and read them both by title.
Proclamations:
1. 2023 Distracted Driving Crackdown.
2. 2023 Sexual Assault Awareness Month
Upon MMS&C, by Councilmembers Krum and Naples unanimous
affirmative vote of the full membership present the proclamations for
April, 2023 were ordered to be received and placed on file.
PROCLAMATIONS
There being no further comments or discussion, upon MMS&C, by ADJOURNED
Councilmembers Naples and DiMascio and unanimous affirmative
vote of the full membership present, the meeting was adjourned at
approximately 6:05 p.m.
