CALL TO ORDER (Agenda Item 1):
Amy Lanier called the meeting to order.
ATTENDANCE AND GUESTS (Agenda Item 2):
APPROVAL OF MINUTES (Agenda Item 3):
Freda Rutherford moved to approve June minutes. Bert Adams seconded. All approved.
ARMY CORPS OF ENGINEERS REPORT (Agenda Item 4):
1. O & M Manual has been completed, all comments have been incorporated and it has been distributed.
2. Refund check for Beach Renourishment is still being processed and should be received by City in
August.
3. COE Channel Impact Workshops that were scheduled for July 16th have been postponed due to
information provided at the last Beach Task Force meeting and by Mayor Buelterman. Options are
being explored as to how get a decision document without a feasibility study.
CHANNEL IMPACT STUDY/CZM UPDATE (Agenda Item 5):
1. Wick Searcy commented on a meeting that included himself, Lou Off, Bubba Hughes, Mayor
Buelterman, and Amy Lanier. He stated that they were in the process of bringing the City Attorney
fully up-to-date and pursuing what the appropriate approach would be with the State as well as the
GA Port Authority. They are still in the process of studying what should be done. They are not at a
point yet where they can recommend something to the Beach Task Force.
SEA ISLAND/GYLNN COUNTY TRIP REPORT (Agenda Item 6):
1. A few members from the Beach Task Force took a trip to Sea Island and Glynn County to see what
could be learned from their Beach Management. One such thing was the mobi-mat system that
Glynn County had implemented. The cost is more, but the quality of the mat is much better and
makes the use of the mats more effective.
2. Shirley Sessions made a motion to recommend that City Council investigate improving the mobi-mat
system by replacing the older mats and ensuring quality over quantity and also implementing a
maintenance program to guarantee upkeep. Mary McCracken Seconded. All approved.
3. Sea Island is different from Tybee in that they own their beach front. This allows them to manipulate
the sand how they see fit. They also have a good relationship with DNR. Facts were given about the
history of Sea Island’s Beach Management Program.
4. Lou Off moved to recommend to City Council 1) to have Erik Olsen or George Ortel investigate the
cost and advantage of capturing sand on the north and south end and redistributing it to eroding
“hot spots” along the whole beach 2) to have the Beach Management Sub-Committee look at adding
this to the Beach Management Plan to be approved by DNR and 3) to have this recommendation take
precedence over the removal of the Derelict Structures. Discussion took place on wording of

recommendation. Discussion was called to an end. Wording was amended and Freda Rutherford
seconded the motion as stated above. All approved.
COE PHASE 2 WORKSHOP PROGESS REPORT (Agenda Item 7):
1. This item was not included in the meeting due to the cancellation of the workshop.
OLD BUSINESS (Agenda Item 8):
1. Sea Wall Removal Update – City did not receive the NOAA Grant. Mayor Buelterman stated that he
will communicate in writing with representatives about the need for the structures to be removed.
NEW BUSINESS (Agenda Item 9):
1. Archiving – In an email to the Beach Task Force, Mayor Buelterman encouraged the committee to
address the topic of operating procedures for archiving beach related issues. He stated the need for
developing a mechanism for ensuring that all correspondence, copies of studies, etc. are achieved and
also that a plan be in place for removal of such documents should a hurricane threaten the City. This
was added to the Beach Management Sub-Committee under Record Keeping.
OTHER:
There was discussion on the subject of allowing dogs on the beach.
