Savannah Beach, Tybee Island, aa.
October 15th, 1946.
The regular meeting of Town Council was held today at
4 :00 P.M. And was attended by Mayor Dutton, who presided, and
Councilmen Young, Peters, Farrell, Hosti, Lovell, Siotin and Town
Attorney Alexander.
The minutes of the meeting of September 12th were read
and adopted.
The Mayor stated that in connection with the Ordinance
requiring property owners to connect to the sewerage system by
December 31st that he ascertained on a recent trip to Washington
that if the Mayor would approve the priority for plumbing supplies
that the property owner would be authorized to get it. That there
was still a number of houses that have not been connected to the
sewerage system, Councilman Young moved that the Plumbing Inspector
and Clerk send a letter to those whom have not connected notifying
them that they will be placed on the docket if their sewerage is
not connected by December 31st, 1946. Councilman Peters seconded
and the motion passed.
Town Attorney Alexander informed Council that a represent-
ative of the U. S. Engineers office had made an inspection of the
groins and seawall on the beach, they having been requested to make
the inspection, a committee consisting of the Mayor and Councilmen
Siotin and Peters inspected the bulkhead at Tilton Street, Council
was informed that the U. S. Engineers world not object to removing
certain groins. The matter was referred to a committee composed of
Councilmen Farrell, Young and Hosti.
Teh Mayor informed Council that Mr. J. L. Strong has
petitioned the Town to sell to him several unopened streets adjacent
to his property at the old telephone exchange site at Estill Station,
Councilman Young moved that the Mayor and Councilman Siotin be im-
powered to sell the streets requested and that the following Res-
olution be adopted, Councilman Hosti seconded and the motion passed.
A RESOLUTION
WHEREAS, Mr. J. L. strong is the owner of certain real
estate in Bay Ward, in the Town of Savannah Beach, of ,has advised
the Mayor and Councilmen of Savannah Beach that he desires to pur-
chase that part of Telephone Avenue between Polk Street and Alger
Avenue, and that part of Alger Avenue between Telephone Avenue and
the Northern line of Fort Avenue, and that portiom of Alger: :Avenue
between the Southern line of Fort Avenue and the Northern line of
Battery Avenue, and also an unnamed str et sixty feet (609) bride,
extending from Twlephone Avenue to Bay Street and forming the Eastern
boundary of Blocks Seven (7) and Eight (0), Bay Ward, as shown on
the official map of said Town;
AND WHEREAS, said parts of Twlephone Avenue, Alger Avenue
and said unnamed street have never been laid out or opened as
streets, and have never been used by the public as streets, or for
any other purpose, and said portions of said streets are not nec-
essary or convenient for the use of said Municipality;

BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach,. Tybee Island, Georgia, in Council assembled, that
said portions of Telephone Avenue, Alger Avenue and said unnamed
street be sold to said J. L. Strong at and for a price which may
be agreed upon by the Mayor and the Chairman of the Finance Com-
mittee of Council on behalf of said Municipality and said J. L.
Strong;
AND BE IT FURTHER RESOLVED that the Mayor of said Town
be, and he is hereby, authorized and directed to execute a deed to
said J. L. Strong, in the name of the Municipality, conveying said
portions of said streets, upon payment by said J. L. Strong to said
Municipality of the price agreed upon as the purchase price of said
property, and that the Clerk of Council be, and he is hereby, author-
ized and directed to attest said deed and to affix the corporate
seal of said Municipality thereto.
Plans for the public rest rooms, etc., were referred to
Councilmen Young and Lovell to get prices and report back at the
next meeting.
The Mayor. .informed Council that the Southern Bell Tele-
phone and Telegraph Company requested that they be permitted to
__erect a small structure to house the harbor phone installation
that is now located on the beach at the south end of the Island,
Councilman Young moved that if the Town has the legal right to let
them erect this building that it be permitted but that the matter
be referred to the Town Attorney, Councilman Peters seconded and
the motion passed.
The Mayor informed Council that Mr. A. P. Monella had
requested that the bad condition of the streets in the area of
Thirteenth Street and Fifth Avenue be repaired he also requested
that a street lamp be placed in that vicinity.
The Mayor. informed Council that Mr. R. F. Gambill had
submitted a bill for moving the posts on the driveway south of
,Seventeenth Street and the strand and asked what should be done
about it. Councilman Peters moved that the bill should be paid by
Mr. Barry Andris and that the Town Attorney write him to this effedt,
Councilman Young seconded and the motion passed.
The Mayor informed Council of amounts expended for salar-
ies in several of the departments and appointed a Committee con-
sisting of himself and the Chairman of each committee at interest
to check into the matter.
The Mayor read a letter from Savannah Beach Chamber of
Commerce requesting extra fire equipment and also that the Town
employ paid firemen. No action was taken at this time.
Councilman Slotin moved that bills for the month of
October amounting to $1,579.00 be paid. Councilman Peters second-
ed and the motion passed.

Councilman Farrell stated that the property owners and
residents in the vicinity of Izlar Avenue had requested that afire
plug be placed in this section and moved that this be done and also
that the Tybee Water Works be requested to furnish it.
A bill from the Cleary Motorcycle Company and also one
from Dr. L. J. Rabhan for services rendered in connection with the
automobile accident of Officer McCutchen last June were referred to
the Town Attorney.
Councilman Slotin moved that the following Ordinance be
adopted, Councilman Peters seconded and the motion passed.
AN ORDINANCE
TO AMEND AN ORDINANCE PROVIDING FOR
THE RATE OF LICENSES FOR DOING BUSINESS
IN THE TOWN OF SAVANNAH BEACH, TYBEE
ISLAND, GEORGIA, FOR THE FISCAL YEAR
ENDING APRIL 30th, 1947, BY PROVIDING
A LICENSE FOR THE SALE OF ELECTRICAL
APPLIANCES; AND FOR OTHER PURPOSES.
SECTION 1. BE IT ORDAINED by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council assemb-
led, and it is hereby ordained by the authority of the same, that
an ordinance providing for the rate of licenses for doing business in
the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal
year ending April 30th, 1947 be, and the same is hereby, amended by
adding thereto the following language: -
Each and every person, firm or corporation,
selling electrical equipment, parts and
supplies $25.00
SECTION 2. BE IT FURTHER ORDAINED by the authority afore-
said that all ordinances and parts of ordinances in conflict here-
with be, and the same are hereby, repealed.
Councilman Peters moved that the following Resolution be
adopted, Councilman Biotin seconded and the motion passed.
A RESOLUTION
WHEREAS, the report of Dr. C. A. Henderson, Health Officer
of Savannah Beach, has been submitted to Council showing the result
of the. Food Handlers Clinic held at Savannah Beach between June 6th
and August 26th, 1946;
AND, WHEREAS, the report shows that the Clinic was well
attended and excellent results were achieved, due to the care and
diligence of Dr. Henderson and his assistants;
BE IT THEREFORE RESOLVED BY THE MAYOR AND COUNCILMEN of
Savannah Beach, Tybee Island,•Georgia, in Council assembled, that

the report be received with the thanks of the Mayor and Council-
men, and that congratulations be extended to Dr. Henderson on his
excellent work in connection with this clinic; and that a copy of
this resolution be sent to Dr. Henderson.
Councilman Peters moved that the following Ordinance
be adopted, Councilman Slotin seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE PROVIDING FOR THE TAXATION
OF REAL AND PERSONAL PROPERTY IN THE TOWN OF
SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE
FISCAL YEAR COMMENCING MAY 1ST, 1946, BY PROVIDING
FOR THE ASSESSMENT OF IMPROVEMENTS SEMI - ANNUALLY;
AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of Savannah
Beach, Tybee Island, Georgia, and it is hereby ordained by the
authority of the same that ;-
SECTION ONE. An ordinance to provide for the taxation of
real and personal property in the Town of Savannah Beach, Tybee
Island,Georgia, for the fiscal year commencing Nay 1st, 1946, be,
and the same is hereby, amended by adding the following section
to said ordinance : -
"SECTION FOUR, When any improvements are made
on unimproved property, or additional improvements
are made on improved property, and such improvements
or additions are completed on or before November
1st, 1946, such improvements or additions shall be
assessed for taxation in accordance with the pro-
visions of this ordinance as of November 1st, 1946,
and the owner thereof shall be required to pay taxes
thereon in accordance with this ordinance, for the
last six months of said fiscal year; and such taxes
shall be subjedt to the discount provided for in
this ordinance if paid on or before November 20th,
1946. A statement shall be sent to the owner of
such improvements or additions by the Clerk of
Council on or before November lst, 1946, which state-
ment shall show the assessment on such improvements
or additions.N
Councilman Biotin moved that the following Resolution
be adopted, Councilman Peters seconded and the motion passed.
A RESOLUTION
WHEREAS, Savannah Electric and Power Company has offered
to execute a new contract with the Town of Savannah Beach with
regerd to electricity and equipment used by said Town for street
lighting; and has tendered to the Town a proposed new agreement;

AND,WHEREAS, in the opinion of the Mayor and Councilmen
of said Town said new agreement will result in a saving to the
Towit of money spent for street lighting;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Inland, Georgia, in Council assem-
bled, that the Mayor of said Town be, and he is hereby, authorized
and directed to execute said proposed agreement on behalf of said
Municipality, and the Clerk of Council of said Municipality be, and
he is hereby, authorized to attest the same and to affix the corpor-
ate seal df the Town thereto; and said proposed agreement be, and
it is hereby, accepted by said Town.
Councilman Farrell moved that the following Ordinance
be adopted, Councilman Hosti seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO REQUIRE
THE OWNERS OF PROPERTY INN THE TOWN OF SAVANNAH BEACH, TYBEE
ISLAND, GEORGIA, TO CONNECT PLUMBING FIXTURES ON THEIR PROPERTY
WITH THE SANITARY SEWERAGE SYSTEM NOT LATER THAN APRIL 30TH, 1945,
AND TO PROVIDE THAT SAID FIXTURES SHALL BE CONNECTED WHEN PROPERTY
OWNERS ARE NOTIFIED BY THE PLUMBING INSPECTOR THAT SAID FIXTURES
ARE UNSANITARY, AND TO PROVIDE A PENALTY FOR THE FAILURE TO DO S0;
AND FOR OTHER PURPOSES ".
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council assem-
bled, and it is hereby ordained by the authority of the same that
an ordinance adopted by said Mayor and Councilmen entitled "An Ord-
inance to Require the Owners of Property in the Towh of Savannah
Beach, Tybee Island, Georgia, to connect plumbing fixtures on -their
property with the sanitary sewerage system not later than April 30th,
1945, and to provide that said fixtures shall be connected immedi-
ately when property owners are notified by the plumbing inspector
that said fixtures are unsanitary, and to provide a penalty for the
failure to do so) and for other purposes", be and the same is here-
by, amended by striking therefrom the phrase "on or before the
thirty - first (31st) day of October, 1946 ", and inserting in lieu
thereof the phrase on or before the thirty -first (31st) day of
nuaryp, 194 ", so that said section shall read as follows: -
"SECTION 1. Be it ordained by the Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island,
Georgia,. in Council assembled, and it is hereby ordained by
authority of the same, that all owners of real property
--within the limits of said Town shall, on or before the
thirty -first (31st) day of January'', 19$, connect, or
cause to be connected, all plumbing fixtures located on
the real estate owned by him or them with the sanitary
sewerage system in said Town; provided that this require-
ment shall not apply to outside showers or hydrants on
said property."

SECTION 2. All ordinances and parts of ordinances in
conflict with the provisions of this ordinance are hereby repealed.
There being no further business Council adjourned subject
to the call of the Mayor.

Savannah Beach, TYbee Island, Ga.
November 14th, 1946.
The regular meeting of Town Council was held today at
4;00 P.M. and was attended by Mayor Dutton, who presided, and
Councilmen Peters, Young, Farrell, Lovell and Town Attorney
Alexander. Also by Mrs. Vaughn and Mrs. Farrell of the P. T. A.
The minutes of the meeting of October 15th, were read and adopted.
Mrs. Vaughn speaking for the committee protested against
the unsanitary conditions existing at the school stating that the
building was run off with rats which destroyed considerable food,
that the equipment including the plumbing fixtures was antiquated
and the committee wanted the Town to do something about it. The
Mayor informed Mrs. Vaughn that the Town had no control over the
school but that a new school had been planned for the Island, he
was informed by Mr. Strong that nothing could be done at this
time. Council was informed that at present there are 98 pupils
attending school. The Mayor informed the committee that a Comm-
ittee of Council will call on the Board of Education to see if
anything can be done towards correcting the present situation.
Councilman Peters moved that the Clerk be authorized
to sign applications for priorities to obtain. plumbing material,
Councilman Young seconded and the motion passed.
The Clerk was instructed to notify all property owners
by letter that their property must be connected to the Sewerage
System by January 31st, 1947..
The Mayor informed Council that Fire Chief Edmund
Solomon had written a letter to Councilman Slotin and himself in
connection with the operation of the Fire Department. Mr. Sol-
omon, who came into the meeting, stated that a paid fireman should
be employed which if done would get a new lower fire insurance
rate for the Town. The Mayor asked if a paid fireman was put on
was it intended to have this man located at the fire station, Mr.
Solomon stated that it was, he was asked what should the salary
be and he said from $150.00 to $175.00 per month, he also stated
that the Fire Department Club is functioning well and that a fine
moral is existing, Councilman Young stated that the idea is to
