SECTION 2. All ordinances and parts of ordinances in
conflict with the provisions of this ordinance are hereby repealed.
There being no further business Council adjourned subject

November 14th, 1946.
The regular meeting of Town Council was held today at
4;00 P.M. and was attended by Mayor Dutton, who presided, and
Councilmen Peters, Young, Farrell, Lovell and Town Attorney
Alexander. Also by Mrs. Vaughn and Mrs. Farrell of the P. T. A.
The minutes of the meeting of October 15th, were read and adopted.
Mrs. Vaughn speaking for the committee protested against
the unsanitary conditions existing at the school stating that the
building was run off with rats which destroyed considerable food,
that the equipment including the plumbing fixtures was antiquated
and the committee wanted the Town to do something about it. The
Mayor informed Mrs. Vaughn that the Town had no control over the
school but that a new school had been planned for the Island, he
was informed by Mr. Strong that nothing could be done at this
time. Council was informed that at present there are 98 pupils
attending school. The Mayor informed the committee that a Comm-
ittee of Council will call on the Board of Education to see if
anything can be done towards correcting the present situation.
Councilman Peters moved that the Clerk be authorized
to sign applications for priorities to obtain. plumbing material,
Councilman Young seconded and the motion passed.
The Clerk was instructed to notify all property owners
by letter that their property must be connected to the Sewerage
System by January 31st, 1947..
The Mayor informed Council that Fire Chief Edmund
Solomon had written a letter to Councilman Slotin and himself in
connection with the operation of the Fire Department. Mr. Sol-
omon, who came into the meeting, stated that a paid fireman should
be employed which if done would get a new lower fire insurance
rate for the Town. The Mayor asked if a paid fireman was put on
was it intended to have this man located at the fire station, Mr.
Solomon stated that it was, he was asked what should the salary
be and he said from $150.00 to $175.00 per month, he also stated
that the Fire Department Club is functioning well and that a fine
moral is existing, Councilman Young stated that the idea is to

buy the old cell block at Fort Sereven put it in the present jail
in place of the old block and convert part of the building into
quarters for the paid man.
Mr. Solomon stated that the distributors for the butane
gas wanted the Ordinance changed as relating to the handling of
butane gas, but Council decided to let the Ordinance remain as is.
The Town Attorney was instructed to inform them of this decision.
The Mayor informed Council that the Federal Works Agency
had paid the final balance due on the Sanitary Sewerage System, that
the Espy Paving Company had been _paid and the account closed.
Councilman Young moved that bills for the month of
October amounting to $1,243.94 be paid, Councilman Peters seconded
and the motion passed.

ror A surveying of the Camp Hammock by Mr. W.J. Lynch for $
that this be accepted, Councilman Young seconded and the motion
passed.
Town Attorney Alexander stated that there are no fixed
surveyors starting points on the Island and that the Town should
have a surveyor create a fixed point, it would be necessary for him
to check the records to get this information. The Town Attorney
was appointed a committee to ascertain what the cost to do this
work would be.
A petition was presented from the Community Christmas
Tree Committee requesting a donation. Councilman Young moved that
$50.00 be donated to the Christmas Tree Fund, Councilman Peters
seconded and the motion passed.
A bill from the Dorr Company for $102.00 covering the
cost of a dome that was made by them for the digester at the dis-
posal plant presented. Councilman Young moved that it be paid,
Councilman Peters seconded and the motion passed.
Councilman Young moved that the following Ordinance be
adopted. Councilman Peters seconded and the motion passed.
AN ORDINANCE
TO PROHIBIT THE ERECTION OR INSTALLING OF LIGHTED
SIGNS IN CERTAIN PARTS OF THE TOWN OF SAVANNAH BEACH,
UNLESS SUCH ERECTION OR INSTALLATION SHALL BE APPROVED
BY THE MAYOR AND COUNCILMEN; TO PROVIDE A PENALTY
FOR THE VIOLATION OF THIS ORDINANCE; AND FOR OTHER
PURPOSES.
BE IT ORDAINED by the authority of the Mayor and Council-
men of Savannah-Beach, Tybee Island, Georgia, and it is hereby or-
dained by the authority of the same : -

SECTION ONE. That no person, firm or corporation shall
erect or install or cause to be erected or installed any lighted
sign, or any sign so made that it could. be lighted except alon5
the following streets in said Town, to -wit : -
Butler Avenue from Fourteenth Street to Seventeenth
Street
Sixteenth Street form Butler Avenue to the Strand
The Strand from Fourteenth Street to Eighteenth Street
Butler Avenue (East side only) from Second to Third
Streets
Third Street from Butler Avenue to the Strand
SECTION TWO. That any person, firm or corporation desiring
ti erect or install any lighted sign at any other location within
said Town shall, before doing so, file an application with the Mayor
and Councilmen, setting forth the location at which said sign is
proposed to be erected or installed, together with a description of
said sign; and shall not erect or install said sign unless and until
said application is approved by the Mayor and Councilmen.
SECTION THREE. BE IT FURTHER ORDAINED that any person,
firm or corporation violating any of the provisions of this ordin-
ance, upon conviction thereof, shall be fined not to exceed One
Hundred Dollars (3100.00) or imprisoned not to exceed thirty
(30) days, or both, and shall also be required to remove said
sign.
SECTION FOUR. That nothing contained in this ordinance
shall in anywise change or modify any ordinances of said Town re-
quiring an application for permission to erect any sign, or any license charge or tax in connection with the maintenance and op--.
eration of such sign, or any regulations as to the kind of signs
which may be erected, or the heighth above the ground and. location
of any signs, or method of supporting any signs.
SECTION FIVE. That all ordinances and parts of ordinances
in conflict herewith be, and they are hereby, repealed.
A bill was presented from the Tybrisa. Company for
31,709.00, covering the balance due for work done on Tybrisa Pav-
ilion. The Clerk was instructed to notify the Tybrisa Company
that when the work was satisfactorily completed the bill would be
put in line for payment.
The Mayor requested that the Chairman of the Pollee
Committee be given authority to transfer two whiskey licenses.
Councilman Young moved that this authority be granted if necessary,
Councilman Farrell seconded and the motion passed.

Mr. Alexander had a letter from Hutton and Thomas in
connection with beach protection and they agreed to make a survey
of the beach from First Street north to groin number 5 in front of
Fort Screven, at a cost of $350.00. Councilman Lovell moved that
their offer be accepted and that it also include the groins in the
vicinity of the Tybrisa Pavilion, Councilman Young seconded add the
motion passed.
Councilman Peters moved that the following Resolution be
adopted, Councilman Young seconded and the motion passed.
A RESOLUTION
WHEREAS, complaint has been made to the Mayor and Council-
men of Savannah Beach, by the parents - Teachers Association of the
school at Savannah Beach, and the Mayor and Councilmen have made
a personal inspection of the school premises;
AND, WHEREAS, the building is now in a deplorable con-
dition in that there is no proper method provided for serving
lunches, the pupils are not provided with sufficient desks, the
floors are splintering and are in very bad condition, the lighting
is entirely inadequate, and the toilet facilities are in such
bad shape that they have been condemned as a health menace by the
plumbing inspector of the Town, and the premises are overrun by
large rats which are damaging the building and constitute a
serious menace to the health of the teachers and pupils;
AND,WHEREAS, these conditions have been in'exiatance
for several years, and the attention of the Board of Education of
Chatham County has been repeatedly called to these conditions,
both by resolution,of this body and personally by Town officials and
citizens of the Town;
AND, WHEREAS, it is the view of the Mayor and Councilmen
of the Town of Savannah Beach that, since there are ninety -eight
(9g) pupils and three (3) teachers, using three (3) classrooms in
a building which has been in use for approximately thirty years,
and is now in very poor physical condition and is` entirely in-
a.dequa.te for the purpose;
AND, WHEREAS, the Town of Savannah Beach has repeatedly
offered to give, free of charge, to the Board of Education sufficient
property to erect a modern and adequate school house;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, that the
attention of the Board of Education of-Chatham County be again
directed to these conditions, and that said Board be urged as
strongly as it is within the power of the Mayor and Councilmen to
urge, that immediate steps be taken to correct the conditions
referred to in this resolution without any further delay; and to
this end the Mayor-ad-Councilmen tender to said Board -of Education
their cooperation and assistance both individually and collectively.

BE IT FURTHER RESOLVED that a copy of the resolution be
transmitted by the Clerk of Council to said Board of Education.

December 17th, 1946.
The regular meeting of Town Council was held today at
3 :00 P.M., in the Council Room, and was attended by Mayor Dutton,
who presided, and Councilmen Slotin, Peters, Farrell, Lovell and
Town Attorney Alexander.
The minutes of the meeting of November 14th were read
and adopted.
A committee consisting of Messrs. C.M. Tarzwell, W. A.
Jennings, W. W. Edwards, L. P. Wilhelm, Joseph Morrossow and Carl
R. Yagle appeared before Council in the interest of beach protect-
ion in front of the old Fort Screven Reservation and presented a
petition from the property owners and residents of that section.
Dr. Tarzwell stated that the Fort Screven Community Club became
interested in the bad condition of the seawall and Mr. Rhodes of
the Engineers office had been contacted who stated that the sea-
wall should be repaired and also the groins. The Engineering firm
of Hutton and Thomas also stated that the conditions existing
should be corrected at once, Dr. Tarzwell stated that public prop-
erty is also in danger, he had contacted the Fort Screven Develop-
ment Dompany and they were willing to give a strip of land 6o feet
wide adjacent to the seawall to the Town, he also stated that a
part of the area in which the seawall is located is owned by the
Coast Guard. The Mayor stated that he had contacted Col. Hale
in Washington and was advised by him to request an engineer
cooperative study and that the municipality would pay half of the
cost of this work, after some discussion Dr. Tarzwell asked for an
opinion from Council and especially so as to the acquiring of land,
Councilman Biotin stated that the work required would cost a great
deal of money and that the Town could not undertake it without
government aid. Councilman Lovell stated that the cost would be
great and he didn't know from where the Town could get the money,
Mr. Yagle asked an expression from Council, Councilmen Slotin said
that he was in favor of having the work done but not taking over
private property unless help could be gotten from other sources,
The Mayor informed the Committee that Council would give it im-
mediate attention after which the Committee was excused. Council-
man peters moved that the matter be referred to the Town Attorney
to study the law on the subject and report back, Councilman Lovell
seconded and the motion passed.
