MINUTES
1. CALL TO ORDER — Chair Rodenbucher called the meeting to order at 6:30.

Director of Parks and Recreation Matsumoto led those present in the Pledge of
Allegiance.

6. CONSENT CALENDAR
A. APPROVAL OF MINUTES
The Committee on Aging is requested to review and approve the Minutes of
the Regular Committee Meeting of July 26, 2022.
Committee Member Powell moved to approve the Consent Calendar as
amended, seconded by Committee Member Wintercorn and carried by the
following roll call vote:

7. UNFINISHED BUSINESS
A. COMMITTEE ON AGING GOALS FOR 2022
Parks and Recreation Coordinator Ramos provided a verbal presentation of
the staff report reviewing Immediate and Long -Term Action Steps. She
reported the following items have been taken under Immediate Action Steps:
1) the City is currently in the process of working with various cities regarding
senior resources and partnerships; 2) taking opportunity to notify seniors of
Neighborhood Watch Meetings and public safety education through various
events such as Concerts in the Park; 3) the City is looking to explore
partnerships and funding safety alert systems; and 4) the City is looking to
implement additional classes and work with local churches for additional
programs for adults and seniors. She stated that the City has accomplished
installing a Pickleball court, implemented Zumba classes and partnerships to
host flu shot clinics, hypertension, relaxation and financial fraud. She asked
the Committee if they had questions or comments regarding Immediate
Action Steps taken.
Ex -Officio Member Rosso asked if more notice could be provided regarding
Neighborhood Watch Meetings.
Ex -Officio Member Sneed asked if Neighborhood Watch Meetings could take
place during daytime hours.
Committee Member Liou stated that Neighborhood Watch Meetings take
place on the third Thursday of each month, however, will be dark during the
months of November and December. She stated that deputies who
participate in Neighborhood Watch Meetings do so as a voluntary act and
typically are not available during daytime hours. She stated the
Neighborhood Watch Meeting dates are included in the Connect Magazine
and suggested to include meeting dates in the Senior Newsletter.
Director of Parks and Recreation Matsumoto stated that he will work with
various departments to encourage advance notice of future Neighborhood
Watch. Meetings.
Committee Member Powell stated that health related safety alert systems can
be obtained through Medicare Advantage Plans.

Parks and Recreation Coordinator Ramos continued the verbal presentation
of the staff report highlighting Long -Term Action Steps indicating that the City
is working in conjunction with the County of Los Angeles regarding crossing
times at crosswalks and is progressively moving forward in working on
partnerships that benefit seniors. She asked the Committee if they had
questions or comments regarding Long -Term Action Steps taken.
Ex -Officio Member Rosso stated that St. Luke Catholic Church has a
bereavement support group.
Committee Member Powell stated that Optum has counselors and that a
beauty school in the City of El Monte offers free haircuts.
Parks and Recreation Coordinator Ramos asked the Committee if they had
additional questions or comments regarding Immediate and/or Long -Term
Action Steps. The Committee did not have additional questions or comments
and receive and filed the report.
8. NEW BUSINESS
A. REVIEW OF POLICIES AND PROCEDURES OF COMMITTEE OF AGING
Parks and Recreation Coordinator Ramos provided a verbal presentation of
the staff report and read the Committee on Aging Policies and Procedures.
Committee Member Liou asked Director of Parks and Recreation Matsumoto
for the length of a Committee Members term.
Director of Parks and Recreation Matsumoto stated that the term of a
Committee Member is two years.
Chair Rodenbucher stated that resignations are not included in the Policies
and Procedures and should be addressed.
Director of Parks and Recreation Matsumoto stated that he was made aware
that the Policies and Procedures may not have been presented to the
Committee previously. He stated that that suggestions to improve the
Policies and Procedures can be discussed.
Chair Rodenbucher suggested to add a policy regarding resignation and that
Temple City Unified School District should be included in number four under
Memberships.
Director of Parks and Recreation Matsumoto stated that he will add the
suggested amendments to the Policies and Procedures and present to the
Committee prior to submitting for approval to the City Council.

B. APPOINTMENT OF END OF YEAR REPORT CARD SUBCOMMITTEE
Parks and Recreation Coordinator Ramos provided a verbal presentation of
the staff report stating that the End of Year Report Card Subcommittee could
be comprised of a combination of members of the community and Committee
or solely the Committee.
Director of Parks and Recreation Matsumoto stated that the new End of Year
Report Card Subcommittee could consist of the same previous members. He
stated that the updated End of Year Report Card Subcommittee would draft
a Report Card for the years of 2021 and 2022.
Committee Members Liou, Powell and Wintercorn volunteered to participate
in the Report Card Subcommittee.
Committee Member Powell made a motion to appoint Committee Members
Liou, Powell and Wintercorn to the End of Year Report Card Subcommittee,
Seconded by Committee Member Liou and carried by the following roll call
vote:

9. COMMUNICATIONS FROM STAFF
A. Adam Matsumoto, Parks and Recreation Director provided the following
updates to the Committee: The City is in process of receiving Request for
Proposals for the renovation of Live Oak Park and Temple City Park. He
stated that the City is looking for a cohesive design concept that will meet the
needs of the community. He stated that the City is in the process of
renovating streets throughout the City. He concluded that some trees require
removal however will be replaced.
B. Rubi Ramos -Ortiz, Parks and Recreation Coordinator provided the following
updates to the Committee: Upcoming events including the Halloween
Carnival, Veteran's Day Event, Lights on Temple City and adult excursions to
Morongo Casino and Mission inn.

12. ADJOURNMENT
The Committee on Aging Meeting was adjourned at 7:23 p.m. The next scheduled
meeting is Tuesday January 24, 2023 at 6:30 p.m.
