CALL TO ORDER — Chair Wintercorn called the meeting to order at 6:30. 2. ROLL CALL Committee Members Present Jerry Jambazian Carole Rodenbucher Elizabeth Powell Michael Wintercorn Committee Members Absent Judith Gunther Ann Seitz Lucy Liou Ex -Officio Members Present Joanne Rosso, Parks & Recreation Commissioner Mary Sneed, TCUSD Board Member Ex -Officio Members Absent Fernando Vizcarra, City Councilmember Also Present Adam Matsumoto, Director of Parks and Recreation Rubi Ramos -Ruiz, Parks and Recreation Coordinator Jennifer Venters, Parks and Recreation Secretary 3. PLEDGE OF ALLEGIANCE Director of Parks and Recreation Matsumoto led those present in the Pledge of Allegiance. 4. REAPPOINTEMNT OF COMMITTEE MEMBERS AND REORGANIZATION Director of Parks and Recreation Matsumoto provided a verbal presentation of the staff report to reappoint Committee Members Powell, Seitz and Wintercorn. He stated that Committee Members Chan and tan de bibana declined to be reappointed. Committee Member Rodenbucher made a motion to reappoint Committee Members Powell, Seitz and Wintercorn to the Committee on Aging. Seconded by Committee Member Jambazian and unanimously carried. Committee Member Wintercorn moved to appoint Committee Member Rodenbucher as Chair. Seconded by Committee Member Powell and unanimously carried. PRESENTATIONS — None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 7. CONSENT CALENDAR A. APPROVAL OF MINUTES The Committee on Aging is requested to review and approve the Minutes of the Regular Committee Meeting of April 26, 2022. UNFINISHED BUSINESS A. COMMITTEE ON AGING GOALS FOR 2022 Director of Parks and Recreation Matsumoto provided a verbal presentation of the staff report identifying immediate accomplishments and goals for the year of 2022. He stated that Action Steps one and three are a work in progress. He stated that movement has been made with Action Steps two and four by distributing Senior Database Forms at special events, providing public safety education for the senior community and fitness programs such as line dancing. He stated that Parks and Recreation Coordinator Ramos is currently exploring additional fitness opportunities for seniors. He concluded by asking the Committee if they had questions regarding Immediate Action Steps. Ex -Officio Member Sneed asked Director of Parks and Recreation Matsumoto if the senior lunch program is in person. Ex -Officio Member Rosso asked if extra -curricular classes have been considered. Director of Parks and Recreation Matsumoto stated that the senior lunch program remains delivery only and that the City is moving forward in establishing pre -pandemic activities such as Movie Matinee for seniors. The Committee had no further questions or comments at this time. Director of Parks and Recreation Matsumoto continued the verbal presentation of the staff report by identifying Long -Term Action Steps to install audio alerts at preidentified crosswalks of concern, continue to build a partnership with social services through various agencies and bring onsite resources for seniors. Chair Rodenbucher asked Director of Parks and Recreation Matsumoto if the County of Los Angeles has jurisdiction of crosswalks. Director of Parks and Recreation Matsumoto stated that the County of Los Angeles oversees the duration of crossing but the City may have more authority regarding crosswalk lights. Chair Rodenbucher asked Director of Parks and Recreation Matsumoto what the County of Los Angeles requires to extend crossing time and to install audio alerts. Director of Parks and Recreation Matsumoto stated that the City will have to first identify intersections of concern. Committee on Aging Minutes July 27, 2022 Vice -Chair Powell commented all crosswalks by City parks should be evaluated for crossing time extension and audio alerts. She also expressed that the southbound crosswalks should be explored. Chair Rodenbucher commented that the crosswalks at schools should have longer crossing times and audio alerts. She felt that the crosswalk at Las Tunas Drive and Encinita Avenue should be explored as an area of concern. Director of Parks and Recreation Matsumoto verified the desire of the Committee to have visual alerts, audio alerts and longer crossing times at preidentified crosswalks of concern throughout the City but particularly in the vicinity of schools and parks. He asked the Committee if they had additional questions or comments. Committee Member Wintercorn asked Ex -Officio Member Sneed if non- students are allowed to enter campus. Ex -Officio Member Sneed stated that non -students are lallowed to enter a campus under school district protocols. The Committee had no further comments or questions. 9. NEW BUSINESS - None 10. COMMUNICATIONS FROM STAFF A. Adam Matsumoto, Parks and Recreation Director provided the following updates to the Committee: that staff will compile a report card describing the accomplishments of the Committee over the span of two years, National Night Out takes place on August 3, from 6-9 p.m., the senior lunch program remains a delivery only service with the option of picking up meals, adult excursions have been reinstated, information regarding current drought water restrictions and care of City trees can be found on the City's website and one incident occurred over the Fourth of July holiday of ignition of fireworks in the park. He then introduced Parks and Recreation Coordinator Ramos to the Committee and briefed them of her previous professional experience. B. Rubi Ramos -Ortiz, Parks and Recreation Coordinator introduced herself to the Committee. 11. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 12. COMMITTEE ON AGING AND EX -OFFICIO MEMBERS ITEMS SEPARATE FROM THE REGULAR AGENDA Committee on Aging Minutes July 27, 2022 Vice -Chair Powell stated that Optim is conducting a donation drive to assemble kits for homeless housing. 13.
