CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:32 p.m. telephonically and in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Vizcarra, Yu, Man (telephonically), Sternquist ABSENT: ALSO PRESENT: Councilmember — None City Manager Cook, City Attorney Murphy, City Clerk Kuo, Administrative Services Director Paragas, and Parks and Recreation Director Matsumoto 3. INVOCATION — Jerry Jambazian, Wonder Cleaners and Draperies, provided the invocation. 4. PLEDGE OF ALLEGIANCE — Mayor Sternquist led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION A. HOLIDAY DECORATION CONTEST WINNERS Parks and Recreation Director Matsumoto provided a brief introduction of the Holiday Decoration Contest and shared slides of the winning holiday decorations. Mayor Sternquist presented certificates to the winners of the contest. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Dawn Tarin, Camellia Festival Director, announced upcoming Camellia Festival Royal Court Playdate event. 7. CONSENT CALENDAR City Manager Cook requested to add clarification language to Consent Calendar 7B "MOU with the Historical Society of Temple City" that City's use of the Woman's Hall ten times a year subject to the "availability of the hall". City Council Minutes January 3, 2023 Page 2 of 4 Councilmember Chavez made a motion to approve the Consent Calendar Items. Seconded by Councilmember Yu and approved by the following votes: AYES: Councilmember — Chavez, Vizcarra, Yu, Man, Sternquist NOES: Councilmember— None ABSTAINED: Councilmember— None ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of December 20, 2022. Action: Approved. B. APPROVE A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE HISTORICAL SOCIETY OF TEMPLE CITY FOR USE OF FACILITIES AND AVAILABILITY TO THE PUBLIC The City Council is requested to approve an MOU with the Historical Society of Temple City to facilitate public access to the Historical Society Museum and provide the City additional meeting and indoor event space for the calendar year. Action: Approved a Memorandum of Understanding (MOU) with the Historical Society for a term of two years. C. ADOPTION OF RESOLUTION TO ALLOW CITY COUNCIL MEETINGS TO BE HELD REMOTELY PURSUANT TO AB 361 City Council is requested to consider the safety and procedural issues involved in holding remote meetings pursuant to AB 361 and to adopt Resolution No. 23- 5647 to authorize the Council and Commissions to meet virtually or via a hybrid of in -person and virtual attendance through February 2, 2023. Action: 1. Reviewed use of teleconferencing or videoconferencing for Brown Act -covered public meetings of the City Council and City commissions; and 2. Adopted Resolution No. 23-5647 to authorize the use of such technology for meetings until February 2, 2023. D. ADOPTION OF RESOLUTION NO. 23-5646 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 City Council Minutes January 3, 2023 Page 3 of 4 The City Council is requested to adopt Resolution No. 23-5646 authorizing the payment of bills. Action: Adopted Resolution No. 23-5646. 8. PUBLIC HEARING — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS — None 11. UPDATE FROM CITY MANAGER — wished everyone a happy new year. 12. UPDATE FROM CITY ATTORNEY A. Assembly Bill (AB) 2449 - reported that AB 361 is due to expire soon or until the state of emergency is lifted. After AB 361 is no longer in use, City Council and commission is able to still participate in public meetings telephonically/virtually following the procedures set by AB 2449. He highlighted the conditions provided by AB 2449 in which a member of the legislative body can participate remotely/virtually. City Attorney Murphy also answered Mayor Sternquist's questions regarding public members' conduct during a meeting. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Councilmember Chavez) — Formed 1/3/2012 No report. B. AUDIT STANDING COMMITTEE (Councilmember Chavez and Councilmember Yu) — Formed 7/15/2014 No report. C. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Councilmember Man) — Formed 4/4/2017 No report. D.
