ATTENDANCE AND GUESTS (Agenda 2): APPROVAL OF MINUTES (Agenda Item 3): Lou Off made a motion to accept minutes, motion carried COMPACTION & TILLING REPORT (Agenda Item 4) Diane Schleicher has been in contact with Mike Dodd, GADNR and is happy to report we do not need to do any tilling this year. SHORE PROTECTION ORDINANCE REVIEW COMMITTEE (Agenda Item 5) Three members from the Beach Task Force have been appointed the Shore Protection Ordinance Ad Hoc Committee: o Lou Off o John Wylly o Arnie Seyden o Joe Richardson, ex officio BYLAWS: ATTENDANCE COMPLIANCE (Agenda Item 6) Amy reminded everyone to review the bylaws especially the section regarding attendance. She also asked that everyone RSVP to meeting notices for budget and planning purposes. SUMMARY OF THE MAYOR’S MEETING WITH COL. HALL (Agenda Item 7) Amy read letter from Jason Buelterman to COE further explaining our decision to refuse the dredge material from the Savannah Harbor Deepening. Colonel Hall implied that by us turning down the dredge material it would not hinder our efforts to get sand for future beach re-nourishments. CONSIDERATION OF NEW SUB COMMITTEES AND ASSIGNMENTS (Agenda Item 8) State funding Committee o Chair Berta Adams o Task: Coordinate with the Governor’s Office to locate and acquire state funding of future beach re-nourishments. County Funding Committee o Chair Harvey Ferrell o Task: Lobby for and track that beach re-nourishment funding is included in the county’s annual budget and to investigate SPLOST funding options. 2015 Re nourishment Oversight Committee o Chair Lou Off o Task: Track the COE’s progress toward the 2015 re-nourishment, reporting the overall timeline and monitoring deadlines for city monies due to the COE. Channel Impact Study, Phase II Oversight Committee o Chair Arnie Seyden o Tasks: Track the COE’s progress throughout the study, reporting the overall timeline and monitoring deadlines for city monies due to the COE. Fort Screven Shoreline Hazard Committee o Chair Joe Richardson o Task: Review Erik’s forensic investigation of the old sea wall and steel groins and determine their means of removal. REVIEW OF OLD SUB COMMITTEES AND FINAL REPORTS (Agenda Item IX) North Beach Sand Management Committee o This committee will be combined with the Fort Screven Shoreline Hazard Committee Beach Management Plan Committee o Plan is almost completed Harbor Deepening/SEG Committee o Lou Off will continue to chair the committee Channel Impact/CZM/SC Port Committee o Will continue Nourishment and Funding Committee o No longer needed NEW BUSINESS AND ANNOUNCEMENTS (Agenda Item X) Amy wrote to Brad Gane, GADNR, regarding the dunes. Box 2749 – 403 Butler Avenue, Tybee Island, Georgia 31328-2749 (866) 786-4573 – FAX (866) 786-5737 www.cityoftybee.org MOTION – LOU OFF Recommends city council establish a separate budget line item for coastal engineering services not related to beach re-nourishment projects. Harvey Ferrelle second. Motion carried unanimously. Paul Wolff will take motion to the city council budget workshop on March 3, 2011. MOTION – MARY McCRACKEN Council dedicate one cent from the hotel/motel tax go for beach re-nourishment expenses. Jimmy Burke second. Motion carried unanimously. MOTION – LOU OFF Request the city pursue the state of Georgia to issue an immediate injunction to disallow any beach quality sand be removed from our sand sharing system followed by a permanent band on such sand removal by the Savannah COE. Freda Rutherford second. Motion carried unanimously. Discussion – Lou explained that due to the loss of over 100m c yards of material on the beach and near shore due to channel maintenance and deepening, 80% of Tybee material loss of beach and near shore caused by Savannah River Channel and due to the state law requiring quality material to benefit Tybee Island and due to the COE who has a federal program of regional sand management he is making this motion. Meeting adjourned.
