COUNCIL CHAMBERS - 5938 KAUFFMAN AVENUE 1. CALL TO ORDER — Chair Tarin 2. ROLL CALL PRESENT: Commissioner Baroldi, Haddad, Rosso, Vance, Tarin ALSO PRESENT: Director of Parks and Recreation Matsumoto and Parks and Recreation Secretary Venters 3. PLEDGE OF ALLEGIANCE Chair Tarin led those present in the Pledge of Allegiance. 4. PRESENTATIONS - None 5. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 6. CONSENT CALENDAR Commissioner Rosso asked Director of Parks and Recreation Matsumoto for clarification regarding the California Environmental Quality Act (CEQA). Director of Parks and Recreation Matsumoto stated that per direction of the City Attorney all action items are to be included under CEQA guidelines. He briefed the Commission that a court case arose where CEQA protocols were not addressed and that including such protocols provide additional protection for the City. Commissioner Rosso moved to approve the Consent Calendar and found the action item exempt from review of CEQA Guideline 15061(b)(3), seconded by Commissioner Haddad and carried by the following roll call vote: AYES: Commissioner — Baroldi, Haddad, Rosso, Vance, Tarin NOES: Commissioner — None ABSENT: Commissioner — None ABSTAIN: Commissioner — None A. APPROVAL OF MINUTES Action: Approved. PARKS & RECREATION COMMISSION MINUTES January 18, 2023 MONTHLY ATTENDANCE/ACTIVITY REPORTS Action: Approved. 7. UNFINISHED BUSINESS A. COMMITTEE ON AGING UPDATE Page 2 Director of Parks and Recreation Matsumoto updated the Commission that the next meeting of the Committee on Aging will take place on January 24, 2023. He stated that items on the agenda include review of accomplishments during the years of 2021 through 2022, actions and goals for the 2023 calendar year and policies and procedures of the Committee. Commissioner Rosso asked Director of Parks and Recreation Matsumoto if anyone has applied to participate in the Committee on Aging. Director of Parks and Recreation Matsumoto stated that the City has not received applications for the vacant seats on the Committee. Chair Tarin opened the item for public comment. No member of the public or Commission had questions or comments. Chair Tarin closed the item for public comment. The Commission received and filed the report. 8. NEW BUSINESS A. DECEMBER PROGRAMMING RECAP Director of Parks and Recreation Matsumoto provided an update regarding Youth Basketball, STARS Club, Winter Camp and the Holiday Decorating Contest. He stated that the Youth Basketball Program is the most popular of the sports programs provided by the City with 300 participants. He stated that youth basketball participants will practice through March and conclude their season by participating in SCMAF tournaments. He stated that that the City is working with the El Monte City School District and Temple City Unified School District to expand the STARS Club program to more youth, as the State of California has provided new after school program funding. He stated that the El Monte City School District has agreed to provide funding for students who participate in STARS Club and that the City is currently working with Temple City Unified School District to provide a similar agreement. He stated that all funding used by the State will be reimbursed to the City. He stated that Winter Camp was almost at full capacity with field trips to Knotts Berry Farm and John's Incredible Pizza. Lastly, he briefed the Commission regarding two events held during the month of December; Lights on Temple City and the Holiday Decorating PARKS & RECREATION COMMISSION MINUTES Page 3 January 18, 2023 Contest. He stated that Lights on Temple City was well attended and included a parade, traditional tree lighting, a snow play area and marionette show. He stated that the Holiday Decorating Contest winners included sixteen residences and four businesses. He stated that the winners were delivered winner signs, ornaments and were provided a Certificate of Recognition signed by the Mayor. Commissioner Rosso asked Director of Parks and Recreation Matsumoto if the Holiday Decorating Contest could be held later in December to ensure that all businesses and residences have completed holiday decorating. Director of Parks and Recreation Matsumoto stated that depending on the how the dates fall in December the Holiday Decorating Contest might be able to be postponed. Commissioner Rosso moved to approve the December Programing Recap and found the action item exempt from review of CEQA Guideline 15061(b)(3), seconded by Commissioner Baroldi and carried by the following roll call vote: AYES: Commissioner — Baroldi, Haddad, Rosso, Vance, Tarin NOES: Commissioner — None ABSENT: Commissioner — None ABSTAIN: Commissioner — None 9. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 10. UPDATE FROM PARKS & RECREATION DIRECTOR A. PARKS & RECREATION DIRECTOR'S REPORT Director of Parks and Recreation Matsumoto stated that actions items from the City Council include recognition of the Holiday Decorating Contest winners and approval of the public art project recommended by the Commission. He stated that the City is in the process of reviewing a Request for Proposal for park renovations at Live Oak Park and Temple City Park. He stated that the City aspires to yield similar results as Primrose Park with custom features and community input. He stated that once approved, the project is targeted to be completed in a year. He then briefed the Commission regarding the upcoming Lunar New Year Event taking PARKS & RECREATION COMMISSION MINUTES Page 4 January 18, 2023 place on February 4, 2023 from noon to four p.m. He stated that activities include traditional performances, free food from local vendors and arts and crafts. He stated that the trellis replacement project should be completed in time for the Camelia Festival and that the athletic fields at Live Oak Park is scheduled to reopen at the end of January. He concluded by acknowledging the Urban Forestry Team, Parks Maintenance Team, and Public Works Team for working together to clear downed trees, limbs and debris during the recent rainstorm. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSINER BAROLDI — No items to report. B. COMMISSIONER HADDAD — Asked Director of Parks and Recreation Matsumoto when Summer Day Camp registration begins. Director of Parks and Recreation Matsumoto stated that registration typically begins in May. He stated that the City also operates a sports camp during the summer months. C. COMMISSIONER ROSSO — Congratulated Jennifer on doing a job well done on the Holiday Decorating Contest. D. VICE -CHAIRPERSON VANCE — Asked Director of Parks and Recreation Matsumoto for an update regarding use of the restroom at Primrose Park by transients, if the quadrant borders for the Holiday Decorating Contest are the same annually and if no parking striping could be repainted at Live Oak Park. Director of Parks and Recreation Matsumoto stated that use of the restroom by transients at Primrose Park has declined since opening, the quadrant borders remain the same annually however current winners do not qualify to win the Holiday Decorating Contest the following year. He stated that he is open to discussion if the Commission desires additional ways to expand the Holiday Decorating Contest. He stated that he can look at the visibility of the no parking striping at Live Oak Park for visibility. He added that reserved parking spaces could be designated for Commissioners during events. Chair Tarin stated that he is favor of different winners annually. Commissioner Rosso suggested the City look into additional handicapped parking spaces. PARKS & RECREATION COMMISSION MINUTES Page 5 January 18, 2023 Director of Parks and Recreation Matsumoto stated that he could explore the option of additional handicapped parking spaces with the Community Development Department. E. CHAIRPERSON TARIN — Stated that he was a participant in the Lights on Temple City parade and found it enjoyable. He suggested that the City meet with the Los Angeles County Sheriffs Department prior to the Lights on Temple City parade, as there was confusion prior to the beginning of the parade. He stated that he is happy that the trellis project will be completed prior to the Camellia Festival. He concluded by recognizing the field crew members who pruned a fallen pine tree on Encinita Avenue during the rainstorm. 12.
