HomeMy Public PortalAboutOrdinance 65-153ORDINANCE NO. 65-153 AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING A NEW CHAPTER 9 TO ARTICLE III OF CHAPTER VIII OF TEMPLE CITY MUNICIPAL CODE RELATING TO DESIGN REQUIREMENTS OF OFF- STREET PARKING FACILITIES. THIS CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES ORDAIN: SECTION 1. A new Chapter 9, reading as follows, is hereby added to Article III of Chapter VIII of Temple City Municipal Code: 3950. General. The purpose of this ordinance is to describe the detailed requirements for off - street parking facilities. These requirements include the dimensions of parking stalls and aisles for various parking angles, surfacing requirements, the per- missible arrangement of stalls, aisles, access points for parking areas, and landscaping. These specifications and requirements shall apply to all off - street parking areas that serve commercial and industrial enter- prises, and that permit self - parking of vehicles. Attendant- operated commercial parking areas shall conform to all provisions of these specifications except those prescribing parking stall and aisle dimensions or pertaining to internal parking area arrangement. For attendant - operated parking areas the acceptability of specifications other than those contained herein shall be determined by the City Manager's review of each proposed parking plan. These :• specifications shall supplement the off - street parking requirements of the Temple City zoning ordinance. All off - street parking areas shall comply with the provisions of the zoning ordin- ance and with these specifications. 3951. Definitions. Interior of parking area - means that portion of the total site exclusive of areas outside of required walls, and entrance and exit facilities. Off- street parking space or stall - a specific area of not less than one hundred and ninety (190) square feet, exclusive of driveways and aisles, with adequate ingress and egress, that is in- tended for the sole purpose of parking and storing motor vehicles. Off- Street .par in area - a group of off - street parking spaces with the necessary driveways and aisles to permit the entry and circulation of vehicles, whether such area is in the open or in a building. Aisle - that portion of the off- street parking area used exclusively for the maneuvering and circulation of vehicles and in which parking is prohibited. Unit Parking Depth - the least dimension, in feet, in which one aisle flanked by two rows or parking stalls may be placed. Parking Angle - the horizontal angle measured from a reference line, generally the property line or center line of aisles, at which vehicles are intended to be parked. Design Vehicle - a vehicle used for design purposes possessing the following dimensions and characteristics: Overall length 20' Overall width 6' - 6" Wheelbase 10' - 6" Front overhang 3" Rear overhang 4' - 6" Front and rear tread 5' Minimum turning radius, 13' - 8" inside rear wheel Minimum turning radius, outside 23' - 3" point, front bumper 460 Ord, 65 -153 Off - Street Parking 3952 Requirements , for Approval Of Parking Area Design Each proposed parking area shall be submitted as a plot plan. Seven (7) copies of the plot plan, together with seven (7) copies of the legal descriptions shall be submitted to the City Man- ager. Plot plans should be complete, and show the parking areas and landscaping exactly to scale. The scale of the plot plan should be noted on the plan, and shall never be less than 1 " =20'. The plot Man shall contain the following information: (a) North point and scale. (b) Owner or owner's name and current address (c) Address of subject property (d) Entire ownership of lot or parcel being developed (e) Zoning, setbacks and statement of use (f) All adjacent streets and allays (g) Sidewalks, curbs, gutters and street trees (h) Use and location of all existing and proposed build- ings, and structures (i) Dimensions and height of buildings in number of stories or feet, and total floor area (j) Completely dimensioned parking layouts (k) All proposed parking spaces shall be clearly marked (1) The type and thickness of paving to be used In addition to the foregoing, if property is intended to be used by, or to serve, industrial property, the following information shall also be given: (m) Maximum number of employees on largest shift (n) Number and type of company vehicles (o) Loading docks and doors on buildings, their location and access Plot plans for schools and churches and buildings used for public assembly shall have two (2) copies of the floor plans accomp- anying the plot plans. If residential units are involved, the total number of dwelling units shall also be indicated. 3953 DESIGN A. Required !a11s 1. Where a paring area in any zone has a property line common with property classified in any "R" zone, a masonry wall six (6) feet in height shall be established and maintained on all of such common property line to the rear of the rear line of the required front yard on the adjoining residentially zoned property. Any part of such wall located closer to the street than the rear line of the re- quired front yard on the adjoining residentially zoned property shall not be higher than forty (440) inches. 2. At the street ends of the parking facilities, and across the entire width of the parking facility except for entrance - exit lanes, there shall be an open -work wall maintained. Such wall shall be forty (40) inches in height, and the lower twenty (20) inches shall be solid masonry, and the upper twenty (20) inches shall be openwork as such term as set forth in the zoning ordinance. Such wall shall be set back from the street a distance not less than one- half of the depth of the required front yard on the adjoining resi- dentially-zoned property, but never less than seven and one -half (' -2)` feet measured from the property front line. B. Stall and Aisle Dimensions One -way aisles shall be at least twelve (12) feet wide and two -way aisles shall beat least twenty (20) feet wide, Layouts for angle parking shall use stall widths no less than nine and one -half (92) feet. If combinations other than those included in the tables are used, the proposed aisle and stall widths shall permit parking or un- parking the design vehicle in a single maneuver without encroaching on adjacent stalls. 461 Ord. 65 -153 Off- Street Parking C. Stall Markings and Bumpering Asphalt or concrete surfaced parking areas shall have park- ing stalls marked by surface paint lines or suitable substitute traffic marking material. Double side lines are required and the width of all stripinc shall not be less than three (3) inches. The required dimensions of parking stalls and double lines shall be meas- ured from center striping to center striping. If less than the full depth of the stall is painted, the combined stall depths and aisle width shall not be less than the appropriate unit parking depth in- dicated in Resolutions adopted as set forth in subparagraph H. All parking spaces, other than those which are parallel to the boundary of the parking lanes, or curb, shall be provided with a precast concrete wheel stop placed parallel to the boundary line of the parking lane in which they are located in accordance with dimen- sions shown in said Resolutions. Such wheel stops shall be of precast concrete and have a length not less than four (4) feet. Each wheel stop shall be anchored to the pavement in a manner approved by the City so as to prevent lateral movement. In dual use parking areas, such as permitted for churches and schools, wheel stops need not be installed provided any equipment intended for or used for recreational purposes in connection with the use of the parking area for play- ground purposes shall be removed when such parking area is to be used for parking purposes. Where a side property line of a parking area abuts upon a side street, the side yard required for the zone in which the parking area is located shall be observed. D. Grading, Drainage and Surfacing Off- Street parking areas shall be graded and provided with the necessary drainage: features to insure adequate drainage. Parking areas shall be paved or surfaced with material of a type and thick- ness approved by the City. Off- Street parking areas shall have surface courses conforming to these sections, or approved equals. An exception to these surfacing requirements may be made for certain uses that require infrequent and intermittent use of their parking facilities. included in this category are fairgrounds, sports stadiums, arenas, and other places of assembly. If events at these locations required the use of their parking areas fewer than thirty (30) days per year, than gravel or grass -sod covered parking areas or an approved equal covering may be substituted for the above -cited surface sections with the permission of the City. If events require the use of parking facilities more than thirty (30) days per year, parking area surfacesshail conform to the standards in said Resol- utions. Any portion of a day shall be considered as a parking day for these purposes. Consideration will be given to parking plans in which the basic parking area conforms to the standards in said Resol- utions and which include additional infrequently -used parking areas, as defined in this paragraph, that are covered by grass -sod or an approved substitute. E. Parking Area Layout Off- Street parking areas shall be designed to provide for the safe and convenient circulation of pedestrians and vehicle traffic within the parking area, and between the parking area and adjacent streets. The parking area shall be so arranged as to permit the internal circulation of vehicles between parking aisles without re- entering adjoining streets. Parking angles may be varied on diff- erent aisles within a single parking area to permit more efficient space utilization, provided the minimum component dimensions shall equal or exceed those indicated in said Resolutions. If dead -end aisles are used in the parking layout, they shall be considered as two - way aisles and shall be dimensioned accordingly 462 Ord. 65 -153 Off - Street Parking F. Illumination Any parking area located in an R -3 or R -4 Zone or in a commercial or industrial zone 'shall be illuminated to the City's speficiations, and any lights or illuminating fixtures on the pre- mises shall be so located as to shine away, as nearly as possible, from any residential property. G. Entrances and Exits To minimize conflicts with street traffic, parking area entrances and exits shall be well - delineated and as few in number as is practical for efficient operation. At corner locations, exits shall be at least thirty -five (35) feet from the property line on the street frontage on the approach side of the intersections. Single lane entrances and exits to and from parking area shall be at least fourteen (14) feet wide. A combined entrance -exit facility shall be not less than twenty -six (26) feet wide. In any zone, where access is required from a highway, pub- lic or private street to a garage, carport or parking space, that access must be paved with asphaltic or concrete surfacing as required by Section D of Section 3953 of this Code ;. H. City council may, by Resolution, establish by a sketch and diagram, the interpretation of provisions of these sections of the Municipal Code as to acceptable parking stall and aisle dimen- sions. 3954 LANDSCAPING A. Required Landscaping Where property used for off- street parking is required by the zoning ordinance or this ordinance to :maintain a front yard depth, or when any such area is provided whether required or not, the area constituting such depth shall be landscaped with grass, hardy ever- green shrubs or ground cover. Not less than two percent (2 %) of the area of a parking lot accommodating twenty -one (21) or more parking spaces shall be land - scaped and continuously maintained. Planting along the perimeter of a parking area and areas contained .;i in required open spaces at the street ends of parking fac i 1 i t i es4; whethe r for required screening or general beautification, may be :.considered as contributing to two percent (2 %) minimum landscaped area. The requirements of this paragraph :A shall not apply to parking areas provided to serve residential ly -used properties. B. Size and Location of : Planting Beds In complying with the two percent: (2 %) landscaping re- quirements, the planting beds must be distributed throughout the park- ing area as evenly as possible. Any plot plan which shows the entire two percent (2 %) landscaping in one large planting bed, concentrated on only one portion of the parking area may be cause for disapproval. Any unused space resulting f rpm, the design of the parking spaces may be used for planting purposes.. ., No plaiting bed shall have a width of less than three (3) feet. The plot plan shall show the planting beds drawn to scale and the plants within them clearly loc- ated and labeled. Where trees alone are used to provide the required land- scaping, with ground cover underneath, sixteen (16) square feet of area beneath each tree may be allocated: as contributing to the total landscaped area being provided. C. Choice of Plant Materials and Labeling In the interior of parking areas use trees wherever poss- ible, with ground cover and shrubs underneath. Ground covers alone are not acceptable. Where isolated trees are located in individual planting areas not exceeding forty -two square (L2) inches in size no ground cover is required. All plants must be evergreen unless there is a special problem involved. 463 1 1 1 Ord. 65-153 Off- Street Parking Plants selected for the design will be checked for suit- ability in regard to eventual size and spread, susceptibility to diseases and pests, and adaptability to existine soil and climatic conditions. To facilitate the processing of plot plans, a plant list should be prepared giving the botanical and common names of the plants to be used, the sizes to be planted, i.e. 1, 5, or 15- gallon contain- ers, the quantity of each, and, in some cases, the spacing. The plants should be listed alphabetically and assigned key numbers to be used in locating the plants on the plan (see Resolution adopted pursuant to Section I V I-I thereof.) The plantings constituting the landscaping shall be planted according to accepted practice in good soil, irrigated as necessary and maintained in good condition at all times. Such planting shall be planted as a yard improvement at or before the time of the complet- ion of the surfacing of the parking area, or within a reasonable time thereafter, giving due consideration to planting conditions, and shall be installed and maintained at the expense of the owner or leassee of such area. Trees shall be kept trimmed to the trunk below the height of seven (7) feet measured from the highest surface under the tree, and any bushes contained in such area shall not exceed a hieght of forty (40) inches. D. Watering System The plot plan must show a satisfactory method of irrigating all planted areas. This shall be by a permanent water system. Con- sideration in laying out these systems should be meter water pressure, pipe size and length, type of heads (sprinkler, bubbler or rainbird.)
