There being no further business Council adjourrid subject to the call of the Mayor. Clerk Council. Savannah Beach, Tybee Island., Ga. December 17th, 1946. The regular meeting of Town Council was held today at 3 :00 P.M., in the Council Room, and was attended by Mayor Dutton, who presided, and Councilmen Slotin, Peters, Farrell, Lovell and Town Attorney Alexander. The minutes of the meeting of November 14th were read and adopted. A committee consisting of Messrs. C.M. Tarzwell, W. A. Jennings, W. W. Edwards, L. P. Wilhelm, Joseph Morrossow and Carl R. Yagle appeared before Council in the interest of beach protect- ion in front of the old Fort Screven Reservation and presented a petition from the property owners and residents of that section. Dr. Tarzwell stated that the Fort Screven Community Club became interested in the bad condition of the seawall and Mr. Rhodes of the Engineers office had been contacted who stated that the sea- wall should be repaired and also the groins. The Engineering firm of Hutton and Thomas also stated that the conditions existing should be corrected at once, Dr. Tarzwell stated that public prop- erty is also in danger, he had contacted the Fort Screven Develop- ment Dompany and they were willing to give a strip of land 6o feet wide adjacent to the seawall to the Town, he also stated that a part of the area in which the seawall is located is owned by the Coast Guard. The Mayor stated that he had contacted Col. Hale in Washington and was advised by him to request an engineer cooperative study and that the municipality would pay half of the cost of this work, after some discussion Dr. Tarzwell asked for an opinion from Council and especially so as to the acquiring of land, Councilman Biotin stated that the work required would cost a great deal of money and that the Town could not undertake it without government aid. Councilman Lovell stated that the cost would be great and he didn't know from where the Town could get the money, Mr. Yagle asked an expression from Council, Councilmen Slotin said that he was in favor of having the work done but not taking over private property unless help could be gotten from other sources, The Mayor informed the Committee that Council would give it im- mediate attention after which the Committee was excused. Council- man peters moved that the matter be referred to the Town Attorney to study the law on the subject and report back, Councilman Lovell seconded and the motion passed. 1 1 1 Mr. William J. Lynch presented a new map of the Camp Hammock in Ward One owned by the Town, Councilman Slotin moved that it be approved and the tracing placed on record, Council - man Peter* seconded and the motion passed. Mr. Lynch presented plans of the proposed new public rest rooms, Councilman Slotin moved that specifications, etc., be drawn. Councilman Peters moved that the Mayor be authorized to appoint a committee to Award the contract and get the work started, Councilman Lovell seconded and the motion passed. The Mayor appointed a committee consisting of Councilmen Slotin, Lovell and Town Attorney Alexander. Wiedeman and Singleton presented a bill for 1,050.00 as a balance due fro engineering services in Venetian Terrace and also for the Sewerage System, Councilman Slotin moved that it be paid, Councilman Peters seconded and the motion passed. Attention was called to the number of electric motors that are used in the pumping stations that have had to be repaired, Councilman Slotin moved that Wiedeman and Singleton be requested to advise what could be causing this condition to happen so often, Councilman Lovell seconded and the motion passed. Councilman Slotin moved that bills for the month of November amounting to $2,356.14 he paid, Councilman Peters second- ed and the motion passed. Councilman Slotin moved that those property owners in Fort Screven who had paid $70.00 on their stubbing fee instead of $50,00 be fefunded the difference. Councilman Farrell seconded and the motion passed. Councilman Slotin moved that the iron railing on the board walk at the south end be repaired and painted, Councilman Peters seconded and the motion passed. Councilman Slotin stated that he had had Mr. Reed as- certain what the cost would be to erect substantial ramps on the seawall and Mr. Reed reported that they would cost approximately $2,600.00 a piece. Councilman Slotin moved that that the bill of the Cleary Motorcycle Company for 045.35 and the bill of Dr. L. J. Rabhan for *52.00 for services rendered in connection with the accident of officer McCutchen in June, 1946 be paid, Councilman Farrell second- ed and the motion passed. The Mayor informed Council of the request of quite a number of residents of the island for the services of a doctor, at the present time a doctor, M. L. Willoughby, is residing here and it is possible that his services could be obtained, he appointed a committee consisting of Councilman Farrell, J. Gordon Miller and Mrs. Estelle McMillan to contact Dr. Willoughby and endeavor to work out some plan with him. 23 24 The Savannah Beach Chamber of Commerce advised of the closing of the Beach Theatre due to lack of patronage and wanted the Town to underwrite part of the cost to keep it.open. The matter was referred to the Town Attorney to handle. Councilman Slotin moved that the Savannah Beach Fire Department be donated $15.00 in connection with their oyster roast, Councilman Peters seconded and the motion passed. The Mayor informed Council that he had a letter from the Savannah Beach Chamber of Commerce informing him of the efficient work done by the J. B. Pound Hotel interests in ridding the Hotel Oglethorpe and DeSoto Beach Hotel of the fly and mosquito nuisance by spraying with D.D.T., that Mr. Day and Mr. Kempker offered their services if the Town was interested. The matter was referred to the Mayor for further study. The Mayor informed Council that in connection with the bad conditions existing at the school that Mr. Alexander and him- self had met with the Board of Education and hed gotten results as they agreed to put in new flooring, new plumbing, etc., at once. George Thomas petitioned that his liquor license author- izing him to operate in the location at the 8eabreeze Hotel be transferred to John Gannem at the same location. Councilman Peters moved that this be done subject to the payment of $25.00 required for the transferring of a whiskey license, Councilman Lovell seconded and the motion passed. Mr. E. J. Solomon informed Council that the Volunteer firemen had painted the fire station in Fort Screven and had spent some of their own money to buy paint, etc., and asked that they be reimbursed. Councilman Peters moved that $50.00 be appropriated towards this work, Councilman Slotin seconded and the motion passed. Mr. Solomon also stated that it was planned to have a bonfire on New year's Eve and asked Councils approval stating that several other groups had also planned bonfires. It was the opinion of Council that the fire should be held in one location and instructed Mr. Solomon, as Fire Chief, to designate the locat- ion. R. A. Stewart made a request for a refund of $50.00 paid by him for a stubbing fee to his property in the Camp Hammock due to there being no sanitary sewer facilities there at this time. Councilman Farrell moved that the refund be granted, Councilman Peters seconded and the motion passed. Mr. James Blair, Jr. requested permission to erect a sign at First Street and Jones Avenue. Referred to the Town Attorney. There being a number of property owners protesting against connecting up to the Sewerage System by January 31st due to prevailing abnormal conditions Councilman Slotin moved 1 1 1 25 that the Ordinance be amended extending the time limit to May lst, 1947. Councilman Peters seconded and the motion passed. AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO REQUIRE THE OWNERS OF PROPERTY IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, TO CONNECT PLUMBING FIXTURES ON THEIR PROPERTY WITH THE SANITARY SEWERAGE SYSTEM NOT LATER THAN APRIL 30TH, 1945, AND TO PROVIDE THAT SAID FIXTURES SHALL BE CONNECTED WHEN PROPERTY OWNERS ARE NOTIFIED BY THE PLUMBING INSPECTOR THAT SAID FIXTURES ARE UNSANITARY, AND TO PROVIDE A PENALTY FOR THE FAILURE TO DO S0; AND FOR OTH "R PURPOSES". SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in council assem- bled, and it is hereby ordained by the authority of the same that an ordinance adopted by said Mayor and Councilmen entitled "An Ordin- ance to Require the Owners of Property in the Town of Savannah Beach, Tybee Island, Georgia, to connect plumbing fixtures on their property with the "sanitary sewerage system not later than April 30th, 1945, and to provide that said fixtures shall be connected immediately when property owners are notified by the plumbing inspector failure to do so, and for rather purposes ", be and the same is hereby,amended by striking therefrom the phrase "on or before the thirty first (31st) day of January, 19+7" and inserting in lieu thereof the phrase "on or before the thlrieti'. (30th) day of April, 19.7 ", so that said section shall read as follows;- "SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by authority of the same, that all owners of real property within the limits of said Town shall on or before the k t in eth . .: ( 30th) d.ay of April, 1947, connect, or cause to be connected , all plumbing fixtures located on the real estate owned by him or them with the sanitary sewerage system in said Town; provided that this require- ment shall not apply to outside showers or hydrants on said property." SECTION 2. All ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repealed. The Mayor informed Council that the Fire Department is asking for two men and asked the question does the Town need a full time man. Mr. Solomon stated that he was trying to work out a plan that the Town could stand, it was decided that Mr. Solomon work out a plan Of empioying'one man and report to the Mayor. • A request from the residents on Fourth Avenue between Twelfth and Thirteenth Streets for a street light in that area was referred to Councilman Lovell. Councilman Siotin moved that the annual gift of cigarettes, 26 etc., forthe guards and prisoners at the convict camp be author- ized, Councilman Lovell seconded and the motion passed. Attention was called to the Department of Vocational Services that will furnish on the job pay to ex-service men in connection with their present podtion who are employed by the Town. The matter was referred to the chairman of the Police committee. A letter was read from Mr. Edgar Well requesting that the streets in the vicinity of his property be repaired. Referred to Councilman Farrell. Councilman Farrell moved that a contract be entered into with Edmund J. Solomon to install the plumbing and sprinkler sys- tem and the drinking fountain in the public park for a considera- tion of $1,020.00, he being the low bidder. Councilman Slotin seconded and the motion passed. Councilman Slotin moved that the following resolution be adopted, Councilman Lovell seconded and the motion passed. A RESOLUTION WHEREAS, it has come to the attention of the Mayor and Councilmen of the Town of Savannah Beach that the United States Engineer Office in Savannah has published a notice dated Dec- ember 13th, 1946, to the effect that the War Department is plann- ing to issue special regulations for the operation of drawbridges on U. S. Route 80 over Wilmington River, Turner's Creek, Bull River and Lazaretto Creek, the details being set forth in said notice; AND, WHEREAS in the opinion of the Mayor and Councilmen of Savannah Beach the proposed regulations will be of great benefit to persons living at Savannah Beach and traveling between Savannah and Savannah Beach, and will result in materially speeding up auto- mobile traffic on said. Route; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, in Council assembled, that the War Department be urged to adopt the regulations as set forth in said notice. BE IT FURTHER RESOLVED that the views of the Mayor and Councilmen be communicated to the War Department on this matter, as suggested in said notice, by forwarding a copy of this resolu- tion to the United States Engineer et Savannah, Georgia. A letter was read from Mr. E. A. McWhorter, attorney for G. F. Garis, Jr. claiming damages to the automobile of Mr. Garis and injuries to some of the passangers in the car.
