SPECIAL MEETING MINUTES
January 16, 2018
Item #1. CALL TO ORDER
The City Council of the City of Lynwood met in a .special meeting in the Council
Chambers, 11350 Bullis Road, Lynwood, CA on the above date at 6:00 p.m.
Mayor Solache presiding.
Item #2. CERTIFICATION OF AGENDA POSTING BY CITY CLERK
City Clerk Quinonez announced the agenda had been duly posted in accordance with
the Brown Act.
Item #3. ROLL CALL OF COUNCIL MEMBERS
PRESENT: COUNCIL MEMBERS ALATORRE, CASTRO, ' SANTILLAN-BEAS
MAYOR PRO TEM HERNANDEZ AND MAYOR SOLACHE
STAFF PRESENT: City Manager Martinez, City Attorney Tapia, City Treasurer
Camacho and City Clerk Quinonez
Item #4 PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by the Lynwood Sheriff's Explorers.
Item #5. INVOCATION
The invocation was offered by City Clerk Quinonez.
Item #6. PRESENTATIONS/PROCLAMATIONS
Mayor Solache acknowledged representatives from Assembly Member Anthony
Rendon, Congresswomen Nanette Barragan, and State Senator Ricardo Lara.
• Sheriff Captain Carter — Update on Law Enforcement Issues
Lieutenant Holguin thanked the City Council for their invitation to the Clergy Breakfast.
Lieutenant Holguin reported on his visit to Lincoln Elementary where general law
enforcement question were addressed and announced the upcoming open enrollment
to the community academy.
Gabriela Sids provided an overview to the City Council on a few
accomplishments from Nanette Barragan's Office.

Adrian Landan from Assembly Member Anthony Rendon's office announced
upcoming events.
Tania Martin provided reports to the City Council on behalf of Senator Ricardo
Lara.
• City Council Members Reporting on Meetings Attended
(Gov. Code Section 53232.3 (D)).
Council Member Alatorre reported on meeting with the Council of Governments and the
1-710 committee since his reappointment. He requested the City Clerk ensure the
various organizations are officially notified for voting purposes.
Item #7. COUNCIL RECESS TO:
LYNWOOD PUBLIC FINANCING AUTHORITY
MOTION: It was moved by Council Member Castro, seconded by Council Member
Alatorre to recess to the Lynwood Housing Authority at 6:14 p.m. Motion carried by
unanimous consent.
CITY OF LYNWOOD AS THE SUCCESSOR AGENCY TO THE
REDEVELOPMENT
MOTION: It was moved by Council Member Castro, seconded by Council Member
Santillan-Beas to recess to the City of Lynwood as the Successor Agency to the
Lynwood Redevelopment Agency at 6:16 p.m. Motion carried by unanimous consent.
The City Council reconvened to the special City Council meeting at 6:20 p.m.
PUBLIC ORAL COMMUNICATIONS
(Regarding Agenda Items Only)
Erin Pearl representative from AFSME wished the City Council a Happy New Year in
their new Council Chambers and spoke on the desire to employ a new HR Director in
relation to Item No. 12.
Ivon Gonzalez spoke on street sweeping concerns.
Paulette Bradley spoke on. the effectiveness of staff in addressing a concern near her
home.
Anna Maria Barraza spoke on parking issues.
Commissioner Julian del Real Calleros expressed concerns pertaining to the
intersection of Carlin Avenue and Atlantic.

Maria Viera stated commented on the promises candidates make during their
campaigns and reminded the City Council to work for the community.
Ilu Johnson wished the City Council a Happy New Year and commented on city
improvements.
CITY COUNCIL ORALS AND WRITTEN COMMUNICATION
Council Member Alatorre expressed his concerns relating to state funding not reaching
small businesses and requested his comments be delivered to Senator Lara's office in
order to address the issues.
Council Member Castro requested City Manager provide a list of all projects for all
departments with a specific funding allocation and their current status. Council Member
Castro also requested staff present an item on the February 6 meeting to address street
sweeping parking and to locate the ordinance/resolution that pertains to the spirit of the
law. Council Member Castro recommended officers drive in front of the street sweeper
rather than behind to avoid damage to the vehicles.
Mayor Pro Tem Hernandez also spoke on the street sweeping parking issue as well as
the lack of parking near businesses. Mayor Pro Tem Hernandez stated that patrons
become discouraged to shop in the City of Lynwood when there is no parking available.
Mayor Solache stated all options would be considered at the next City Council meeting
including the reduction of cost for street sweeping citations. The Mayor announced that
the Long Beach Boulevard was moving forward and thanked the Public Works staff
during the rainy days. Mayor Solache encouraged residents to join the weight loss
challenge commencing this Saturday.
City Clerk Quinonez provided the City Council with a report of staff research pertaining to
the spirit of the law.
The City Council stated that the spirit of the law was an administrative action enforced by
the previous City Manager and parking enforcement should be able to locate that policy.
The Mayor requested a cost estimate to replace signage be included in the upcoming
staff report.
PUBLIC HEARING
Item #8. EXTENSION OF INTERIM URGENCY ORDINANCE NO. 1706
IMPOSING A CITYWIDE MORATORIUM ON THE ESTABLISHMENT OF
OPERATION OF COMMERCIAL/NON-MEDICINAURECREATIONAL
MARIJUANA AND CANNABIS DISPENDARIES
City Attorney Tapia introduced the item.
MOTION: It was moved by Council Member Castro, seconded by Council Member
Castro to open the public hearing. Motion carried by unanimous consent.

Maria Viera inquired why the extension of the moratorium expired in 10 months.
Brenda Rivera question why this .ordinance was effective for 10 months and the
reasoning for limiting the time of enforcement.
MOTION: It was moved by Council member Castro, seconded by Council Member
Alatorre to close the public hearing. The motion was approved by unanimous consent.
City Attorney Tapia sated that the government code only allows the city to extend the
moratorium for ten months and fifteen days.
Mayor Solache inquired whether a permanent ordinance was possible.
City Attorney Tapia stated that the City could adopt a permanent ordinance revising
current ruled on this matter; however, if the moratorium was extended, it would place a
freeze on activity allowing the City additional time to consider a solution.
Mayor Pro Tem Hernandez inquired whether previous moratoriums have been
approved relating to this item.
City Attorney Tapia stated that an ordinance is in place to prohibit medicinal
dispensaries in the city.
Council Member Castro requested City Attorney Tapia search an approved ordinance
addressing recreational dispensaries.
Further discussion was held amongst staff and City Council regarding this topic.
MOTION: It was moved by Mayor Solache, seconded by Council Member Alatorre to
approve staffs recommendation.

Item #12. DIRECTOR OF HUMAN RESOURCES & RISK MANAGEMENT -
RECOMMENDED APPROVAL OF EMPLOYMENT AGREEMENT (pulled)
Council Member Castro expressed concerns to hire prior to a midyear budget review, a
possible reorganization, and personnel issues.
Council Member Alatorre spoke in favor of hiring an HR director.
Assistant City Manager/Finance Director Jose Ometeotl addressed the City Councils
concerns and introduced the candidate to answer any questions.
Cynthia Stafford provided a brief description of her employment history and expertise.

MOTION: It was moved by Council Member Santillan-Beas, seconded by Council
Member Alatorre approve staff's recommendation.
SUBSITUTE MOTION: It was moved by Council Member Castro, seconded by Mayor
Pro Tem Hernandez to table the item.
Council Member Castro withdrew the substitute motion. The following roll call vote is to
approve staffs recommendation (initial motion):

Council Member Castro appointed Ms. Paulette A. Bradley to the Citizen Oversight
Committee and mentioned Ms. Bradley's input was necessary to address senior
citizens' concerns.
This item was approved by unanimous consent.
Item #15. REQUEST FOR USE OF BATEMAN HALL AND AN EVENT
PARTNERSHIP FOR THE ANNUAL -BLACK HISTORY MONTH GOSPEL
BRUNCH BY THE OFFICE OF STATE SENATOR LARA
MOTION: It was moved by Council Member Castro, seconded by Council Member
Santillan-Beas to approve staff's recommendation.
