CALL TO ORDER Mayor Man called the City Council Regular Meeting to order at 7:38 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man Councilmember — None City Manager Cook, City Attorney Murphy, City Clerk Kuo, Administrative Services Director Paragas, and Community Development Director Reimers 3. INVOCATION — Mayor Man provided the invocation. 4. PLEDGE OF ALLEGIANCE — Troop 181 Girls BSA Troop led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION — None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 7. CONSENT CALENDAR Mayor Man pulled Item 7B for further discussion. Mayor Pro Tem Chavez made a motion to approve the remainder of the Consent Calendar Items. Seconded by Councilmember Sternquist and approved by the following votes: AYES: NOES: ABSTAINED: ABSENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man Councilmember — None Councilmember — None Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of March 7, 2023. City Council Minutes March 21, 2023 Page 2 of 8 Action: 1. Approved the Minutes of the City Council Meeting; and 2. Found that approval of the City Council Minutes is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required. C. 2022 MID-CENTURY GENERAL PLAN ANNUAL PROGRESS REPORT Based on the Implementation Program and pursuant to Government Code 65400, City Council is requested to approve the annual report on the implementation of the general plan. Action: 1. Received the 2022 General Plan Annual Progress Report; 2. Found the annual report exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15306 (Information Collection) of the California CEQA Guidelines; and 3. Approved the annual report and direct staff to file the annual report with the Office of Planning and Research and the Department of Housing and Community Development. D. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: 1. Received and filed; and 2. Found that receiving and filing the Visa Card Report is exempt from review under the California Environmental Quality Act (CEQA) per Section 15061(b)(3). E. ADOPTION OF RESOLUTION NO. 23-5660 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 The City Council is requested to adopt Resolution No. 23-5660 authorizing the payment of bills. Action: City Council Minutes March 21, 2023 Page 3 of 8 1. Adopted Resolution No. 23-5660; and 2. Found that adoption of the resolution authorizing the payment of bills is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required. Mayor Man pulled Consent Calendar Item 7B for discussion. B. ADOPTION OF RESOLUTION NO. 23-5661 CONFIRMING MAYOR'S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS Councilmembers are appointed as delegates and alternates to other agencies or organizations to attend regularly scheduled meetings to discuss and make recommendations regarding issues that may affect cities in the Los Angeles County. Mayor Man pulled this item to change the Councilmember Alternate for Los Angeles County Sanitation District to Councilmember Sternquist. City Council did not have any comments or questions. Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public comment. Mayor Pro Tem Chavez made a motion to: 1. Adopt Resolution No. 23-5661 (Attachment "A") confirming Mayor's appointment of Councilmembers to serve as delegates and alternates to other agencies or organizations; and 2. Find that approval of the Mayor's appointment of Councilmembers to serve as delegate and alternate to other governmental agencies or community organizations is not a "Project" as defined under Section 15378 of the Califomia Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required. PUBLIC HEARING — NONE City Council Minutes March 21, 2023 Page 4of8 9. UNFINISHED BUSINESS — NONE 10. NEW BUSINESS A. CONSIDERATION AND APPROVAL OF AN AGREEMENT WITH FLOCK GROUP INC. FOR AN AUTOMATED LICENSE PLATE READER (ALPR) CAMERA SUBSCRIPTION City Council is requested to consider the approval of an agreement for automated license plate reader camera subscription to maximize the exposure and effectiveness of the City's existing vehicle mounted automated license plate reader cameras on two Sheriffs Department patrol vehicles. City Manager Cook provided an introduction to the automated license plate reader camera subscription and provided a summary of the staff report. City Council made comments and asked questions regarding the automated license plate reader camera subscription. Sergeant Rob Leyba answered City Council question regarding the types of alerts provided by the Flock alert system. Mayor Man opened public comment. Jerry Jambazian, Temple City business owner, asked question regarding the Flock cameras and how patrol cars are alerted. Hearing no further request to speak, Mayor Man closed public comment. City Council made final comments regarding the automated license plate reader camera subscription. Mayor Pro Tem Chavez made a motion to: 1. Approve the services agreement (Attachment "A") with Flock Group Inc. (Flock Safety) for 10 automated license plate reader (ALPR) camera subscriptions in the amount of $28,500.00 for the first year and $25,500 for the second year; 2. Authorize the City Manager to sign and execute the agreement; 3. Authorize a budget amendment of $28,500 in the General Fund for Fiscal Year 2022-23; and 4. Find that approval of the agreement and subscription service with Flock Group Inc. is not a "Project" as defined under Section 15378 of the California City Council Minutes March 21, 2023 Page 5 of 8 OEM Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember— None ABSTAINED: Councilmember— None ABSENT: Councilmember — None B. FISCAL YEAR (FY) 2022-2023 MID -YEAR FINANCIAL REVIEW, TREASURER'S REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY REPORTS AND BUDGET AMENDMENT The City Council is requested to receive an update of revenue and expense information of the City's overall financial condition and approve adjustments needed to align the City's revenue resources with the cost of providing services. City Manager Cook provided an introduction of the mid -year financial report. Administrative Services Director Paragas provided a summary of the staff report. City Council made comments and asked questions regarding the mid -year financial review. Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public comment. Mayor Man made final comments regarding the mid -year financial reports. Councilmember Yu made a motion to: 1. Receive the Fiscal Year 2022-2023 (FY22-23) Mid -Year Financial Review and related reports; 2. Approve and authorize staff to revise revenue and expenditure estimates as indicated in Attachment "A"; and 3. Find that the Mid -Year Financial review is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required. UPDATE FROM CITY MANAGER A. Lower Azusa and Santa Anita Street Rehabilitation and Funding Update City Manager Cook reported on the city's investment strategy and how the investments are diversified. Mayor Pro Tem Chavez left the meeting at 8:49 p.m. and returned at 8:50 p.m. City Manager Cook shared that the City's consultant for the parks playground design will be reaching out to the public for input at the upcoming Easter event. He informed Council of the funding source for Lower Azusa and Santa Anita Street Rehabilitation projects. 12. UPDATE FROM CITY ATTORNEY City Attorney Murphy reported that the Los Angeles County Supervisors discussed the eviction moratorium. The City Attorney's office will bring back more information at a future meeting. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS Mayor Man established the Commissioner Recruitment Ad Hoc Committee and appointed Mayor Pro Tem Chavez and Councilmember Vizcarra. A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Councilmember Man and Councilmember Chavez) — Formed 1/3/2012 No report. B. AUDIT STANDING COMMITTEE (Councilmember Chavez and Councilmember Yu) — Formed 7/15/2014 No report. C. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Councilmember Man) — Formed 4/4/2017 No report. D. PRIMROSE PARK ART ELEMENT AD HOC (Councilmember Vizcarra and Councilmember Yu) — Formed 5/19/20 City Council Minutes March 21, 2023 Page 7 of 8 Councilmember Vizcarra and Councilmember Yu reported that the ad hoc committee discussed the tile murals art project and the benches. E. CITY BASED HOMELESS PLAN STANDING COMMITTEE (Councilmember Vizcarra and Mayor Sternquist) — Formed 3/16/21 No report. F. FUTURE DEVELOPMENT OF CITY PROPERTY AT 9050 LAS TUNAS DRIVE (Mayor Pro Tem Man and Mayor Sternquist) — Formed 5/17/22 No report. 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER STERNQUIST — None B. COUNCILMEMBER VIZCARRA — commented on Deputy transfers. He had a meeting with ALAC regarding the new policy to transfer Deputies among the different stations due to concerns of deputy gangs at the different stations. City Manager Cook briefly commented on the Civilian Oversight Board regarding Deputy gangs. C. COUNCILMEMBER YU — None D. MAYOR PRO TEM CHAVEZ — asked questions regarding the status of the artwork along Las Tunas Drive. E. MAYOR MAN — expressed appreciation to Assemblymember Mike Fong for posting about Temple City events on his webpage and recognizing many women of impact in District 49 including Emperor Principal Myra Ruedel during his Women of Impact Award. He shared that he was a speaker for Assemblymember Fong's Young Leader Program workshop this past weekend and provided a tour of City Hall. He also reported on his meeting with the new Chamber of Commerce Director. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA None 16.
