CALL TO ORDER Mayor Sternquist called the City Council Special Meeting to order at 7:05 a.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Chavez, Vizcarra, Man, Sternquist ABSENT: Councilmember — Yu ALSO PRESENT: City Manager Cook and Public Safety Supervisor Ariizumi Captain Reyes, Deputy Anchondo, Deputy Bui and Deputy Lam Councilmember Chavez made a motion to excuse Councilmember Yu, seconded by Councilmember Vizcarra. 3. PUBLIC COMMENTS Angela, Temple City resident, reported a possible gambling house in her neighborhood. 4. UNFINISHED BUSINESS — None 5. NEW BUSINESS — None 6. COMMUNICATIONS A. QUALITY OF LIFE Deputy Lam gave an overview of the sex offender registrants, parolees, and probationers in the City from January 1, 2023 to January 31, 2023. B. OPERATIONS Deputy Lam provided an update regarding arrests and operations in the City from January 1, 2023 to January 31, 2023. C. CRIME TRENDS City Council Meeting Minutes February 22, 2023 Page 2 of 3 Deputy Lam provided an overview of crime trends in neighboring cities affecting Temple City from January 1, 2023 to January 31, 2023. D. NOTABLE ARRESTS Deputy Lam provided an overview of notable arrests made in the City from January 1, 2023 to January 31, 2023. E. CRIME STATISTICS Deputy Lam provided an overview of the crime statistics from January 1, 2023 to January 31, 2023. F. TRAFFIC ISSUES Deputy Lam provided an overview of the traffic issues from January 1, 2023 to January 31, 2023. G. TRAFFIC STATISTICS Deputy Lam provided an overview of the traffic statistics from January 1, 2023 to January 31, 2023. H. SPECIAL ASSIGNMENT TEAM ACTIVITIES Deputy Lam provided an update on the special assignment team activities. H. PUBLIC OUTREACH / EVENTS Deputy Lam reported on the public outreach conducted by the special assignment team. J. UPCOMING EVENTS FOR MARCH 2023 Deputy Lam announced upcoming meetings and events that will be conducted in the City. City Council directed staff to schedule a joint meeting between the city, school district, County Supervisor Barger, and Sheriff's department for a discussion regarding a School Resource Officer for the high school. Mayor Pro Tern Man left the meeting at 7:46 p.m. 7. PUBLIC COMMENTS City Council Meeting Minutes February 22, 2023 Page 3 of 3 Bob Huson, Temple City resident, spoke in favor of a School Resource Officer at Temple City High School. Jerry Jambazian, Temple City business owner, shared that La Canada High School has a School Resource Officer and spoke in favor of one for Temple City High School. He requested traffic enforcement on Las Tunas Drive for speeding vehicles and asked Council to consider hosting a business townhall meeting. 8.
