REGULAR MEETING MINUTES
MARCH 7, 2023
1. CALL TO ORDER
Mayor Sternquist called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

3. INVOCATION — Mayor Stemquist provided the invocation.
4. PLEDGE OF ALLEGIANCE — Boy Scout Troop 161 led the pledge of allegiance.
5. CEREMONIAL — PRESENTATION
A. CITY COUNCIL REORGANIZATION
1) Remarks by Mayor Sternquist — Mayor Sternquist thanked her colleagues, family,
staff, and the community for their support during her term as Mayor.
2) Presentation to Mayor Sternquist by Mayor Pro Tem Man — On behalf of the City
Council, Mayor Pro Tem Man presented outgoing Mayor Sternquist with a token
of appreciation.
3) Presentation to Mayor Pro Tem Man by Mayor Sternquist — On behalf of the City
Council, Mayor Sternquist presented outgoing Mayor Pro Tem Man with a token
of appreciation.
4) City Clerk calls for nominations for the seat of Mayor
City Clerk Kuo called for nomination for the seat of new Mayor.
Councilmember Yu nominated Mayor Pro Tem Man for the seat of Mayor,
seconded by Councilmember Vizcarra. There were no further nominations.

Mayor Pro Tem Man was appointed Mayor by unanimous consent.
5) Newly seated Mayor calls for nominations for the seat of new Mayor Pro Tem
Mayor Man called for nominations for the seat of Mayor Pro Tem.
Councilmember Vizcarra nominated Councilmember Chavez, seconded by
Councilmember Yu. There were no further nominations.
Councilmember Chavez was appointed Mayor Pro Tem by unanimous consent.
6) Presentation to newly seated Mayor by outgoing Mayor Sternquist — On behalf of
the City Council, outgoing Mayor Sternquist presented a meeting gavel to Mayor
Man.
A ceremonial oath of office was administered to Mayor Man by his father.
7) Presentation to newly seated Mayor Pro Tem by new Mayor — On behalf of the
City Council, Mayor Man presented a token of congratulations to Mayor Pro Tem
Chavez.
8) Councilmember Comments
Councilmember Vizcarra thanked Mayor Pro Tem Chavez for accepting the
nomination to serve as Mayor Pro Tem and congratulated him on his
appointment.
Councilmember Yu thanked outgoing Mayor Sternquist and Mayor Pro Tem Man
for the duties they carried out this past year and he is looking forward to working
with Mayor Man and Mayor Pro Tem Chavez.
Mayor Pro Tem Chavez thanked outgoing Mayor Sternquist and outgoing Mayor
Pro Tem Man for their work this past year. He thanked Councilmember Vizcarra
for nominating him to the seat of Mayor Pro Tem. He is looking forward to
working with Mayor Man. He recognized Councilmember Yu for his contribution
to the city this past year.
9) Newly seated Mayor Remarks
Mayor Man thanked his father for administering his ceremonial oath of office and
credits his parents for teaching him about public service. He thanked his family
for their support during his term as councilmember. He thanked outgoing Mayor
Sternquist, fellow Councilmembers, his family, friends, and the community for
their support. He looks forward to working with his fellow councilmembers, the
community, and city staff for the upcoming year.

Mayor Man invited elected officials and their representatives to make remarks:
Maile Plan, Senior Field Representative for Congressmember Judy Chu, Marco
Lundgren, District Representative for Senator Anthony Portantino, Cassandra
Carmona, Field Representative for Assemblymember Mike Fong, Tiffany Tran,
Assistant Field Deputy for Supervisor Kathryn Barger made comments and
presented certificates to outgoing Mayor Sternquist and Mayor Pro Tem Man.
Mayor Man thanked cities of Arcadia, Monrovia, Rosemead, and San Gabriel for
recognizing outgoing Mayor and Mayor Pro Tem with a certificate.

7. CONSENT CALENDAR
Councilmember Yu made a motion to approve the consent calendar items.
Seconded by Councilmember Vizcarra and approved by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. The Minutes of the Special City Council Meeting of February 21, 2023;
2. The Minutes of the Regular City Council Meeting of February 21, 2023; and
3. The Minutes of the Special City Council Meeting of February 22, 2023.
Action:
1. Approved the Minutes of the City Council Meetings; and
2. Found that approval of the City Council Minutes is not a "Project" as defined
under Section 15378 of the California Environmental Quality Act State
Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no
environmental review is required.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file the actions of the Planning
Commission Regular Meeting of January 24, 2023.

1. Received and filed the Planning Commission Actions; and
2. Found that approval of the Commission Actions is not a "Project" as defined
under Section 15378 of the California Environmental Quality Act State
Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no
environmental review is required.
C. REQUEST FOR TEMPORARY STREET CLOSURE ON BROADWAY FOR THE
ARCHDIOCESAN EUCHARISTIC PROCESSION
The City received a request from the Archdiocese of Los Angeles, asking to use
Broadway for a Eucharistic procession from the San Gabriel Mission to St. Luke
Church.
Action:
1. Approved the temporary street closure on Broadway between Muscatel
Avenue and Cloverly Avenue on March 25, 2023, from 10:00 a.m. to 12:30
p.m. for the Archdiocesan Eucharistic Procession; and
2. Found that approval of the temporary street closure is not a "Project" as
defined under Section 15378 of the California Environmental Quality Act State
Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no
environmental review is required.
D. FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 82843, A FIVE -
UNIT CONDOMINIUM DEVELOPMENT AT 5826 CLOVERLY AVENUE
City Council approval of the final map will allow the developer to obtain the building
permits and start the construction of the five condominium dwelling units.
Action:
1. Reviewed and approved the final subdivision map for Tract Map No. 82843
(Attachment "A");
2. Authorized the City Clerk to certify Tract Map No. 82843; and
3. Found that approval of the subdivision map is exempt from review under the
California Environmental Quality Act (CEQA) pursuant to CEQA Guideline
15061(b)(3).
E. SECOND READING OF ORDINANCE NO. 23-1069, SERIES C CODE
AMENDMENTS OF TITLE 9 (ZONING REGULATIONS), CHAPTER 1 (ZONING
CODE) AND ADOPTION OF RESOLUTION NO. 23-5653 AMENDING THE
GENERAL PLAN LAND USE ELEMENT TO CLARIFY MIXED -USE AND
RESIDENTIAL DENSITIES

The City Council is requested to adopt the proposed Ordinance, Series C Code
Amendments of Title 9 (Zoning Regulations), Chapter 1 (Zoning Code) and adopt
a resolution to amend the General Plan Land Use Element.
Action:
1. Adopted Ordinance No. 23-1069 (Attachment "A") updating Title 9 of the
Temple City Municipal Code and waive further reading;
2. Adopted Resolution No. 23-5653 (Attachment "B"), amendments to the
General Plan Land Use Element to Clarify Mixed -Use and Residential
Densities; and
3. Found that the project is exempt from further environmental review pursuant to
Sections 15061(b)(3) and 15378 of the California Environmental Quality Act
(CEQA) Guidelines.
F. ADOPTION OF RESOLUTION NO. 23-5659 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2022-23
The City Council is requested to adopt Resolution No. 23-5659 authorizing the
payment of bills.
Action:
1. Adopted Resolution No. 23-5659; and
2. Found that adoption of the resolution authorizing the payment of bills is not a
"Project" as defined under Section 15378 of the California Environmental
Quality Act State Guidelines; therefore, pursuant to State Guidelines Section
15060(c)(3) no environmental review is required.

11. UPDATE FROM CITY MANAGER — Thanked outgoing Mayor Sternquist and Mayor
Pro Tem Man for their work this past year.

year and congratulated newly seated Mayor Man and Mayor Pro Tem Chavez.
