HomeMy Public PortalAboutCity Council_Resolution No. 23-5661_Appointments to Various Outside Agencies_3/21/2023_RegularRESOLUTION NO. 23-5661 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY MAKING APPOINTMENTS TO VARIOUS OUTSIDE AGENCIES AND CITY COUNCIL COMMITTEES WHEREAS, by virtue of their position as a City Councilmember, the Councilmembers are eligible to serve on various committees; WHEREAS, the Mayor has requested and received information from various Councilmembers on their interest in serving on various committees; WHEREAS, the Mayor has presented his recommendations for the various City Council committee appointments and, WHEREAS, the City Council has reviewed said recommendations. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE: SECTION 1. The appointments contained on Exhibit "1" for the various City Council committees are hereby made; and, SECTION 2. Appointments are effective upon passage of this resolution and shall continue until the next regularly scheduled selection of Mayor of the City of Temple City. The Local Clergy Outreach Group serves as a way for City to share information about City's programs to all local churches. The City's delegate is a non -voting member of the T.C. Chamber of Commerce Board of Directors. Liaison: MAYOR MAN Alternate: CMBR YU MEETING PLACE: Council Chambers, 5938 Kauffman Ave DATE/TIME: Meets 2nd Monday each month@ 12 p.m. COMPENSATION: None TEMPLE CITY SISTER CITY, INC The Temple City Sister City Association is a City affiliated private organization that promotes International friendship between Temple City and its three sister cities, Hawkesbury, Australia; Magdalena, Mexico by organizing and facilitating exchange visits. Liaison: MAYOR MAN • MEETING PLACE: DATE/TIME: COMPENSATION: YOUTH COMMITTEE City Hall, 9701 Las Tunas Dr Board Meets - 2nd Monday each month @ 7 p.m. General Membership Meets - 4th Thursday each month @ 7 p.m. None Liaison: MPT CHAVEZ The Temple City Youth Committee is comprised of 10 Temple City residents between the ages of 12 and 18 years. Members serve a two-year term, for a maximum of four years. The Youth Committee, under the supervision of the City Manager, acts in an advisory capacity to the City Council in all matters of concern to the youth of the City. The committee was established to assist the P & R Dept with implementation of the Senior Master Plan, advise staff regarding activities, programs and services for seniors and to advocate for legislative issues that affect the lives of older adults and disseminate information that will enable seniors to participate actively in the democratic process. MEETING PLACE: DATE/TIME: COMPENSATION: Live Oak Park, 10144 Bogue Street Meets Quarterly (Jan, April, July, Oct) 4th Tuesday of each month @ 6:30 p.m. None Liaison: CMBR VIZCARRA ORGANIZATIONS CONTRACT CITIES ASSOCIATION (CCCA) As a contract city, Temple City belongs to the Contract Cities Association. The Association provides platform for the like- minded cities to interact and form bonds to better serve their communities. Through municipal seminars, education, exchange of ideas and information, association combines resources to influence policy decisions affecting our member cities. The association consists of eight Executive Board members and four Staff members, composed of elected City officials. There are eight Board of Director meetings each year, held the 3rd Wednesday of the month. DATE/TIME: Meets 3rd Wednesday of each month (evenings) COMPENSATION: None Delegate CMBR VIZCARRA Alternate: CMBR STERNQUIST L.A. COUNTY CITY SELECTION COMMITTEE The L.A. County Selection Committee is a State -legislated committee composed of Mayors and alternate Council delegates of each of the eighty-five member cities in a respective County. The Committee, as required by law, elects representatives to County agencies such as LAFCO, MTA, and SCAQMD. They meet to discuss and make recommendations regarding issues affecting cities in L. A. County). DATE/TIME: Meets 1st Thursday of each month in the afternoon as needed COMPENSATION: None Delegate MAYOR MAN Alternate: CMBR STERNQUIST UPPER SAN GABRIEL VALLEY WATER DISTRICT Temple City is a member of the Upper San Gabriel Valley Municipal Water District, which is a member agency, one of twenty-six member agencies, of the Metropolitan Water District of Southern California and is a special district government agency that manages retail supplemental surface water from the Colorado River Aqueduct and/or the State Water Project through the MWD. Delegate MPT CHAVEZ DATE/TIME: District Board meeting on 1st Tuesday @ 10 a.m. & 3rd Alternate: CMBR VIZCARRA Tuesday @ 6:30 p.m. Delegate attends meetings as needed. COMPENSATION: None LEAGUE OF CALIFORNIA CITIES The League of California Cities represents the State of California's 500+ cities before the State Legislature to advocate legislation reflective of city needs. ORGANIZATIONS (WITH REPORTING REQUIREMENTS) CURRENT DELEGATES CLEAN POWER ALLIANCE Temple City belongs to the Clean Power Alliance which is a Community Choice Aggregation program for Los Angeles County to provide consumers with more options to purchase electricity and select the proportion of their electricity that comes from renewable sources (e.g. solar or wind). CCAs negotiate contracts to purchase power in the energy market and sell it to their residents and businesses at competitive rates. CA ASSOCIATION OF GOVERNMENT (SCAG) The Southern California Association of Governments is the nation's largest metropolitan planning organization, representing six counties, 191 cities and more than 18 million residents. SCAG undertakes a variety of planning and policy initiatives to encourage a more sustainable Southern California now and in the future. Delegate has voting responsibilities. Delegate: CMBR STERNQUIST DATE/TIME: General Assembly Meeting in May Alternate: MPT CHAVEZ COMPENSATION: None JOINT POWER INSURANCE AUTHORITY Temple City belongs to the California Joint Powers Insurance Authority [CJPIA], which is a joint powers governmental agency providing a variety of property and risk insurance for many cities throughout California by sharing the risks of member agencies. Requires official voting responsibilities at times. DATE/TIME: COMPENSATION: Auunal meeting in July (3rd Wednesday of July) Delegate: MPT CHAVEZ Alternate: CMBR YU Compensation: $100 paid for attending annual meeting in July - must submit a request for stipend after attendance of meeting. APPOINTMENT: MPT CHAVEZ appointed to Executive Committee 7/20/22 to serve another 2 years. FOOTHILL TRANSIT ZONE The City is a member of the Foothill Transit Authority, which is a governmental agency that operates buses along bus routes throughout the San Gabriel Valley. Delegate has voting responsibilities. COUNTY SANITATION DISTRICT #15 New Mayor attends the meeting as soon as he/she is sworn in per Health and Safety Code. Temple City is a member of the L.A. County Sanitation District, which is a governmental agency that Oversees waste disposal in Los Angeles County. Delegate has voting responsibilities. DATE/TIME: Meets 4th Wednesday each month@ 1:30 p.m. COMPENSATION: $125/meeting attended Mayoral Delegate: MAYOR MAN Alternate: CMBR STERNQUIST MOSQUITO ABATEMENT DISTRICT Temple City is a member of the Mosquito Abatement District, which oversees and performs mosquito Abatement services in Temple City and other member cities. The thirty-five member Board of Trustees is the policy making body of the District and is represented by thirty-four cities and the County of Los Angeles. The members are not required to be elected officials. Delegate has voting responsibilities. Delegate: CMBR STERNQUIST DATE/TIME: Meets 2nd Friday of each month @ 7 a.m. COMPENSATION: $100/meeting monthly SAN GABRIEL VALLEY COUNCIL OF GOVERNMENT (SGVCOG) Temple City is a member of the SGVCOG, which works to ensure the San Gabriel Valley gets its fair share of local, state, and federal tax dollars by fostering a consensus among San Gabriel Valley cities regarding policies and programs that address issues relating to land use, air quality, transportation, solid waste, and other matters deemed essential. Delegate has voting responsibilities.
