Savannah Beach, Tybee Island, ca.
January 9th, 1947.
The regular meeting of Town Council was held today in
the Council Room at 3 :00 PM., and was attended by Mayor Dutton,
who presided, and Councilmen Slotin, Lovell, Farrell, Peters and
Young also Town Attorney - Alexander, Mr. W. J. Lynch and Mr.
Hickson.
Mr. Hickson requested permission to lease Tybrisa Pav-
ilion to operate a skating rink and the consession stands, Mr.
Hickson was requested to put his application in writing. He was
then excused.
The minutes of the meeting of December 17th were read
end adopted..
Councilman Young called attention to th4 balance due
the Tybrisa. Company covering repairs to the pavilion, Mayor
Dutton stated that some of the work done was not satisfactory
end he read a list of some of the items that should be attended
to, the matter was referred to the Town Attorney.
The Mayor informed Council that the Town Attorney had
written to Mr. E. A. McWhorter, attorney for 4. F. (saris, Jr.,
who had filed a claim against the Town for damages to his auto-
mobile, and for personal injuries to some of its passengers, in-
forming Mr. McWhorter that the Town was not liable for the accident.
Councilman Slotin moved that the Town deny liability on the rec-
ommendations of the Town Attorney, Councilman Young seconded and
the motion passed.
Councilman Slotin moved that bills for the month of
December amounting to 41,494.92 be paid, Councilman Peters second-
ed and the motion passed.
A petition wes presented by some of the employees of the
Town requesting an increase in pay. Councilman Slotin moved that
those whose salary was under 4200.00 per month be granted a 15%
increase and those receiving over ?200.00 per month be granted a
10$ increase to be effective January let, 1947 and that this was
intended as a temperory increase due to war conditions, Council-
man peters seconded and the motion passed.
The Mayor informed Council that E. J. Haar informed him
that if the Town attempted to erect a rest room and so forth in
the area of Sixteenth Street and the Strand that he would file an
injunction to stop the work. The Mayor stated that he told him
if he wanted to file an injunction to go ahead and do so.
Councilman Lovell moved that the request of the property
owners in the vicinity of Twlefth Street and Fourth Avenue who had
petitioned for a street light in this area be declined. Council-
man Peters seconded and the motion passed.

Councilman Farrell stated that the P.T.A..had requested
the hutment that had been promised them by the Town, this being
one of a group of the buildings in the Coast Guard area, that it
was anticipated that the Town would receive those buildings.
Councilman Slotin moved that if the Town gets possession of these
buildings that the P. T. A. would be given one of them, Council-
man Lovell seconded and the motion passed.
The residents in several of the areas in Fort Screven
having requested street lights the matter was referred to Council-
man Lovell.
Councilman Young stated that the need of convicts was
urgent. Councilman Peters stated that he had talked to Judge
Houlihan and was informed by him that the County did not have
available prisoners, he stated that at present.there was no place
abailable for colored people to live. The Mayor stated that he
would see what he could do, they requested the Town Attorney to
write the Fort Screven Development Company and ascertain what
their plans are relative to providing living quarters for colored
people.
The Clerk called attention to the disappearance of the
large water meter that had been installed. at Eleventh Street and
Jones Avenue in connection with water furnished to the diving
school during the war.
Councilman Young moved that the assessment on the prop-
erty of S. F. Smith, Jr. on lot 88, ward 1 be reduced to $2000.00,
Councilman Peters seconded and the motion passed.
Councilman Young stated that all the fire fighting eq-
uipment of the Fire Department should be in one location instead
pf having two locations at the present time. Councilman Lovell
was requested to check into this.
Mr. Earl Copus offered to lease the Tybrisa Pavilion to
operate a skating rink and concession stand, etc., he was requested
to put his application in writing.
Mr. William J. Lynch presented plans and specifications.
for the new rest rooms, etc., and also an agreement to supervise
the construction at a cost for his services of 6% of the amount
of the award. Mr. Lynch stated that if the Town would sign a
contract with him he would refund $120.00 that had been previously
paid but that if the job is not awarded then we are to pay him
$100.00 for his services. Councilman Slotin moved that Mr.
Lynch's offer be accepted, Councilman Lovell seconded and the
motion passed.
The Mayor read a letter in connection with beach erns-
ion written by the Fort Screven Community Club and stated that
this letter -had been received in Washington, D. C. by the proper
parties, he also read a report from Councilman Lovell relating

to conditions along the beach,.Mr. Alexander stated. that he was
unable to get up the necessary data requested in time for this
meeting.
Councilman Young moved that the following Ordinance be
adopted, Councilman peters seconded and the motion passed.
AN ORDINANCE
CREATING THE OFFICE OF CITY PHYSICIAN FOR
THE TOWN OF SAVANNAH BEACH; PRESCRIBING
THE QUALIFICATIONS, DUTIES AND SALARY OF
THE CITY PHYSICIAN; PROVIDING FOR THE
APPOINTMENT AND REMOVAL FROM OFFICE OF A
CITY PHYSICIAN; AND FOR OTHER PURPOSES.
BE IT ORDAINED by authority of the Mayor and Council-
men of Savannah Bench,. Tybee Island, t eorgia, _ and it is hereby
ordained by authority of the same, as follows: -
SECTION 1. That there is hereby created the office of
City Physician for the Town of Savannah Beach.
SECTION 2. A City physician shall be appointed by the
Mayor of Savannah Beach, with the consent of Council, and he may
be removed from office at any time by said Mayor, for any cause
deemed sufficient by said Mayor, and said removal shall be effected
by giving said City Physician thirty (30) days notice in writing
of his removal.
SECTION 3. Said office shall be filled only by a reg-
ularly licensed physician, who shall be a permanent resident of
the Town of Savannah Beach at the time of his appointment.
SECTION 4. The duties of the City Physician shall be
as follows : -
a. He shall render such medical services as shall be
necessary in the event of injury to sny employee of the Town of
Savannah Beach when sustained in line of duty; and shall render
such medical services to any member of the Volunteer Fire Depart-
ment of the mown of Savannah Beach when sustained in line of duty.
b. He shall render such medical services as shall be
'necessary to any prisoner in the event of the injury or illness
of such prisoner while under the jurisdiction or in the custody
of said Town of Savannah Beach.
c. He shall render such medical services as shall be
necessary in the event of injury to any visitor to or resident
of said Town of Savannah Beach in cases where said Town recognizes
and accepts liability.
d. He shall render such medical services as may be
necessayr in the event of injury to or illness of any person or
persons who are certified to him as residents of the Town of

Savannah Beach, and who are wholly without means of paying him
for his services, such certification to be made to him by the
Mayor of Savannah Beach or any person duly authorized by him to
make such certification.
e. He shall maintain an office in said Town of
Savannah Beach and keep the same open during reasonable office
hours each day.
f. He shall not be required to treat any person who
shall require hospitalization, and shall be removed from the Town
of Savannah each for such purpose.
SECTION . The salary of such City Physician shall be
the sum of ®ix Hundred Dollars (600.00) per annum, which shall be
paid in equal monthly installments on the last day of each month.
SECTION 3. That all ordinances and parts of ordinances
in conflict herewith be, and the same are hereby, repealed.
NOTE; The clerk to certify to those cases to whom are to receive
medical attention.
Councilman Young moved that the following Ordinance be
adopted, Councilman Peters seconded and the motion passed.
AN ORDINANCE
AN ORRDINANCE CREATING THE OFFICE OF TOWN CUSTODIAN
FOR THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND; PRE-
SCRIBING THE DUTIES OF SAID OFFICER AND THE COMPEN-
SATION THEREFOR; PROVIDING FOR THE APPOINTMENT AND
DISMISSAL OF SAID OFFICER; AND FOR OTHER PURPOSES.
BE IT ORDAINED by authority of the Mayor and Councilmen
of Savanah Beach, Tybee Island, and it is hereby ordained by
authority of the same : -
SECTION ONE That there is hereby created the office of
Town Custodian, which office shall be filled by appointment by
the Mayor of Savannah Beach, and. said Town Custodian may be dis-
missed by the Mayor for any cause deemed sufficient by said Mayor.
SECTION TWO. That the duties of said Town Custodian shall
be to keep the ,jail in said Town, and the premises surrounding it,
clean and in good condition, and to keep the fire equipment housed
in said premises in good operating condition, and to perform such
other duties in connection therewith as he may be directed by
said Mayor or by the respective chairmen of the Committees of
Council on Police and Fire.
SECTIONTHREE. That seid Town Custodian shall be re-
quired to be in said ,jail and fire building on Jones Avenue,
during the day, between such hours as may be prescribed by the
Mayor, and shall perform his duties each day except Sundays,
when he will be relived by members of the Volunteer Fire Depart-

m!ant, unless he shall be excused therefrom by special permission
of se.id Mayor.
SECTION FOUR. That the salary of said Town Custodian
shall be the sum of One Hundred Fifty Dollars ($150.00) per
month, payable semi -- monthly, but not in advance.
SECTION FIVE. That all ordinances and parts of ordinan-
ces in conflict herewith be, and the same are hereby, repealed.
Councilmen peters moved that the following Resolution
be adopted, councilman Young seconded and the motion pessed.
A RESOLUTION
WHEREAS, the United States has been compelled to take
part in two world wide wars within the lest thirty years in order
to preserve those principles which are the cornerstone of our
system of government;
AND, WHEREAS, on each of these occasions the Town of
Savannah Beach, in common with all communities both large and small
throughout the Nation, ha.s sent forth its sons end daughters to
t?ke their part in armed conflict ageinet those who sought to des-
troy these fundamental principles;
AND, WHEREAS, with sadness we take cognizence of the fact
that some of our sons and daughters have made the supreme sacrifice
in line of duty;
AND, WHEREAS, the people of the Town of Savannah Beach
wish, in P. small way, to express their appreciation and gratitude
to those who have served their country in these two wars on the
land, on the see and in the air, by creating something enduring in
memory of these events end those from Savannah Ruch who took an
active part in them;
AND, 'WHEREAS,L it seems to the Mayor and Councilmen of
Savannah Beach, as representatives of the people, that P. municipal
park end playground, by reason of the facilities for rest and
recreation it will afford, will be an enduring and lasting tribute
to these men end women who have gone forth from Savannah Reach to
uphold our why of living;
AND, WHEREASZ it also seems to the Mayor and Councilmen
that such park end. playground should be suitably marked so that
all who see it and use it may be reminded of the patriotism and
secrifices of our sons and daughters in these two wars;
BE IT THT BEFORE RESOLVED by the Mayor and Councilmen of
Savennr:h Reach, Tybee Island, Georgia, in Council assembled, that
the area between Fourth Street ,on the North end Fifth Street on
the South and between Butler Avenue on the Feet and Jones Avenue
on the West be, and the came is hereby, officially set side as a
pUbiic perk and playground under the official name of tMemoria.l
Perko, as a perpetual memorial as set forth in this resolution.

BE IT FURTHER RESOLVED by the authority aforesaid thst
a suitable nlaque containing the names of the residents of Sav-
annah Beach who have served their country in the armed services
be placed. at the main entrance to emorisl. Park!' so that all
who pass may read the names and be reminded of the services ren-
dered to our country by these, our sons and. dnughters.
BE IT FURTHER RESOLVED by the authority aforesaid that
a copy of these resolutions be spreed upon the minutes of the
Mayor and Councilmen of Savannah Beach.
Councilman Slotin suggested thst the bronze memorial
plaque should be installed by someone with experience. He wes
informed that Max E. Kleinstuber did this type of work. Council-
man Slotin moved that the Mayor be nuthorized to have the work
done, Councilmen Peters seconded and the motion passed.
There being no further business, Council adjourned
subject to the call of the Mayor.

A special meeting of Council was held today at 12:00
noon, in the Council Room, and was attended by Mayor Dutton,
who presided. and Councilmen Slotin, Farrell, Lovell and. Town
Attorney Alexander. Mr. W. J. Lynch and Mr. H. S. Jackson
were also present.
The meeting was called for the purpose of receiVing:
and awarding bids on the proposed Police Headquarters, Rest
room a and First Aid Station.
Councilman Slotin moved that the following resolution
be adopted, Councilman Farrell seconded and themotion passed.
A RESOLUTION
WHEREAS, et a meeting of the Mayor and Councilmen of
Savannah Beach, Tybee Islend, held on December 12th, 1946, a
Committee composed of the Mayor, Councilman Morris Slotin and
William S. Lovell, and the Town Attorney, was appointed for the
Purpose of advertising for bids for the construction of a build-
ing on the Strand at Sixteenth Street in the Town of Savanneh
Beach to be used as p Police Headquarters, a First Aid Station
and Rest Rooms;
AND, WHEREAS, said Committee has advertised for seal-
ed bids to be submitted to it not later than 12:00 o'clock Noon,
