HomeMy Public PortalAbout04-27-23 CouncilAPRIL 27, 2023 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, April 27, 2023 in the Council Chambers of the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino Dennis DiMascio " Ajmar Jobal " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted Absent were Councilmember Jorge Diaz and Councilmember Randy Krum. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Bellino. The 2023 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website www.carteret.nct prior to tonight's meeting. PUBLIC HEARING a) 2023 Local Municipal Budget Upon MMS&C, by Councilmembers Naples and DiMascio and unanimous affirmative vote of the four (4) Councilmembers present, the Public Hearing on the 2023 Local Municipal Budget was open. COUNCIL MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE PUBLIC HEARING 2023 BUDGET APRIL 27, 2023 (Continued) HEARING CLOSED There being no comments or objections Mayor Reiman declared the Public Hearing on the 2023 Local Municipal Budget to be closed, upon MMS&C, by Councilmembers Bellino and Johal and unanimous affirmative vote of the four (4) Councilmembers present. APPROVAL OF Upon MMS&C, by Councilmembers Bellino and Naples and MINUTES unanimous affirmative vote of the four (4) Councilmembers present, the minutes of April 13, 2023 were approved as transcribed and engrossed by the Clerk. ORDINANCE #23-14 ORDINANCE #23-14 was introduced and adopted on First Reading 21 WASHINGTON and the Clerk authorized and directed to advertise same for Public CARTERET URBAN Hearing, upon MMS&C, by Councilmembers Bellino and Johal. RENEWAL, LLC Upon individual roll call vote, Councilmembers Bellino, DiMascio, FINANCIAL Johal and Naples voted in the affirmative. Councilmembers Diaz and AGREEMENT Krum were noted absent. ORDINANCE #23-14 "AUTHORIZING THE EXECUTION AND DELIVERY OF A FINANCIAL AGREEMENT BY AND BETWEEN THE BOROUGH OF CARTERET AND 21 WASHINGTON CARTERET URBAN RENEWAL, LLC" ORDINANCE #23-9 The Municipal Clerk stated that Ordinance #23-9 was introduced and PROVIDING FOR adopted on First Reading on April 13, 2023. It was duly published in MARINA PIER the Home News Tribune on April 18, 2023 with notice that it will be DAMAGE REPAIRS considered for final passage after Public Hearing to be held on April 27, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Bellino and Johal ORDINANCE #23-9 "AN FULLY FUNDED ORDINANCE PROVIDING FOR MARINA PIER DAMAGE REPAIRS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,750,000 FROM INSURANCE REIMBURSEMENT PROCEEDS FOR THE COST THEREFOR" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmembers Diaz and Krum were noted absent. Upon MMS&C, by Councilmembers Bellino and Johal ORDINANCE #23-10 "AN FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $4,000,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE COST THEREFOR" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmembers Diaz and Krum were noted absent. Upon individual roll call vote, Councilmembers ADOPTED Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmember Diaz and Krum were noted absent. Upon individual roll call vote, Councilmembers ADOPTED Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmembers Diaz and Krum were noted absent. Upon MMS&C, by Councilmembers Bellino and Johal and & NEW BUSINESS unanimousaffirmative vote of the four (4) Councilmembers present, the meeting was opened for public input on all Resolutions/Agenda items and new business. Mayor Reiman said he wanted to note that Resolution #23-116 was an Amendment to the Budget and Resolution #23-117 was the Adoption of the 2023 Budget. HEARING CLOSED There being no further comments or objections to the Resolutions/Agenda items or new business, upon MMS&C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was closed.
