AUTHORIZING A PROFESSIONAL ENGINEERING
SERVICES CONTRACT WITH FRENCH & PARRELLO ASSOCIATES,
RE: STORMWATER POLLUTION PREVENTION PLAN
UPDATES AND GRANT APPLICATION
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the Storrawater Pollution Prevention Plan Updates and Grant
Application; and
WHEREAS, French & Parrello Associates, 1800 Route 34, Suite 101, Wall'Pownship,
New Jersey 07719, possesses the requisite experience and expertise to provide said
services; and
WHEREAS, French & Parrello Associates has submitted a proposal to provide said
services at a total cost not to exceed $29,500.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
forsaidpurpose. Acct.# 3-01-20-165-254
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
L The proposal from French & Parrello Associates for engineering services
related to the Stormwater Pollution Prevention Plan Updates and Grant
Application at a cost not to exceed $29,500.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and French & Parrello
Associates.

Dear Mr. DuPont:
The Borough of Carteret (Borough) is committed to maintaining the health, safety, wellbeing and improving the
quality of life for its residents, business owners and visitors. The Borough's dedication to owning, operating and
maintaining its municipal infrastructure in a diligent and fiscally responsible manner is apparent. However, in these
challenging times it has become more difficult to do more with less. As such, the Borough has asked French & Parrello
Associates to submit our proposal to help comply with the requirements set forth in their 2023 Tier A MS4 Permit,
which includes preparation and submission of an updated Stormwater Pollution Prevention Plan (SPPP).
French & Parrello Associates (FPA) has established a reputation of technical excellence and responsiveness. Our long-
lasting client relationships are built on the dedication of our professionals and supported by our technical expertise,
wide range of services and commitment to client satisfaction. FPA is a leader in engineering design, regulatory
permitting, bid phase services and services during construction. We are dedicated to bringing exceptional service and
value to each project through focus, timely response and innovative solutions.
As such, FPA is pleased to submit our proposal for providing Professional Engineering Services to the Borough to assist
them with complying with the requirements set forth in their 2023 Tier A MS4 Permit. This will include updating and
submission of their SPPP as well as preparation and submission of an application to the NJDEP, Bureau of Stormwater
Permitting and Water Quality Management, Division of Watershed Protection and Restoration, for the available
$25,000 grant.
The NJDEP recently issued permit renewals for their Stormwater Discharge Master General Permit for all Tier A and
Tier B municipalities and the permits were effective January 1, 2023. There are several new or modifies Statewide
Basic Requirements (SBRs) that must be complied with by all permit holders. One of the requirements is to update
Stormwater Pollution Prevention Plans (SPPP) within six (6) months of the effective date of the new permit. The
Borough's original SPPP was prepared in 2005 in response to the issuance of the initial Tier A MS4 stormwater permit
and was updated in 2009 and 2018 during permit renewal cycles. The updates are to demonstrate how the Borough
intends on complying with the new and modified SBRs.
ENGINEERING AND CONSULTING SINCE 1974
FPA anticipates that upon being selected to provide the services outlined herein that the Borough will provide FPA
with copies of or access to the Borough's MS4 permit information including the existing SPPP, municipal stormwater
ordinances, stormwater mapping inclusive of outfall locations, and all related reports and updates. Considering that
this information will be made available, FPA proposes the following scope of services for this assignment.
Scope of Services
1. The NJDEP's Bureau of NODES Stormwater Permitting and Water Quality Management, Division of Watershed
Protection and Restoration, recently issued a Notice of Funding Availability (NDFA) to assist New Jersey
municipalities in upgrading their MS4 Stormwater Programs to comply with the requirements of the 2023 Tier
A MS4 Permit renewal, which was issued on November 30, 2022, with an effective date of January 1, 2023.
French & Parrello Associates (FPA) will assist the Borough in completing the required Grant Application form
to help secure the $25,000 grant, which is available to the 456 original Tier A municipalities, which includes
the Borough of Carteret.
2. FPA's representatives will meet with the Borough's Department of Public Works staff and other Borough
personnel as required to review the existing SPPP and stormwater compliance procedures being followed.
This includes public outreach and education, community -wide ordinances, street sweeping procedures and
records, storm inlet labeling and retrofitting, herbicide and de-icing application management, roadside
vegetative waste management and erosion protection/control, inspection and maintenance of Stormwater
infrastructure, municipal maintenance yard management, employee training, and outfall inspections for illicit
discharges and scour protection. FPA will review how the Borough is handling training and offer
recommendations for compliance. Training of the Borough's staff is not included in our proposal however if
the Borough desires, FPA can develop and implement a training program and we will provide a proposal for
this additional scope of services and estimated cost, separately.
3. Following meeting with the Borough's personnel, FPA will conduct an inspection of the Borough's
Maintenance Yard to update the current inventory of potential materials or equipment that could be a source
of pollutants in a stormwater discharge. The inventory will be included in the updated SPPP.
4. Upon completion of Items 1 & 2, FPA will update the SPPP utilizing the NJDEP's SPPP template forms. The
forms will include all required SBRs under the 2023 permit and will provide recommendations on how the
Borough will comply with the requirements (le: maintenance, inspections, record keeping, etc.).
5. FPA will review the Borough's existing map of their municipal stormwater outfalls and conduct field inspection
of the outfalls to identify if there are any signs of dry weather flow, which may be a sign of illicit connections
to the stormwater system. We will also evaluate if there are any scour conditions that require maintenance.
The Borough's prior outfall inspection report, which shall be provided to FPA by the Borough, will be reviewed
and updated based upon the findings from the new inspections. FPA will provide the Borough with a copy of
the updated outfall map and inspection reports, which will be included as part of the updated SPPP.
6. As part of the new 2023 permit, the Borough will need to develop a stormwater section on their municipal
website and provide access / links to copies of their updated SPPP, approved Municipal Stormwater
Management Plan (MSWMP), municipal stormwater ordinances, and stormwater system and outfall mapping
to be in compliance with the requirements set forth in the new 2023 permit. FPA will help coordinate this
with the appropriate Borough personnel.

Please note that the new 2023 permit includes some requirements for additional stormwater system mapping and
watershed management planning. FPA will review the Borough's existing information and determine if any additional
items may be required for compliance. If additional items or measures are necessary for compliance with the new or
modified SBRs, FPA will notify the Borough and provide a separate scope of services and associated cost proposal to
help the Borough address them.
Once completed, FPA will provide the Borough with one (1) original and one (1) digital copy of the updated SPPP for
their review and records.
Fee Proposal & Schedule
French & Parrello Associates (FPA) proposes to provide the scope of services outlined in items 1— 5 for a lump sum
fee of $29,500. If additional scope of services is required as mentioned herein, we will coordinate with the Borough
and submit a separate proposal for the supplemental work.
FPA is prepared to commence work on this important and time -sensitive assignment upon receipt of written
authorization to proceed from the Borough of Carteret. We anticipate that the scope of services included under items
1-5 will be completed within ten (10) weeks of receiving formal authorization to proceed.
