on January 23rd, 1947, for the erection of said building;
AND WHEREAS, c special meeting of the Mayor and Council-
men of the Town of Savannah Beach convened at the Town Hall at
Savannah Beach on January 23rd, 1947, at 12100 Noon, and opened
all bids which had been submitted., the bid of Jackson & Brittain
being the lowest and best bid in the amount of Seven Thousand
Two Hundred Forty Dollars ($7,2+0.00), excluding the furnishing
of stalls for toilets in said Rest Rooms and locks on the seme,
and said Mayor and Councilmen are of the opinion that said bid
is reasonable;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah Reach, Tybee Island, in Council assembled, that said
bid be, and the same is hereby, accepted with said reservation
above mentioned;
BE IT FURTHER RESOLVED that the Mayor of said Town be,
and he is hereby, authorized and directed to execute a contract
with Jackson & Brittain for the construction of seid building in
accordance with the plans and specifications prepared by William
J. Lynch, Civil Engineer, and to accept a bond in the amount of
sixty per cent (60%) of the amount of said bid, guaranteeing the
performance of said contract.
There being no further business, Council adjourned
.subject to the call of the Mayor.

The regular meeting of Town Council was held today at
4:00 P.M. in the Council Room and was attended by Mayor Dutton,
who presided, and Councilmen Slotin, peters, Lovell, Young,
Farrell, Hosti and Town Attorney Alexander.
The minutes of the meeting of January 9th were reed and
approved.

The Meybr stated that Wiedeman and Singleton had asked
for more detail in connection with the rport made to them of the
equipment in some of the pumping stations burning out. Councilman
Slotin moved that a survey be rnt de of each station, Councilman Young
seconded anf the motion passed. Roferred to Councilman Young to

Town Attorney Alexander states' that the J. G. Attaway
Comprny had filed a claim for epproximctely $5,500.00, thet the
Town hnd set a counter claim against Attaway of approximately
11+,000.00 to $15,000.00 and to which they objected, he stated
that Judge McDonald would permit the Town to use the counter claim.
The Mayor stated th ?t at the last meeting Council
authorized him to give the P.T.A. r hutment, if available, he stat-
ed that he had contacted Yr. A. F. Solms to try to get him to turn
over his interest in the old rest room used by the military service
during the war to the P. T. A. Mr. Bolms will advise him relative
to this. Mr. Alexander stated that Mr. Arbro Robinson had four
small hutments that he was holding a.nd he agreed to let one go at
cost to him.
The Mayor stated that Congressman Preston informed him
that he was going to do something about the seawall.
The Mayor informed Council that a fire had broken out
at Butler venue and Tenth Street in the Pruitt cottage and. that
it was sometime before either of the fire engines responded, he
was at the fire and ascertained that one of the engines had broken
down going to the fire and that the other engine when it came up
had no water in the booster tank and that neither of the engines
had any lary.dexs on them, he stated that he does not know what is
wrong with the fire department but if the fire had not been so
closely confined the building would have burned down, Councilman
Young stated that the large engine was out of service and that
the regular man. was off on Sunday.
Dr. L. J. Rabhan petitioned that the survey markers
removed from his property when the sewer line was laid in that
vicinity, was referred to the Town Attorney.
A petition presented. by the property owners and residents
in the Fort Screven area requesting additional street lights was
referred to Councilman Lovell.
The Savannah Beach Chamber of Commerce presented a pet-
ition requesting that the Town provide for at least $1,000.00
for advertising in its 1947 budget, the clerk was requested to
return the petition as it was not properly signed.
• The Mayor informed Council that all of the alcoholic
beverage operators on the island had bPen instructed to close
their places of business at not later than 2 :00 A.M.. They were
also notified that any operator caught selling alcoholic bever-
ages to minors would be arrested and prosecuted.
Yr. John J. McLeod filed a protest against his 19+6
taxes stating that they were almost twice as much as his 1945
taxes. Mr. McLeod wee informed that his property had previously
been carried on an acerage basis and that the 1946 taxes were
in line with other taxes in his vicinity.

A letter wee reed from Savannah each Chember of Commerce
calling attention to the need of a mechanical sprayer to use in the
work of mosquito.control and enclosed a folder showing a machine
that had been used successfully by the J. B. Pound Hotel interest
in spraying D.D.T. Councilman Slotin moved that the Mayor and a
committee be authorized to investigate this equipment and if it
is what is needed to purchase it, Councilman Hosti seconded and
the motion passed. The Mayor appointed a committee consisting of
- himself end Councilmen Peters, and Slotin.
Councilman Slotin moved that bills for the month of Jan-
uary amounting to ? 3,029.61 be paid, Councilman Young seconded
and the motion passed.
Councilman Young moved that the Chairman of the Finance
Committee be authorized to adjust and fix new prices on the lots
owned by -the Town in the Camp Hammock, Councilman Peters seconded
and the motion passed.
Councilman Lovell made a survey of street lights requested
in the Fort Screven area and stated that more lights should be pro-
vided. Councilman Slotin moved that Councilman Lovell be authorized
to have the necessary street lights placed where needed, Councilman
Peters seconded and the motion passed.
Councilman Lovell stated that a complete set of new tires
was needed for the fire truck.
Councilman Hosti stated quite e number of the streets were
in bad condition and should be repaired at once and that we should
have some additional convicts to take care of this, Councilman Young
said that the convict camp now has five guards and one prisoner.
Councilman Biotin stated that the Town should, hire labor to fix the
streets. The Mayor appointed a committee consisting of Councilmen
Slotin, Hosti, Farrell and Young to work out a plan that would take
care of fixing the streets.
Town Attorney Alexander presented an estimate from Mr. W.
J. Lynch to make a complete map of the Town for $20,000.00 or to
.make a survey $4,300.00. Received as information.
Town Attorney Alexander informed Council that the suit
.f the Tybrisa Company end others attempting to enjon the Town
from building the rest rooms on the strand was coming up in the
Superior Court on February 7th. -
Town Attorney Alexander informed Council that he had
written the Fort Screven Development Company in connection with
their providing quarters for colored people but had received no
reply.
Mr. Alexander stated that in connection with the petition
of Mrs. Addie H. Cobb who claims that the Town is encroaching on
her land at Seventeenth Street and the strand, that the State
Highway Department had been requested to give the street line in
this area.

A petition was presented by Mr. R. Taylor Smith for
e reduction in the stubbing fees in connection with the group
of buildings that he is constructing on Butler Avenue between
Sixth and Seventh Streets which amounts to $450.00.• It was the
opinion of Council that these fees not be reduced.
Mrs. Ruth Vaughn , president of the Savannah Beach
P.T.A., requested that Council urge the local representatives
to see that funds are provided for the school teachers so that
they can get the pay increases that they were promised. Council-
man Young moved that the following resolution be adopted,
Councilman Peters seconded and the motion passed.
A RESOLUTION
WHEREAS, it has come to the attention of the Mayor and
Councilmen of Savannah Beach that unless funds are provided by
the General Assembly for the purpose, the proposed fifty per cent
(50 %) increase in pay for public school teachers in Georgia will
not become effective for the reason that the revenue of the State
will not exceed the amount required to pay the appropriations
provided for in the General Appropriations Bill;
AND, WHEREAS, if this fifty per cent (50 %) increase
should not be provided for, in the opinion of the Mayor and
Councilmen of Savannah Beach, the effect on public education in
Georgia. would be disasterous;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah ?etch, Tybee Island, in Council assembled, that the
Senator from the First District of Georgia. in the Senate and the
Representatives from Chatham County in the House of Representa-
tives be, and. they are hereby, requested and urged to do all
within their power to see thrt funds are provided from which
said fifty percent (50%) increase in the pay of public school
teachers can be made, at the present session of the- General
Assembly.
BE IT FURTHER RESOLVED that a copy of this resolution
be sent to said Senator and to each of said Representatives, so
that the urgency of the matter may be brought to their attention.
petitions were read from Mr. Earl Copus end Mr. E. G.
Hickson to lease Tvbrisn pavilion to oper< ^.te as P. skating rink
with the consessions. Attention was called to the leaky condit-
ion of the roof of the pavilion. Councilman young moved that
the lease be awarded to Mr. Farl Copus fora rental of $500.00
for the first year and $800.00 for the second year and that s
performance bond be put up and that only food and soft drinks
• be sold, that all forms of alcoholic beverages be excluded and
that the lease agreement cover all of the requirements also
that it be accepted within 15 days and that the following
resolution be adopted, Councilman Lovell seconded and the
motion passed.

A RESOLUTION
WHEREAS, EARL COPUS has made an offer to the Town of
Savannah Fe^ch to rent the concession on Tybrisa. Pavilion in said
Town for a period of one (1) year, and said Town is willing to
rent said concession to said COPUS under certain conditions at
and for the sum of Five Hundred Dollars ($500.00);
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, that the Mayor
of said Town be, and he is hereby authorized and directed to enter
into a contract with said EARL COPUS, on behalf of said Town, for
B. concession to operate a skating rink and to sell soft drinks and
sandwiches on said Tybrisa. Pavilion for a year at a rent of $500.00
with an option for en additional year at a rental of Eight Hundred
Dollars ($800.00).
There being no further business Council adjourned,
subject to the cell of the Mayor.

The regular meeting of Town Council was held today at
4:00 P.M. and attended by Mayor Dutton, who presided, and
Councilmen Slotin, Peters, Lovell, Farrell, Hosti and Young also
Town Attorney Alexander.
The minutes of the meetl ng of February 6th were read and
approved.
Councilman ;lotin moved. that the following resolution be
adopted, Councilman Peters seconded end the motion passed.
A RESOLUTION
WHEREAS, Mrs. Marie Agnes Johnson Stewart, the wife of
Thomas Jefferson Stewart and the mother of Robert Alton Stewart,
Chief of police of the Town of Savannah Beach, !departed this life
et Savannah Beach on RFarch 1-th, 1947;
AND,WHEREAS, Yrs. Stewart had been for many years a.
resident of the Town of Savannah Beach and had endeared herself to
pal who knew her by her many acts of kindness end courtesy, Ps well
?P the interest which she herself took in matters pertaining to the
welfare of the Town of Savannah Beach and its citizens;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, in Council assembled,
