HomeMy Public PortalAbout05-11-23 AgendaMAY 11, 2023 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting May 25, 2023 was held Thursday, May 11, 2023, at approximately 6:00 p.m. remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. NOTED ABSENT Noted Absent was Councilmember Vincent Bellino. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE STATEMENT OF The 2023 Annual Notice was emailed to The Home News Tribune, MEETING NOTICE The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Couneilmembers Diaz and Krum and unanimous APPROVAL OF affirmative vote of the five (5) Councilmembers present, the minutes MINUTES of April 27, 2023 were approved as transcribed and engrossed by the Clerk. MAY 11, 2023 (continued) ORDINANCE #23-15 was introduced and adopted on First Reading ORDINANCE #23-15 and the Clerk authorized and directed to advertise same for Public SALARY ORDINANCE Hearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon PBA LOCAL 47 individual roll call vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. ORDINANCE #23-15 "AN ORDINANCE TO AMEND ORDINANCE #71-9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" ORDINANCE #23-14 EXECUTION OF The Municipal Clerk stated that Ordinance #23-14 was introduced and FINANCIAL adopted on First Reading on April 27, 2023. It was duly published in AGREEMENT the Horne News Tribune on May 2„ 2023 with notice that it will be 21 WASHINGTON considered for final passage after Public Hearing to be held on May CARTERET URBAN 11, 2023 at approximately 6:00 p.m. The Ordinance was posted on the RENEWAL, LLC bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present. 6 1NIAY 11, 2023 (continued) Upon MMS&C, by Councilmembers Diaz and Krum ORDINANCE 423-14 "AUTHORIZING THE EXECUTION AND DELIVERY OF A FINANCIAL AGREEMENT BY AND BETWEEN THE BOROUGH OF CARTERET AND 21 WASHINGTON CARTERET URBAN RENEWAL, LLC" was finally adopted. Upon individual roll call vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. APPROVED AND ADOPTED: —MAY 11, 2023 INTRODUCED: APRIL 27 2023 Advertised as Adopted on First Reading with notice of Public Hearing: MAY 2, 2023 Hearing Held: MAY 11, 2023 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: MAY 17, 2023_ A copy of each Resolution was posted on the Borough's website for public review prior to the meeting in accordance with the Rules of Council. Upon MMS&C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions/Agenda items and new business. Abel Luna asked if there were any plans for an additional bus shelter by Columbus School and if there were any plans for a cleanup of the boardwalk. Mayor Reiman said the bus shelters are owned and installed by NJ Transit. He said he could have staff take a look to see if there is room for an additional bus shelter and speak with NJ Transit. He said the pier was damaged by a tugboat; construction should start in late summer and construction of the southern riverwalk is also underway. Mayor Reiman said Earth Day in April, residents did a cleanup at the waterfront. He told Mr. Luna we had his information and will reach out so that he could help with clean up. Mayor Reiman said he was in receipt of a Proclamation for the month of May. Proclamation: 1. National Mental Health A3warenews Month Upon MMS&C, by Councilmembers Diaz and Krum, and unanimous affrnnative vote of the five (5) Councilmembers present, the proclamation for National Mental Health Awareness Month, May 1- 31, 2023 was ordered to be received and placed on file.
