The citizens of Saint Louis City address you through this communication to publicize the social
inequality that affects all property owners located in the city of Saint Louis. Most of the buildings
mentioned do not have water meters, therefore the collection of services such as: drinking water and
wastewater treatment (MSD), is done by estimation, through a concept and cost table. The problem
is that this form of estimating the collection of public services previously indicated is
disproportionate, unfair, and far from reality. For you to understand, we have made a comparison
between a house without a water meter and another house with a water meter. (Both cases, verifiable
and with billing invoices updated to date).

For the illustration, we have taken the public service of wastewater treatment (MSD) for being the
provider of public service of greater cost and inequity. Now we are going to make a comparison of
two properties within a case in which both lacked water meters, and are billed under the table of
concepts and costs.

As can be seen, the property located in Saint Louis City pays 209% in comparison with the property
that has a water meter. In other words, properties that do not have water meters are paying more than
double than those with water meters.This situation happens if we compare it with cities like
Frontenac, Clayton, Ladue, Chesterfield, Florissant, or any other city. Even a studio apartment
located in Saint Louis city that does not have a water meter pays more than any other property that
does have a water meter, although the latter has a pool.
But the problem does not end there. It turns out that owners of multifamily properties always have
to pay 100% of the estimated monthly value, regardless of whether or not there is water
consumption. For example: A multi -family property composed of two apartments, in the case that
only one is inhabited and the other empty, the owner of the property must pay 100% of the estimated
value as if the two apartments were having water consumption ( From contacting customer service
both companies (water and MSD), the answer is that since there is NO water meter, the customer
will always have to pay the value that has been estimated in its entirety, even if the consumption is
only 50%. If there is no consumption, the total has to be paid, because for properties that do not have
a meter, there are only 2 options, always pay 100% of the estimate regardless of the consumption
conditions or suspend the water service in its entirety.) Why is it that most inhabitants of Saint Louis
City are paying in many cases rates up to 3 times more than the rest of the inhabitants, but also have
to pay for unused water consumption?
We have some documented cases that we will show at another time, since mentioning them now
would make this writing much longer than it already is. But the situation is much more dramatic than
what is reflected in this communication. It is evident at first sight, the serious and unjust economic
situation to which we have been condemned by the fact that our homes do not have water meters.
In conclusion and invoking the constitutional right to equality and prohibition of discrimination
contained in the Fourteenth Amendments of The United States Constitution, we respectfullyrequest
the accompaniment of the governmental entities to whom we have directed this communication to
ensure the taking of the corresponding corrective measures that rebendicate the economic equality
rights of the population of Saint Louis City.
