OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT
The Members of the Rate Commission of the Metropolitan St. Louis Sewer District met on June
20, 2019, at 9:00 a.m. for a technical conference at the District's Administrative Offices at 2350
Market Street, Room 109, in St. Louis, Missouri. Commissioners Beckmann, Brockmann,
Croyle, Goss, Hawes, Mahanta, Mahfood, Palans, Schoedel, Stein, and Toenjes were present in
person. Commissioner Ratzki attended via teleconference. Commissioners Bowdry, Bresnan,
and Ziegler were absent.
Also present were Lisa O. Stump and Brian J. Malone of Lashly & Baer, P.C., Counsel for the
Rate Commission; Pamela Lemoine of Black & Veatch, and Nicole Young of Lion CSG, Rate
Consultants to the Rate Commission.
Agenda Item 1 — Call to Order
Chairman Toenjes called the meeting to order at 9:00 a.m. Secretary Schoedel called the roll and
declared that a quorum was present.
Agenda Item 2 — Approval of Minutes
Ms. Stump presented the Rate Commission with draft minutes from the Rate Commission's first
technical conference on May 9, 2019. Commissioner Brockmann moved to approve the minutes
as submitted. Commissioner Stein seconded the motion. A voice vote was taken. All
Commissioners present voted Aye. No Commissioners voted Nay. No abstentions. The minutes
from the May 9 technical conference were approved and signed by Secretary Schoedel.
Agenda Item 3 — Technical Conference for Surrebuttal Testimony
A technical conference was held to receive testimony from the District's witnesses, from
Intervenor Missouri Industrial Energy Consumers, and from the consultants for the Rate
Commission, and for examination of such witnesses by the Rate Commissioners, counsel for
Missouri Industrial Energy Consumers, and the Rate Commission's legal counsel.
The Rate Commission heard testimony on the record from Mr. Richard Unverferth, Mr. Thomas
Beckley, Mr. William Stannard, Mr. Marion Gee, Ms. Bethany Pugh, and Mr. Tim Snoke on
behalf of the District, Mr. Michael Gorman on behalf of Missouri Industrial Energy Consumers,
and from Ms. Pamela Lemoine and Ms. Nicole Young, consultants to the Rate Commission.
Agenda Item 4 — Other Business
Commissioner Brockmann informed the Rate Commission that three public hearings have been
held, and the next public hearing will be conducted on June 27.
Agenda Item 5 — Adjournment
A motion to adjourn was made by Commissioner Palans. Commissioner Brockmann seconded
the motion. A voice vote was taken. All Commissioners present voted Aye. No Commissioners
voted Nay. No abstentions.

There being no further business to come before the meeting, on motion duly made, seconded and
carried by unanimous vote, the meeting was adjourned at 3:40 p.m. The Rate Commission will
reconvene for a technical conference for surrebuttal testimony at 9:00 a.m. on July 12, 2019.
