OF THE METROPOLITAN ST. LOUIS SEWER.DISTRICT
The Members of the Rate Commission of the Metropolitan St. Louis Sewer District met on April
8, 2019, at 9:00 a.m. for a technical conference at the District's Administrative Offices at 2350
Market Street, Room 109, in St. Louis, Missouri. Commissioners Beckmann, Bresnan,
Brockmann, Croyle, Goss, Hawes, Mahanta, Mahfood, Palans, Schoedel, Stein, and Toenjes
were present in person. Commissioners Bowdry and Ratzki attended via teleconference.
Commissioner Ziegler was absent.
Also present were Lisa O. Stump and Brian J. Malone of Lashly & Baer, P.C., Counsel for the
Rate Commission; Pamela Lemoine of BIack & Veatch, Rate Consultant to the Rate
Commission; and Nicole Young of Lion CSG.
Agenda Item 1— Call to Order
Chairman Mr. Toenjes called the meeting to order at 9:00 a.m. Secretary Schoedel called the roll
and declared that a quorum was present.
Agenda Item 2 — Approval of Minutes
Ms. Stump presented the Rate Commission with draft minutes from the Rate Commission's
meeting on March 22, 2019. Commissioner Stein moved to approve the minutes as submitted.
Commissioner Goss seconded the motion. A voice vote was taken. All Commissioners present
voted Aye. No Commissioners voted Nay. No abstentions. The minutes from the March 22, 2019
meeting were approved and signed by Secretary Schoedel.
Agenda Item 4 was moved before Item 3
Agenda Item 4 — Other Business
Mr. Brian Hoelscher gave the Rate Commission a brief synopsis of the District's analysis of the
failure of Proposition S (2019), the District's potential sources of stormwater revenue, and the
effect on this Rate Change Proceeding.
Agenda Item 3 — Technical Conference for Direct Testimony and Rate Setting Documents
A technical conference was held to receive testimony from the District's witnesses, and for
examination of such witnesses by the Rate Commissioners, Intervenor Missouri Industrial
Energy Consumers, and the Rate Commission's legal counsel.
The Rate Commission heard testimony on the record from Mr. Brian Hoelscher, Ms. Susan
Myers, Mr. Marion Gee, Mr. Tim Snoke, Ms. Bethany Pugh, Mr. William Stannard, and Mr.
Tom Beckley.
The technical conference began at 9:15 a.m. and continued until 4:52 p.m., at which time, the
meeting was adjourned until 1:00 p.m. on April 9, 2019.

The Rate Commission reconvened at 1:00 p.m. on April 9, 2019. Vice -Chair Hawes called the
meeting to order and Secretary Schoedel called the roll and declared that a quorum was present.
Present were Commissioners Hawes, Schoedel, Palans, Stein, Goss, Brockmann, Mahanta,
Croyle, and Mahfood. Commissioners Beckmann, Ratzki, and Toenjes attended via
teleconference, and Chairman Toenjes arrived in person at 2:45 p.m. Commissioners Bowdry,
Bresnan, and Ziegler were absent.
The Rate Commission heard testimony on the record from Mr. Rich Unverferth and Mr. Bret
Berthold.
Agenda Item 5 — Adjournment
A motion to adjourn was made by Commissioner Goss. Commissioner Brockmann seconded the
motion. A voice vote was taken. All Commissioners present voted Aye. No Commissioners
voted Nay. No abstentions.
There being no further business to come before the meeting, on motion duly made, seconded and
carried by unanimous vote, the meeting was adjourned at 3:31 p.m. The Rate Commission will
reconvene for a technical conference for rebuttal testimony at 9:00 a.m. on May 9, 2019.
