INITIATION: The regular meeting of the City Council of the City of Temple City was called to order by Mayor Fitzjohn, who led the Pledge 2. of Allegiance to the Flag. 3. The Invocation was given by Reverend Dennis Savage, Temple City Christian Church, 9727 Garibaldi, Temple City, Calif. 4, ROLL CALL: PRESENT: Councilmen- Buchan, Dickason, Merritt, fiqzjvhn ABSENT: Councilmen - Tyrell ALSO PRESENT: Shatford & Woollett Councilman Tyrell came late and was present from item 16 on the qagenda under NEW BUSINESS. 5. APPROVAL OF MINUTES: Under item 7, Resolution No. 60 -81 Councilman Dickason correcte% the minutes to include his name in the AYE list of the roll call vote. Councilman Buchan moved to approve the minutes of Septem ber 26, 1960, with the above correction, Dickason seconded and carried. 6. UNFINISHED BUSINESS: REQUESTED ABATEMENT OF LIGHT & AiR EASEMENT: City Attorney Shat ford reported he had obtained a map of the tract which shows an easement left in the event at some future date a subdivider migh decide to put in a street and easement was imposed:so nothing would . be built upon it. This sort of. easement is not accepLeb?, today, but this one dates back to 1931, Buchan stated that these deep lots of two or three acres with just a driveway access are a problem, and if the easement was left it would give people an opportunity to put in a road. Dickason stated these large lots with several houses, and access only a driveway on to Baldwin create quite a hazard both entering and leaving, and with Baldwin to be made a through highway will create quite a problem. Shatford stated the owners of the properties would have to agree on developing a road, or the property would have L to be condemned but the City would not develop - private property, but if developed the street would be wide enough to be dedicated Buchan made the motion that this matter be referred to the Plan- ning Commission for either their approval or disapproval, with a request from a recommendation to the Council from them. Dicke - son seconded, carried by following roll call vote: AYES: Councilmen - Buchan, Dickason, Merritt, & Fitzjohn NOES: Councilmen -None ABSENT: Councilmen - Tyrell 7. REPORT FROM RUBBISH DISPOSAL COMMITTEE: Buchan stated in view of the fact Councilman Tyrell was absent, he would make a motion thatthis report be tabled, Dickason sec- onded, carried by following roll call vote: AYES: Councilmen - Buchan, Dickason, Merritt, & Fitzjohn NOES: Councilmen -None ABSENT: Councilmen - Tyrell 8, PUBLIC HEARING: a. Zone Change request Case No. 60-5 A -1 to C -1, Carl F. Ras- mussen. City Manager Woollett read the original request asking for a change from A -1 to C -3 which was presented to the Plannin Commission. In reviewing the request the Planning Commission re- commended changing the zone to C- 1®'The Mayor asked if anyone in the audience wished to speak for or against this request, with noone responding. Buchan. made the motion that the zone change from A -1 to C -1 be granted, Merritt seconded. City Attorney Shatford read Resolution No. 60-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING RECOMMENDATIONS OF THE PLAN- NING COMMISSION OF THE CITY OF TEMPLE CITY AND GRANTING THE ZUNE VARIANCE OF MARVIN L. AARON. Buchan moved to adopt Resolution No. 60-85, Dickason seconded, carried by roll call vote as fol- lows: AYES: Councilmen -Buchan, Dickason, Merritt, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen-Tyrell 10. LIABILITY INSURANCE COVERAGE: Both Mr. Woollett, and Mr. Shatford reported at length on cover- age of surrounding cities. Following considerable discussion by the Council Dickason made the motion that the City take liability insurance coverage for$250,000 and $500,000., Buchan seconded, carried by the following roll call vote: AYES: Councilmen -Buchan, Dickason, Merritt & Fitzjohn NOES: Councilmen -None ABSENT: Councilmen-Tyrell 11. OFFICIAL CITY STATIONERY: Following discussion Buchan moved to turn this matter over to the City Manager and give him authority to use his own judgment in purchase, Merritt seconded, carried by roll call vote as fol. lows: AYES: Councilmen -Buchan, Dickason, Merritt & Fitzjohn NOES: Councilmen -None. ABSENT: Councilmen-Tyrell 12. REQUESTED DETACHMENT OF PROPERTY: City Manager Woollett read a letter from Superior Concrete & Building Supply Co. requesting two lots(in the rear of their business property on Live Oak which is in Arcadia) be detached from Temple City so that the entire business property be locat- ed in one City. Following considerable discussion Buchan moved to refer this request of the Superior Concrete & Building Supply Co. to the Planning Commission for their recommendations, Dicka- son seconded, carried by following roll call vote: AYES: Councilmen -Buchan, Dickason, Merritt, Fitzjohn NOES: Councilmen -None. ABSENT: Councilmen -00M. . Tyrell 13. ACCEPTANCE OF SANITARY SEWERS: Woollett read a letter from the City Engineer recommending ac ceptance of private contracts No. 5375 and No. 5402, Sanitary Sewers, and the City Attorney stated it is a maintenance problerr: and you need them in the system and recommended acceptance. Dickason moved that the Council approve the work and accept for public use the sanitary sewers indicated in private contracts No. 5375 and No. 5402 for dedication, Buchan seconded, carried by following roll call vote: AYES: Councilmen -Buchan, Dickason, Merritt, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen-Tyrell 14. TIME LIMIT PARKING: Woollett stated 94 merchants had been contacted regarding time limit parking on cross streets and 72 or 76.6% recommended 2 hr. parking. Streets involved were Golden West to Oak. Following discussion it was decided to instruct the City Manager to have the Road Dept. make three surveys, one on Friday, on Saturday, and week day, to ascertain number of on and off street spaces Council Minutes, October 10, 1960, page 3 now,how used, and what turn -over, as the Council should have these kind of facts before extending time limit parking to side streets. Buchan asked about costs, and Woollett stated he felt 200.00 would be outside, but will find out what it will cost. B. L. Meek, 6004 Rosemead Blvd., stated he felt the people in the area who have cars parked in front of their property all day should have an opportunity to state their opinion also and that a hearing should be held. Dickason moved to table the recommendation and conduct a survey and find out just what problem is before proceeding further, Merritt seconded, roll call vote as follows: AYES: Councilmen- Buchan, Dickason, Merritt, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen - Tyrell The Mayor declared a five minute recess. Councilman Tyrell arrived at this time. 16. RESOLUTION NO. 60 -84: RESOLUTION GIVING NOTICE OF PROPOSED ANNEX- ATION TO CITY OF TEMPLE CITY OF THAT CERTAIN UNINHABITED TERRI- TORY DESCRIBED HEREIN AND DESIGNATED "ANNEXATION NO. 3 -A WEST TEMPLE CITY UNINHABITED" AND GIVING NOTICE OF TIME AND PLACE FOR HEARING OF PROTESTS THERETO. Woollett stated more than 70% of the property owners requested annexation to Temple City which in- cludes west side of Reno St. to wash, the width of Las Tunas Dr. and three parcels on north side of Las Tunas Dr., which makes boundaries the west side of Eaton Wash, the west side of Reno St. the south side of Las Tunas Dr. and the north side of the proper- ties .on the north side of Las Tunas Dr. Shatford read title to Resolution 60 -84, Buchan moved to waive further reading, Dickason seconded, roll call vote as follows: AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen -None Merritt moved Resolution No. 60 -84 be adopted, Tyrell seconded,' carried by following roll call vote: AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen -None 17. RESOLUTION N0. 60 -83: Warrants & Demands Buchan moved Resolution No. 60 -83, Warrants and Demands in the amount of $4192.34, No. 236 through 257, be adopted, Dickason seconded, carried by following roll call vote: AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, Fitzjohn NOES: Councilmen -None ABSENT: CoUncfl.men -None 18. RESOLUTION NO. 60 -86: Zone Variance. Woollett read request of Alex Bennett Business Finance & Factor, ing, Inc. for zone variance on Lot 132, Tract 6561, allowing con- struction of an 80 ft. building. The Planning Commission recom-1 mended to the Council that they grant this Variance. The question of use of this building was brought up and Mrs. Saunders of Ray Fortner's Real Estate advised the Council she sold the lot and it was to be used for retailing fluorescent lights. A find building is planned which will greatly improve this end of the business district. Dickason moved to grant the variance requested to per- mit building of an 80 ft. building on the property. BUILDING, Buchan moved to waive further reading of Resolution No. 60 -86, Tyrell seconded, roll call vote as follows: 67 Council Meeting, October 10, 1960, page 4 AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn NOES: Councilmen -None ABSENT: Councilmen -None. Tyrell moved to adopt Resolution No. 60 -86, Merritt seconded, carried by following roll call vote: AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen -None. 19 TRAFFIC COMMISSION RECOMMENDATIONS: a. PROPOSED TRUCK ROUTES Woollett stated it is advisable to provide through routes for heavy truck traffic, and for trucks using local streets. Routes approved by the Council will be posted and remainder of streets posted with load limit of 6000 lbs. The Mayor stated he was not in favor of Temple City Blvd. -'t being a truck route. Dickason stated Temple City was a residential city and none of this type of business was located here did not recommend them going through middle of City, but to use Rosemead, Lower Azusa, and El Monte hoe. Mr. Whiting, Principal of Longden School stated many students have to cross Temple City Blvd. as most of the schools are located in the western part of the City, and that it is pretty well traveled now, and that the school people feel that the street should not be named as a truck route. Marvin L. Aaron of El Monte Ave. requested consideration be given to routing the truck traffic other than on El Monte Ave. as it constitutes quite a problem there also. Buchan made the motion that item #1, Truck Routes, be referred back to the Traffic Commission with recommendations of the City Council that Las Tunas Drive and Temple City Blvd. be deleted from their recom- mended truck routes, and an alternate for El Monte Ave. also be considered, and to report back to the Council at their meet- ing on November 14, 1960. Dickason seconded. Considerable dis- cussion followed regarding race track traffic routed through the City. Shatford suggested the Council have the Traffic Com- mission look into this, and Mr. Woollett advised he would get the Traffic Engineer to work on this before the next meeting. PROPOSED OBSTRUCTION ABATEMENT ORDINANCE: Buchan moved to instruct the City Manager and City Attorney to draw up an ordinance in like manner to Pasadena's Ordinance as submitted except of change of distance to 30 ft. instead of 25 ft., Dickason seconded, unanimously carried. Dickason moved to approve the recommendation of the Traffic Commission in respect to marking at curb "Look Before Crossing ", Merritt seconded, unanimously carried. c. Broadway - BRIDGE OVER EATON WASH: Woollett stated the west side of bridge was under County juris- diction and the East in Temple City, and that the bridge is narrow and high. If the State approves it as a major City Stree- gas tax money can then be used for improvement, and then this can be considered in the 1961 -61 budget. Merritt moved the City Manager check into the bridge widening as to our future budget and check back with the Council, Buchan seconded, and carried by following roll call vote: AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell, Fitzjohn NOES: Councilmen -None ABSENT: Councilmen -None. d. TRAFFIC SAFETY COMMITTEE: Woollett stated this Committee would work with the Highway Pat - rol and Sheriffs Dept., as well as traffic and safety committees in schools. Dickason moved to approve the recommendations of the Traffic Commission with respect to a Traffic & Safety Com- mittee and that the appointments be made by the Traffic Com- mission subject to approval of the Council, Buchan seconded, unanimously approved. 68 Council Minutes, October 10, 1960, page 5. EAST -WEST FLOW LiNES = ROSEMEAD & LONGDEN: The state has exclusive jurisdiction so all City can do .is ask them to re- consider east and west flow lines at this intersection Buchan moved to instruct the City Manager to request the state to reconsider the east and west flow lines at Rosemead and Longden Ave., Merritt seconded, and unanimously carried. COMMUNICATIONS: 20. Woollett read notice of meeting of the Metropolitan Transportatio Engineering Board Meeting, October 17, 1960, at 9:30 A. M. He felt it advisable for someone to attend to represent Temple City. It was suggested possibly someone from the Traffic Commission could attend with Mr. Woollett to check it out. Also the Council should consider a replacement for Richard Null of the Traffic Commission who has resigned with appointment held over until next meeting. 21. BOUNDARY COMMISSION OF LOS ANGELES COUNTY: Woollett read several notifications from the Boundary Commission of Los Angeles regarding annexations, none of which affect Temple City. Buchan-moved to receive and file, Dickason seconded and unanimously carried. 22. TEMPLE CiTY UNIFIED SCHOOL DISTRICT -RE POOL AT T. C. HIGH SCHOOL Woollett read a copy of letter sent to Supervisor Bonelli by the Temple City School Board requesting the continuance of the 25 year contract the school district has with the Board of Supervi- sors. Following discussion no action was taken. 23. A letter from Fuller Paint & Glass Co. was read thanking the City for removing the parking meters, and stating his business had improved and his customers comments were definitely in favor of the removal. 24. LAMB AMBULANCE: Woollett read a letter stating the Lamb Ambulance Service was opening a new location at 227 W. Las Tunas Dr., San Gabriel, which Is approximately 2 miles from Las Tunas & Temple City Blvd. and which will cut the running time better than half. The City Manager will follow through on necessary arrangements for this service. 25. LIONS CLUB - WHITE CANE DAY Merritt moved that the Mayor proclaim October 14 as Temple City White Cane Day, Dickason seconded and carried. Also a letter from Betty Sampson requesting October 18- 25 be proclaimed as Community Chest Week, Dickason so moved, Buchan seconded and carried. 26. SOUTHERN CALIFORNIA GAS CO. ACCEPTANCE OF FRANCHISE t SOUTHERN COUNTIES GAS CO. ACCEPTANCE OF FRANCHISE oz-abe, as Buchan made a motion that the City of Temple City hereby accepts uri,K".tr 5 franchise offered by the Southern California Gas Co., and-the franchise offered by Southern Counties Gas Co., Dickason secondr ed, roll call vote -as follows: AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn NOES: Councilmen -None ABSENT: Councilmen -None. 27. Ne.one J n_the Audience requested permission to address the Counci 28. MATTERS FROM CITY OFFICIALS: Shatford had a letter from Mr. Wells thanking him for re.draftinc the lease on the parking lot. The Mayor requested Mr. Woollett to see the merchants in the area and find out if they were in- terested in leasing the lot. City Attorney Shatford stated Mr. Wells had signed a new lease with the option to buy included; He will write Mr. Wells that the City is re- considering. 69 Council Minutes, October 10, 1960, page 6. Tyrell suggested bus loading zones should be moved to the for side of the street which would expedite traffic. Woollett will place this on the agenda of the Traffic Commission. 29. ADJOURNMENT: Buchan stated he would like -to have a study session of the Council and so made a motion this meeting be adjourned until Thursday, October 20, for a study session to be held in the Conference Room of the City Hall, Merritt seconded, and carried, adjourned at 10:30 P.
