CALL TO ORDER Mayor Man called the City Council Regular Meeting to order at 7:46 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember— Sternquist, Vizcarra, Yu, Chavez, Man ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Deputy City Clerk Nunez, Community Development Director Reimers, Administrative Services Director Paragas, Management Analyst Avery, and Management Analyst Flores 3. INVOCATION — Jerry Jambazian, owner of Wonder Cleaners and Draperies, provide the invocation. 4. PLEDGE OF ALLEGIANCE — Youth Committee Member Hannah Kwok lead the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION A. SAN GABRIEL BASIN WATER QUALITY AUTHORITY UPDATE — update postponed to a future meeting. B. CONGRESSWOMAN JUDY CHU ARTISTIC DISCOVERY CONTEST WINNERS — CINDY LIU AND LARISSA CHEUNG City Council recognized Temple City High School students, Yanjun Cindy Liu and Larissa Cheung, for their winning artwork and presented them each with a certificate of recognition. C. EDISON SCHOLAR JACKIE LI Marissa Castro-Salvati, Southern California Edison Government Relations Manager, spoke about the Edison Scholar Program. She shared that Temple City High School student, Jackie Li, was selected as a 2023 Edison Scholar — one of 30 students selected this year from throughout Southern California Edison (SCE)'s service territory. City Council Minutes May 16, 2023 Page 2 of 8 City Council recognized Jackie for her accomplishment and for being selected as a 2023 Edison Scholar. D. ASIAN AMERICAN PACIFIC ISLANDER PROCLAMATION Mayor Man proclaimed May as Asian American Pacific Islander Month and presented the certificate to the Youth Committee. Temple City High School Korean Language Club Founder/President Janice Lee and Vice President Kaylee Won spoke about the creation of the student club and their mission to share the Korean culture with their peers. E. YOUTH COMMITTEE UPDATE The Youth Committee reported on their Safety and Emergency Preparedness objective. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — Mary Sneed, Temple City Historical Museum, remarked on upcoming Historical Society's Centennial Celebration and invited everyone to participate in the events. 7. CONSENT CALENDAR Staff requested City Council's approval to make a clerical correction to Consent Calendar Item 7D, "Final Subdivision Map Approval for Parcel map No. 73518, a three -unit condominium subdivision project. The parcel map address should be 9040 Broadway, not 6040 Broadway. Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items with clerical correction to Item 7D. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember— None ABSENT: Councilmember— None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. The Minutes of the Special City Council Meeting of May 2, 2023; and 2. The Minutes of the Regular City Council Meeting of May 2, 2023. Action: Approved the Minutes of the City Council Meetings. City Council Minutes May 16, 2023 Page 3 of 8 B. PLANNING COMMISSION ACTIONS — MEETING OF APRIL 25, 2023 The City Council is requested to review the Planning Commission actions of their meeting of April 25, 2023. Action: Received and filed. C. FIRST AMENDMENT TO THE SERVICES AGREEMENT WITH RED 88 MEDIA FOR CITY VIDEO PRODUCTION, RECORDING, EDITING AND SUPPORT SERVICES The City Council is requested to approve the First Amendment to the Consultant Services Agreement with Red 88 Media for two years from June 8, 2023 to June 8, 2025. Action: 1. Approved the First Amendment to the Consultant Services Agreement (Attachment "A") with Red 88 Media to video record City Council meetings for live and delayed broadcast to the community; and 2. Authorized the City Manager to sign the First Amendment Agreement. D. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73518, A THREE -UNIT CONDOMINIUM SUBDIVISION PROJECT AT 6040 BROADWAY The City Council is requested to approve the final map to allow the developer to obtain building permits and start the construction of the three detached dwellings. Action: 1. Reviewed and approved the final subdivision map for Parcel Map No. 73518 (Attachment "A"); and 2. Authorized the City Clerk to certify Parcel Map No. 73518. E. ADOPTION OF RESOLUTION NO. 23-5670, DECLARING THE CITY'S INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR (FY) 2021-2022 AND ESTABLISHING THE TIME AND PLACE FOR HEARING PUBLIC OBJECTIONS The City Council is requested to accept the Engineer's Report for the Temple City Citywide Lighting and Maintenance District for FY 2023-2024. The Engineer's Report contains an annual program cost summary which includes the estimated cost of the construction, operation, servicing and maintenance of the streetlights, traffic signals, and parkway landscaping for FY 2023-2024. The report also includes the method of apportionment for the assessments. City Council Minutes May 16, 2023 Page 4 of 8 Action: 1. Accepted the Engineer's Report for the Temple City Citywide Lighting and Maintenance District (District) for FY 2023-2024 (Attachment "A"); and 2. Adopted Resolution No. 23-5670 (Attachment "B"). F. ADOPTION OF RESOLUTION NO. 23-5668 APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM BY AUTHORIZING THE MAYOR, OR HIS DESIGNEE TO SIGN A COOPERATION AGREEMENT WITH THE COUNTY OF LOS ANGELES The City is a non -entitlement City that receives CDBG funds from Los Angeles County Development Authority (LACDA). Every three years the County of Los Angeles is required to re -qualify as an Urban County with the U.S. Department and Urban Development (HUD). To continue receiving CDBG funds from LACDC, the City is required to enter into a cooperation agreement with LACAC. Action: Adopted Resolution No. 23-5668 approving participation in the Los Angeles Urban County CDBG Program and authorize the Mayor, or his designee to sign a cooperation agreement with the County of Los Angeles. G. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. H. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash Report. Action: Received and filed. I. ADOPTION OF RESOLUTION NO. 23-5669 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 The City Council is requested to adopt Resolution No. 23-5669 authorizing the payment of bills. Action: Adopted Resolution No. 23-5669 authorizing the payment of bills. 8. PUBLIC HEARING City Council Minutes May 16, 2023 Page 5 of 8 A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 23-1071 AMENDING SECTION 9-1T-21 (URBAN DWELLINGS AND URBAN LOT SPLITS) OF THE MUNICIPAL CODE RELATED TO SB-9 The City Council is requested to adopt the proposed ordinance to bring the City's SB-9 Ordinance into conformance with State law. City Manager Cook gave a brief introduction of the proposed ordinance. Community Development Director Reimers gave a summary of the staff report. City Council made comments and asked questions regarding SB 9 and the proposed code amendment. Mayor Man opened public hearing. Hearing no request to speak, Mayor Man closed public hearing. City Clerk Kuo read the title of the ordinance. Councilmember Yu made a motion to: 1. Introduce Ordinance No. 23-1071 for first reading by title only, amending Title 9, Chapters 1 of the Municipal Code (Attachment "A") related to urban dwellings and urban lot splits (SB-9) and finding the Ordinance exempt from CEQA; 2. Waive further reading of Ordinance No. 23-1071; and 3. Schedule the second reading of Ordinance No. 23-1071 for June 6, 2023. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: NOES: ABSTAINED: ABSENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man Councilmember — None Councilmember — None Councilmember — None 9. UNFINISHED BUSINESS — NONE 10. NEW BUSINESS A. STREETSCAPE IMPROVEMENTS ON LAS TUNAS DRIVE The City Council is requested to provide directions on revitalization options for the streetscape on Las Tunas Drive. City Council Minutes May 16, 2023 Page 6 of 8 City Manager Cook gave an overview of the streetscape and infrastructure of Las Tunas Drive. City Council made comments and asked questions about the streetscape and infrastructure of Las Tunas Drive. Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public comment. City Council made final comments regarding establishing a uniform look to the streetscape of Las Tunas Drive and a branding for city's downtown. City Council established a Council Ad Hoc Committee to provide staff input on the improvement of streetscape on Las Tunas Drive and appointed Councilmember Yu and Councilmember Vizcarra to the committee. City Council directed staff to meet with the Ad Hoc Committee to discuss parameters for the Las Tunas Drive streetscape before exploring options with a landscape architecture and bring back recommendations for City Council consideration by August. 11. UPDATE FROM CITY MANAGER City Manager Cook commented about the upcoming Budget Study Session. 12. UPDATE FROM CITY ATTORNEY — No report. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Mayor Pro Tem Chavez Mayor Man) — Formed 1/3/2012 No report. B. AUDIT STANDING COMMITTEE (Councilmember Yu and Mayor Pro Tem Chavez) — Formed 7/15/2014 No report. C. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Mayor Man) — Formed 4/4/2017 Councilmember Yu reported on the standing committee's meeting on May 12. The standing committee met to receive an update on the existing conditions of completed projects and proposed pavement projects that will be added in the upcoming pavement rehabilitation program. D. PRIMROSE PARK ART ELEMENT AD HOC COMMITTEE City Council Minutes May 16, 2023 Page 7 of 8 (Councilmember Vizcarra and Councilmember Yu) — Formed 5/19/20 No report. E. CITY BASED HOMELESS PLAN STANDING COMMITTEE (Councilmember Vizcarra and Councilmember Sternquist) — Formed 3/16/21 No report. F. FUTURE DEVELOPMENT OF CITY PROPERTY AT 9050 LAS TUNAS DRIVE AD HOC COMMITTEE (Councilmember Sternquist and Mayor Man) — Formed 5/17/22 No report. G. COMMISSIONER RECRUITMENT AD HOC COMMITTEE (Councilmember Vizcarra and Mayor Pro Tem Chavez) — Formed 3/21/23 Mayor Pro Tem Chavez and Councilmember Vizcarra reported that the City received 10 applications to fill 9 commissioner seats. The committee conducted an interview on May 11 and is recommending that City Council reappoint commissioners with term expiring June 30, 20. H. CENTENNIAL CELEBRATION AD HOC COMMITTEE (Mayor Pro Tem Chavez and Mayor Man) — Formed 5/2/23 Mayor Pro Tem Chavez reported on the ad hoc committee's meeting on Friday, May 12. The ad hoc committee met with staff to provide input for city events to celebrate the city's centennial anniversary. 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER STERNQUIST — shared her recent favorable experience with San Gabriel Valley Humane Society. B. COUNCILMEMBER VIZCARRA — shared that he attended a talk at Temple Beth David this week on Judaism. C. COUNCILMEMBER YU — shared that World Journal wrote an article about the City adopting a resolution denouncing antisemitism and interviewed Mayor Man regarding racial harmony. D. MAYOR PRO TEM CHAVEZ — commented about public safety and thanked the deputies for the work that they do. E. MAYOR MAN — invited everyone to the next Neighborhood Watch this Thursday at the Presbyterian Church and shared that he will be attending the upcoming City Council Minutes May 16, 2023 Page 8 of 8 Contract Cities Annual Conference. He also remarked on the soft opening of Bafang Dumpling restaurant in Camellia Square. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — Jerry Jambazian, Temple City business owner, thanked City staff for their quick response to filling a pothole in front of his business, he spoke in favor of starting streetscape improvement on Las Tunas from Muscatel to Rowland, and suggested the city utilize streetlight pole banners to promote the centennial celebration. 16.
