SPECIAL MEETING MINUTES
MAY 23, 2023
1. CALL TO ORDER
Mayor Man called the City Council Special Meeting to order at 6:13 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember—Sternquist, Vizcarra, Yu, Chavez, Man
ABSENT: Councilmember— None
ALSO PRESENT: City Manager Cook, Administrative Services Director Paragas,
Community Development Director Reimers, Parks and
Recreation Director Matsumoto, Accountant Ma, Assistant to
the City Manager and City Council Ortiz, and Deputy City Clerk
Nunez
3. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None
4. NEW BUSINESS
A. FISCAL YEAR 2023-2024 PROPOSED ANNUAL BUDGET
The proposed budget for Fiscal Year (FY) 2023-2024 focuses on creating a roadmap
for maintaining the financial stability of the community into the future while balancing
current needs.
City Manager Cook gave a brief overview of the proposed FY 2023-2024 City budget
and made remarks about the five-year forecast of the City's fiscal future, the cost for
labor, living increases, contract services, American Rescue Plan Act (ARPA)
funding, and general liability insurance for the City.
Councilmember Vizcarra left the meeting at 6:23 p.m. and returned at 6:24 p.m.
City Council asked questions and made comments about the proposed City budget,
joint use agreement with the school district, crossing guards, and making minor
changes and adjustments at a later time to the proposed new positions.
Administrative Services Director Paragas gave a summary of the staff report
including the proposed FY 2023-24 City budget and the Fees and Fines schedule.
Paragas spoke on increases in programming and insurance, as well as an increase
in the total operating revenues.

City Council asked questions and made comments about property and sales tax
revenues, stable pension rates, in -lieu vehicle license fees, in -lieu sidewalk fees, school
resource officer, increase in public safety services, and parks and recreation programs.
Parks and Recreation Director Matsumoto spoke on bringing back a full level of service,
such as in -person senior lunch programming Monday through Friday as well as teen
programming.
Mayor Pro Tem Chavez left the meeting at 7:20 p.m. and returned at 7:23 p.m.
City Manager Cook and Administrative Services Director Paragas provided an overview
of the five-year forecast of the general fund and discussed the Capital Improvement
projects for this next FY.
City Council recessed at 7:50 p.m. and reconvened with all members present at 8:00
p.m.
City Manager Cook provided an overview of ARPA funds proposed for FY 2023-24,
future cost increases, supply shortages, and possible recession.
Councilmember Vizcarra left the meeting at 8:11 p.m. and returned at 8:12 p.m.
City Council commented on a Fee and Fine study to look at full capture fees and
possibly revise the current fees and fines.
City Council made final comments.
City Council directed staff to bring back explanations of the proposed positions and the
duties and services each position will complete, bring back an overview of how the
remaining uncommitted ARPA funds can be spent, and revisit the Fee and Fine
Schedule with the possibility of a study.

The City Council Special Meeting was adjourned at 8:41 p.m.
