CALL TO ORDER Mayor Man called the City Council Regular Meeting to order at 7:49 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man ABSENT: Councilmember— None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Community Development Director Reimers, Administrative Services Director Paragas, and Parks and Recreation Director Matsumoto 3. INVOCATION — Councilmember Sternquist provided the invocation. 4. PLEDGE OF ALLEGIANCE — Deputy Lam led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION A. COMMISSIONER OATH OF OFFICE FOR THE PARKS AND RECREATION COMMISSION, PLANNING COMMISSION, AND TRANSPORTATION AND PUBLIC SAFETY COMMISSION City Clerk Kuo administered the oath of office to the city commissioners. Mayor Man and Councilmembers presented a certificate of appointment to the commissioners. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 7. CONSENT CALENDAR Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember — None City Council Minutes June 20, 2023 Page 2 of 7 ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. The Minutes of the Special City Council Meeting of June 6, 2023; and 2. The Minutes of the Regular City Council Meeting of June 6, 2023. Action: Approved the Minutes of the City Council Meetings. B. RESOLUTION NO. 23-5673 ADOPTING THE STATEMENT OF INVESTMENT POLICY FOR FISCAL YEAR 2023-2024 The City Council is requested to adopt Resolution No. 23-5673 adopting an Investment Policy for Fiscal Year 2023-2024. The City's Statement of Investment Policy establishes an administrative plan which allows investment of the City's idle funds in financial institutions, government agencies, the State of California Local Agency Investment Fund, the Los Angeles County Pooled Investment Fund and medium -term corporate notes which meet the criteria required for safety and liquidity. Action: Adopted Resolution No. 23-5673, adopting the Statement of Investment Policy for FY 2023- 2024. C. ACCEPTANCE OF CITY HALL TRELLIS REPLACEMENT PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP NO. P23-07) The City Council is requested to accept the completion of City Hall's trellis replacement project. The work was performed within contractually specified duration and to the City Engineer's satisfaction. Action: 1. Accepted project completion for the City Hall trellis replacement project, capital improvement project (CIP no. P23-07) as performed by Concept Consultant, Inc. for a total amount of $316,868.05; 2. Authorized the City Manager to file a project Notice of Completion with the County of Los Angeles Registrar -Recorder; and 3. Authorized the City Manager to release a retention payment of $15,843.40 to Concept Consultant, Inc. within 35 days following recordation of the Notice of Completion. City Council Minutes June 20, 2023 Page 3 of 7 D. SECOND AMENDMENT TO AGREEMENT WITH WEST COAST ARBORIST, INC. FOR TREE MAINTENANCE SERVICES The City Council is requested to approve the Second Amendment with West Coast Arborist to extend the contract through October 31, 2023 for tree maintenance services. 40.1111 Action: Authorized the City Manager to execute a second amendment to the agreement with West Coast Arborist, Inc. (WCA) for tree maintenance services. E. SECOND AMENDMENT TO AGREEMENT WITH SOUTHLAND TRANSIT INC. FOR TRANSPORTATION SERVICES The City Council is requested to approve the Second Amendment with Southland Transit Inc. to extend the contract an additional one-year with a term end date of June 30, 2024 for city's dial -a -ride service. Action: Authorized the City Manager to execute the Second Amendment to the agreement with Southland Transit Inc. for transportation maintenance services. F. SECOND AMENDMENT TO AGREEMENT WITH UNITED MAINTENANCE SYSTEMS FOR CITYWIDE JANITORIAL SERVICES The City Council is requested to approve the Second Amendment to the agreement with United Maintenance System to extend the contract through October 31, 2023 for citywide janitorial services. Action: Authorized the City Manager to execute the Second Amendment to the agreement with United Maintenance Systems, Inc. (UMS) for Citywide Janitorial Services. G. ADOPTION OF RESOLUTION NO. 23-5682 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2022-23 The City Council is requested to adopt Resolution No. 23-5682 authorizing the payment of bills. ® Action: Adopted Resolution No. 23-5682 authorizing the payment of bills. 8. PUBLIC HEARING City Council Minutes June 20, 2023 Page 4 of 7 A. ADOPTION OF RESOLUTION NO. 23-5679 APPROVING THE MASTER FEES AND FINES SCHEDULE FOR FISCAL YEAR 2023-2024 Adoption of the resolution will update the City's Master Fee and Fine Schedule for Fiscal Year 2023-24. City Manager Cook gave a brief introduction for the proposed Master Fees and Fines Schedule for Fiscal Year 2023-2024. Administrative Services Director Paragas provided a highlight of the proposed Master Fees and Fine Schedule for Fiscal Year 2023-2024. City Council made comments and asked questions regarding the proposed fees and fines. Mayor Man opened public hearing. Hearing no request to speak, Mayor Man closed public hearing. City Council made final comments regarding the proposed fees and fines. Mayor Pro Tem Chavez made a motion to adopt Resolution No. 23-5679 approving the Master Fees and Fines Schedule for Fiscal Year 2023-2024. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember — None B. CONTINUE PUBLIC HEARING OF FISCAL YEAR 2023-2024 PROPOSED ANNUAL BUDGET AND APPROPRIATIONS LIMIT City Council is requested to continue the discussion for the Fiscal Year 2023-2024 proposed city budget from the study session on May 23 and the regular meeting on June 6, 2023 and the Appropriations Limit to Friday, June 23, 2023. Councilmember Sternquist made a motion to continue the public hearing for the Proposed Budget for Fiscal Year 2023-2024 and the Appropriations Limit to Friday, June 23, 2023. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember— None ABSENT: Councilmember — None City Council Minutes June 20, 2023 Page 5 of 7 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS A. REVIEW OF PROPOSED FISCAL YEAR 2023-24 STREET REHABILITATION PROJECT The City Council is requested to review the proposed Fiscal Year 2023-24 Street Rehabilitation Project and authorize staff to prepare a bid package for City Council approval to proceed with the issuance of the Notice Inviting Bids. City Manager Cook gave a summary of the proposed street rehabilitation project. Ali Cayir, City's Traffic Engineer (Transtech Engineer), reported on the progress of city's street rehabilitation in the past 10 years and gave an summary of the staff report. City Council made comments and asked questions regarding the street rehabilitation project. Mayor Man opened public comments. Steve Stafford, Temple City resident, commented on the condition of the streets in his neighborhood. Hearing no further request to speak, Mayor Man closed public comments. City Council made final comments regarding the rehabilitation of the city's streets and options to fund rehabilitation of the remainder city streets not on the list for the Fiscal Year 2023-2024 project. Councilmember Yu made a motion to authorize staff to proceed with the preparation of the bid package for the selected streets. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember— None ABSENT: Councilmember — None 11. UPDATE FROM CITY MANAGER — reported on the status of the monument entry sign at the Arcadia/Temple City city border, commented on the first Concert in the Park, announced upcoming Volunteer Recognition event this Friday, and also remarked on this Friday's Special Council Meeting. 12. UPDATE FROM CITY ATTORNEY — reported that the Assistant City Attorney will be attending the next City Council meeting. City Council Minutes June 20, 2023 Page 6 of 7 13. LAS TUNAS DRIVE STREETSCAPE AD HOC COMMITTEE (Councilmember Vizcarra and Councilmember Yu) — Formed 5/16/23 Councilmember Vizcarra and Councilmember Yu reiterated the information for Las Tunas Drive Streetscape project as provided by City Manager Cook during his presentation of the city's proposed budget for Fiscal Year 2023-2024. COUNCILMEMBER VIZCARRA — remarked about the effect weather can have on the condition of the streets. C. COUNCILMEMBER YU — None D. MAYOR PRO TEM CHAVEZ — commented on the Concert in the Park, reported that the city will be interviewing applicants to fill 4 seats on the Youth Committee in July, and shared that the Temple City American Little League will be playing in the championship game tomorrow night. E. MAYOR MAN — remarked on the Chamber of Commerce's open house last week and shared the Chamber's plan for upcoming events. 15.
