COUNCIL CHAMBERS - 5938 KAUFFMAN AVENUE 1. CALL TO ORDER — Chair Tarin 2. ROLL CALL PRESENT: Commissioner Baroldi, Haddad, Rosso, Vance, Tarin ALSO PRESENT: Director of Parks and Recreation Matsumoto and Parks and Recreation Secretary Venters 3. PLEDGE OF ALLEGIANCE Chair Tarin led those present in the Pledge of Allegiance. 4. PRESENTATIONS - None 5. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 6. CONSENT CALENDAR Commissioner Haddad moved to approve the Consent Calendar and found the action item exempt from review of CEQA Guideline 15061(b)(3), seconded by Vice -Chair Vance and carried by the following roll call vote: AYES: Commissioner — Baroldi, Haddad, Rosso, Vance, Tarin NOES: Commissioner — None ABSENT: Commissioner — None ABSTAIN: Commissioner — None A. APPROVAL OF MINUTES Action: Approved. B. MONTHLY ATTENDANCE/ACTIVITY REPORTS Action: Approved. 7. UNFINISHED BUSINESS A. COMMITTEE ON AGING UPDATE PARKS & RECREATION COMMISSION MINUTES Page 2 February 15, 2023 Director of Parks and Recreation Matsumoto updated the Commission that the Committee on Aging will review their report card outlining accomplishments and goals achieved during the years of 2020 through 2022 and discuss long term goals. He concluded that the next Committee on Aging Meeting is scheduled April 25, 2023. 8. NEW BUSINESS A. JANUARY PROGRAMMING RECAP Director of Parks and Recreation Matsumoto updated the Commission that Youth Basketball began during the month of January with several games per week at various locations. He then provided an update regarding the STARS program, highlighting increased enrollment at Cleminson Elementary School due to scholarship funding provided by the State of California to the El Monte Unified School District. Commissioner Rosso moved to approve the January Programing Recap and found the action item exempt from review of CEQA Guideline 15061(b)(3), seconded by Commissioner Baroldi and carried by the following roll call vote: AYES: Commissioner— Baroldi, Haddad, Rosso, Vance, Tarin NOES: Commissioner — None ABSENT: Commissioner — None ABSTAIN: Commissioner — None 9. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 10. UPDATE FROM PARKS & RECREATION DIRECTOR A. PARKS & RECREATION DIRECTOR'S REPORT Director of Parks and Recreation Matsumoto stated that the City Council approved an agreement with SWA Landscape to approve the renovation of Live Oak Park and Temple City Park in phases. He stated that phase one includes community outreach and phase two includes a concept design. He then updated the Commission regarding the Lunar New Year Event and upcoming Camellia Festival. He highlighted that the Lunar New Year event had various dignitaries, live performances and a variety of food samplings. He stated that the Camellia Festival and parade will take place February 24 through 26 in pre -pandemic fashion. He added that the repair to the breezeway located at City Hall will be completed in time for the Camellia Festival. He continued that the Los Angeles County Assessors Office is PARKS & RECREATION COMMISSION MINUTES Page 3 February 15, 2023 holding a fair Saturday March fourth at the Community Center from 9 a.m. to noon to provide homeowners information regarding Prop 19, property taxes and other resourceful information. He stated that the City is working alongside the City of Monterey Park to provide meals for senior lunches in light of recent tragic events. He concluded by briefing the Commission regarding audio upgrades and improvements to the dais inside of the City Council Chambers allowing appointed bodies to view PowerPoint presentations without turning their chair. Commissioner Rosso asked Director of Parks and Recreation if the artwork has been completed at Primrose Park and if Ms. Keelin has begun her art project along Rosemead Boulevard. Director of Parks and Recreation Matsumoto stated that the City is currently cost comparing for an alternate artist to complete the work at Primrose Park. He stated that Ms. Keelin is creating a description of each plaque per direction of the City Council and is seeking licensing to allow the use of a Converse brand shoe on one of the plaques. Chair Tarin asked Director of Parks and Recreation Matsumoto if there are public art items that will no longer be considered at Primrose Park. Director of Parks and Recreation Matsumoto stated that there is not a line item specification for each art piece, however the City does have a dollar amount that could be used toward public art. He stated that the City needs to know how much money all of the art pieces collectively will cost. Vice -Chair Vance asked Director of Parks and Recreation Matsumoto if grant funding for Primrose Park included the installment of public art. Director of Parks and Recreation Matsumoto stated that the grant funding received requires an art element however the grant funding itself did not include funding for art. Commissioner Haddad asked Director of Parks and Recreation Matsumoto if a concrete pad could be installed for the Gaga Pit. Director of Parks and Recreation Matsumoto stated that he would explore options with the Parks Maintenance team to install a surface that does not create indentations. Vice -Chair Vance asked Director of Parks and Recreation Matsumoto if the plans for the playgrounds for Live Oak Park and Temple City Park will be brought forth to the Commission for consideration. PARKS & RECREATION COMMISSION MINUTES Page 4 February 15, 2023 Director of Parks and Recreation Matsumoto stated that the development process will follow same pattern as Primrose Park including community outreach and concept designs for consideration by the Commission and City Council. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSINER BAROLDI — Enjoyed attending the Lunar New Year Festival along with the performances and samplings of cuisine. He suggested that the City have larger signs that show which restaurants the food came from. He noted that the Connect Magazine had classes listed that had already started. B. COMMISSIONER HADDAD — Asked Director of Parks and Recreation Matsumoto when registration for Summer Camp will begin and for an update regarding the Youth Masterplan. Director of Parks and Recreation Matsumoto stated that registration for Summer Camp will take place in the beginning of May. He stated that he has record of the work that has been completed thus far, however he would like to have appropriate staffing levels to be able to dedicate to the Youth Masterplan. C. COMMISSIONER ROSSO — Asked Director of Parks and Recreation Matsumoto what the City is going to do for its 100th birthday. She also asked if the City has been doing outreach to implement new classes and programs. Director of Parks and Recreation Matsumoto stated that the City would like to coordinate with the Historical Society for the City's 100th birthday. He stated that the City is actively looking for new programs and classes. D. VICE -CHAIRPERSON VANCE — Asked Director of Parks and Recreation Matsumoto if there is conflict between Pickleball and Tennis players. Director of Parks and Recreation Matsumoto stated that conflicts have not arose to a level of concern. He stated that the City has received a strong interest in Pickleball possibly resulting in permanent lines on the courts. He stated that proposing permanent lines in the tennis courts for Pickleball may be brought forth to the Commission in April. E. CHAIRPERSON TARIN — Commended Director of Parks and Recreation Matsumoto for his efforts in assisting the City of Monterey Park with their senior lunch program and reports included on the agenda. He asked PARKS & RECREATION COMMISSION MINUTES Page 5 February 15, 2023 Director of Parks and Recreation if he could check the stage at Live Oak Park due to a woman falling during the Camellia Coronation. Director of Parks and Recreation Matsumoto stated that the City is currently costing out a replacement for the stage in the next Fiscal Year. He concluded that he will be on leave during the month of March and return in April. 12.
