Receiving the report of Thomas and Hutton in connection with the emergency existing on the beach south of Tybrisa Pavilion caused by the recent north- easterly winds and spring tides affecting the seawall. 2. Hear petition of Wilson Hotel to erect a sign on First Street. Mr. Thomas informed Council that he had just made a check of the area on the beach south of Tybrisa Pavilion and found that due to recent north - easterly winds and spring tides that the beach had lowered considerably at this point also that several groins had recently been removed which reduced the protection. that was needed and that there was two methods that could be used to relieve the condition, one was to rebuild and extend the eastern end of the groins using creosoted material and that this method which would be more permanent would cost about $25,000.00 and the other method would be to put in temporary groins of untreated material which would last about two years and would cost about $5,000.00, Council- man Slotin moved that temperory groins in the area in front of the Solms Hotel be installed and that Council negotiate with the sucdessful bidder who will do the work on the Tilton Street groin and also that Thomas and Hutton be retained as Engineers to hand- le the job, Councilman peters seconded and the motion passed The petition of the Wilson Hotel to erect a sign on First Street north of Campbell Street was approved by Council. There being no further business, Council adjourned subject to the call of the Mayor. Savannah Beach, Tybee Island, Ga. June 12th, 1947. The regular meeting of Town Council was held at 4;00 P.M. in the Council Room and was attended by Mayor Duttgn, who presided, and Councilmen Lovell, Farrell, Slotin, Young, peters and Town Attorney Alexander. Sealed bids were submitted for rebuilding the Tilton Street groin and also an untreated groin between Sixteenth and Seventeenth Streets by the following firms: 87 Tidewater Foundation Co. Dixie Construction Co. Chatham Construction & Equipment Co. $14,2295.00 19,446.00 The above bids were submitted based on the specifications of Thomas & Hutton, Engineers. Councilman Siotin moved that the Chatham Construction and Equipment Company being the low bidder they be awarded the contract, Councilman Young seconded and the motion passed. The Mayor informed Council that -he had ordered Mr. W. W. Edwards to appear before the Board so that it could be decided whether his license should be revoked for operating the American Legion Post Club Rooms after the legal closing hour, Mr. Perry Brennan, attorney for Edwards stated that it was simply a matter of misunderstanding as to the proper time for closing,.Mr. Edwards stated that in the future the regulations will be complied with. A petition was also read from 38 members of the American Legion Post # 154 to revoke the license of Mr. Edwards contending that he is not operating the club under legal requirements, Mr. Brennan stated that the closing hours for the selling of whiskey should fit everyone. The Mayor also informed Council that Mr. Sullivan of the Marine Club was also ordered to appear before Council as he had been placed on the docket for remaining open agter hours. Council decided that both Edwards and Sullivan will be put on probation and if -any more violations occured their licenses would be revoked. Mr. Abro Robinson petitioned that Center street from Butter Avenue eastward be closed to automobile traffic as at the present time the people parking there were constituting a nuisance. Councilman Young moved that the following Ordinance be adopted, Councilman Siotin seconded and the motion passed. AN ORDINANCE TO PROVIDE THAT NO MOTOR VEHICLES OR OTHER VEHICLES SHALL BE P ARKED AT ANY TIME ON THAT PORTION OF CENTER STREET IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, BETWEEN BUTLER AVENUE AND THE STRAND; TO PROVIDE A PENALTY THEREFOR; AND FOR OTHER PURPOSES. BE IT ORDAINED by the authority of the Mayor and Council- men of Savannah Beach, Tybee Island, and it is hereby ordained by authority of the same, that from and after the passage of this ordinance it shall -be illegal for any person to park any motor vehicle, or other vehicle, on any portion of Center Street in said Municipality between Butler Avenue and the Strand, at any time. BE IT FURTHER ORDAINED by the authority aforesaid that nothing in this ordinance shall be construed to prevent persons owning property abutting on said street from parking on the side 88 Center Street on which their property abuts, or to prevent persons visiting said property owners from parking their motor vehicles as aforesaid. BE IT FURTHER ORDAINED that the meaning of this ordi- nance is that such parking be prohibited whether or not there be any person or persons in said motor vehicle. BE IT FURTH 7R ORDAINED by the authority aforesaid that any person violating any of the provisions of this ordinance, upon the conviction thereof, shall be fined not to exceed One Hundred °oilers (d$100.00) and imprisoned not to exceed thirty (30) days, either or both. BE IT FURTHER ORDAINED that all ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repeeled. The minutes of the meetings of May 15th, May 31st, and June 7th were read and adopted. Councilman moved that the Town take a page ad for $75.00 in the year book of the Savannah Fire Department, Councilman Lovell seconded and the Motion passed. Councilman Lovell stated that in connection with the request of the Savannah Beach Fire Department for the building in Fort Screven that the opinion of Council was that it should not be conveyed if it could not be repossessed. It was suggest- ed that the Town lease it to them for five years and that if the lease were cancelled and they have put in any permanent improvements then they be paid for them at an appraised value. Councilman Lovell called attention to the lack of fire escapes et the Seabreeze Hotel. The matter was referred to the . next meeting. Mr. J. V. Bennett petitioned that he be permitted to erect r' st7r on the corner of Izlar and Butler Avenues, on property owned by 1'l. H. °Cordray. Councilman Young moved that the request be granted, Councilman Farrell seconded and the motion passed. The Colonial Oil Company requested that they be permit- ted to replace a sign at the Tybee Garage at 1403 Butler Avenue, Councilman Farrell moved it be permitted, Councilman Young secon- ded and the motion passed. The Mayor called attention to the Bond Election for paving streets to be held on June 25th, 1947. Councilman Lovell moved that the following Ordinance be adopted, Councilman Farrell seconded and the motion passed. 1 89 AN ORDINANCE CLOSING THAT PART OF THE SOUTHERN END OF CHATHAM AVENUE AND THAT TART OF BUTLER AVENUE SOUTH OF THE PRESENT ASPHALT PAVEMENT; PROVIDING THAT NO HOUSE OR EDIFICE SHALL BE ERECTED THEREON FOR COMMERCIAL PURPOSES; PROVIDING THAT AN ADEQUATE WHLKWAY SHALL BE MAINTAINED; AND FOR OTHER PURPOSES. WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, were authorized under the provisions of Section One of an Act of the General Assembly approved March 30th, 1937, Acts of 1937, page 2161, to close that part of the Southern end of Chatham Avenue South of the present asphalt pavement and that part of Butler Avenue Southward of the present asphalt pavement, in their discreation, subject to certain conditions; AND,WHEREAS, said Mayor and Councilmen deem it wise to exercise the authority given them under the provisions of said Act; BE IT THEREFORE ORDAINED by authority of the Mayor and Councilmen of Savannah Beach, Tybee Island, and it is hereby ordained by authority of the same thnt that portion of the Southern end of Chatham Avenue South of the present asphalt pavement and that part of Butler Avenue Southward of the present asphalt pavement be, and the same are hereby closed. BE IT FURTHER ORDAINED by the authority aforesaid that no house or edifice shall be erected thereon for commercial purposes, or occupied or used for commercial purposes. BE IT FURTHER ORDAINED that an adequate walkway shall be maintained along said portions of said streets hereby closed for the use of residents of the said municipal corporation, and their visitors, giving- ingress and egress at all reasonalbe times to the beach and ocean from Butler Avenue and Chatham Avenue of said Town. BE IT FURTHER ORDAINED that all ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repealed. Councilman Young moved that the following Resolution be adopted, Councilman Farrell seconded and the motion passed. A RESOLUTION WHEREAS, it has come -to the attention of the Mayor and Councilmen of Savannah Beach, Tybee Island, that the Board of Regents of the University System of Georgia has decided to close the Savannah Branch of the University of Georgia which hes been in operation at Hunter Field in this County since September, 1946; AND, WHEREAS, Council is advised that there are at present about eight hundred and fifty students at said Branch, most of whom are War Veterans, and mans of whom are residents of Savannah, Savannah Beach, and the other towns and counties in this section of Georgia, 90 who are desirous of completing their college education at said Branch; AND, WHEREAS, Council has been advised that housing and class room conditions at the University of Georgia at Athens have been so bec?1y crowded for the last year that it has been extremelydifficult ' for°the students there to Obtain adequate housing and it has also been difficult for the faculty to provide adequate instruction to the large classes and crowded conditions of the class rooms; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of SavEnneh Beach, Tybee Island, in Council assembled, that the Board of Regents of the University System of Georgia be, and they are hereby, respectfully requested to reconsider their recent action in ordering the Savannah Branch closed, and to authorize its continuance for at least a sufficient time to permit the students to complete their college education without further adding to the crowded conditions in Athens which, Council feels, make it much more difficult for a student to secure all the advantages of a college education. BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Chairman of the Board of Regents of the University of Georgia, and a copy to the Chancellor of the University of Georgia. Councilman Lovell moved that the following resolution be adopted, Councilman peters seconded and the motion passed. A RESOLUTION WHEREAS, the Savannah Beach Volunteer Fire Department has requested that the Mayor and Councilmen of Savannah Beach make available to it the property and improvements owned by Savannah, Beach, Tybee Island, located in the old Fort Screven Reservation, and used formerly by the United States Government as a fire house, so that it may be used by the members of said Department for club rooms and recreational purposes, and has expressed its desire to make certain permanent improvements on the property; AND, ",WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, are very appreciative of the excellent work that has been done by the members of the Department in the past years, and desire to assist the Department in providing such facilities; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, that the Mayor of said Town be, and he is hereby, autnorized to enter into a lease of the property referred to with said Savannah Beach Volunteer Fire Department for a term of five years, at a rental of One Dollar ($1.00) per year, the lease to contain a provision whereby if it should be cancelled by the present, or any succeeding administration, prior to its expiration date, said Municipality will pay to said Savannah Beach Volunteer Fire Department the appraised value of any 1 91 permanent improvements placed on said property by said Lessee, said Lessee agreeing to keep said property in as good condition as the same is now, and to pay the upkeep, repairs, water rent, electricity bills and other charges in connection with said property, and said lease to contain a further provision prohibiting the sale of intox- icating liquor on said premises by said Lessee or any other person, a violation of this provision to give the Municipality the right to cnacel the lease forthwith without any compensation for such permaR- ent improvements. BE IT FURTHER RESOLVED that the Clerk of Council of said Municipality be, and he is hereby, authorized to attest the sign- atures on said lease and to affix the corporate-seal of the Muni- cipality thereto. W. W. Edwards petitioned for permission to operate a rid- ing academy at the orthern part of the Island. After some discuss- ion Councilman moved that the following Ordinance be adopted, Councilman Peters seconded and the motion passed. AN ORDINANCE TO REGULATE AND DESCRIBE THE AREAS WITHIN THE TOWN OF SAVANNAH BEACH IN WHICH HORSES AND PONIES MAY BE KEPT AND RIDDEN OR DRIVEN; TO PROVIDE FOR THE CON- DITIONS UNDER WHICH SAID ANIMALS MAY BE KEPT; TO PRO- VIDE A PENALTY FOR THE VIOLATION THEREOF; AND FOR OTHER PURPOSES. BE IT ORDAINED by the authority of the Mayor and Council- men of Savannah Beach, Tybee Island, and it is hereby ordained by authority of the same as follows: - SECTION ONE. That it shall be illegal for any person to have or keep any horses or ponies at any place within the corporate limits of the Town of Savannah Beach except North and West of the following line;- Beginning at the Northeastern corner of United States Route 80 and Campbell Street, running thence in a Northerly direction along the Easterly side of Campbell Street to its inter- section with Van Horn Street, thence along the Easterly side of Van Horrr Street to its intersection with Meddinwood Drive, thence along the Easterly side of Meddinwood Drive to its intersection with Robinson Avenue, thence along the Northerly side of Robinson Avenue to its intersection with Thrushwood Avenue, thence along the North- erly side of Thrushwood Avenue to its intersection with Van Horn Street, thence along the Easterly side of Van Horn Street to its intersection with Pulaski Street, thence along the Easterly side of pulaski Street to its intersection with Taylor Street, thence along along the southerly side of Taylor Street to the Atlantic Ocean; and a straight line drawn from said Northeast corner of United States Route 80 and Campbell Street to the point where the West bank of Horse Pen Creek intersects with the Southern side of said United States Route 80. 92 SECTION TWO. That it shall be illegal for any person to ride or dove any horse or pony at any place within the corpor- ate limits of said Town of Savannah Beach except North and West of the line described in Section One of this Ordinance and on Horse Pen Hammock. SECTION THREE. That is hall be legal for any person to keep horses or ponies in said area North and West of said line, provided that they are kept in an enclosed yard or corral and shall not be allowed to stray or roam at large. Said yard or corral or stabel where said horses or ponies are kept shall be kept in a clean and sanitary condition and no refuse shell be allowed to accumulate therein. SECTION FOUR. That any person or persons violating any of the provisions of the Ordinance, upon the conviction thereof, shall be fined not to exceed the sum of One Hundred Dollars ($100.00), or imprisoned not to exceed thirty (30) days, either or both, and each days violation may be deemed a spearate offense. SECTION FIVE. That all ordinances and parts of ordinan- ces in conflict herewith be, and the same are hereby, repealed. Councilman Slotin moved that bills for the month of May amounting to 4595.64 be paid, Councilman young seconded and the motion passed. Mr. Peter Bachulis requested permission to erect a canvas top over a small area adjacent to his stand on Sixteenth Street. The request was granted. Councilman Ferrell submitted his resignation as Council- man, stating that his doctor informed him that he should take things easy. Council expressed regret at his leaving but were of the opin- ion that since his health was the most important he was doing the wise thing, he was requested to withhold his resignation until a lster date, which he agreed to do. Councilman Young moved that the following Ordinance be adopted, Councilman Lovell seconded and the motion passed. AN ORDINANCE AMENDING '.N ORDINANCE ADOPTED AT THE MEET- ING OF THE MAYOR AND COUNCILMEN OF SAVANNAH BEACH, TYBEE ISLAND, HELD ON APRIL 10th, 1947, PROVIDING FOR THE RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 30th, 1947; AND FOR OTHER PURPOSES. SECTION ONE. BE IT ORDAINED by the Mayor and Council- men of Savannah Beach, mybee Island, Georgia, in Council assemb- led, and it is hereby ordained by the authority of the same, that an ordinance entitled "An Ordinance to provide for the Rate of 1 1 1 1 1 93 Licenses for Doing Business in th9 Town of Savannah Beach, Tybee Island, Georgia, for the Fiscal Year Ending April 30th 1948 ", adopted at a meetinf of Council held on April 10th, 1947, be, and the same is hereby, amended in the following particulars;- 1. by adding thereto the following provisions : - "Each and every keeper of an apartment house or building, containing more than two apartments, or a tourist court or camp, each dwelling unit $3.00, with a minimum license of $35.00" "Every owner or keeper of a riding academy, livery stable, or place where horses and ponies are kept for use by the public. 1150.00" SECTION TWO. BE IT FURTHER ORDAINED by the authority afore- said that all ordinances, and parts of ordinances, in conflict here - with be, and the same are hereby, repealed. There being no further business Council adjourned, subject to the call of the Mayor. Clerk of Council. Mayor. Savannah Beach, Tybee Island, Ga. June 24th, 1947. A special meeting of Town Council was held today at 6 ;00 P.M. and was attended by Mayor Dutton, who presided, and Councilmen Peters, Hosti, Lovell and Slotin and by all of the departmentheads. The meeting was called for the purpose of: 1. Appointing an alternate manager for the election to be held on June 25th. 2. To accept the resignation of Councilman Joel T. Farrell. 3. Hear petition of Tybee Realty Company to erect a neon sign on Butler Avenue. Councilman Peters moved that the following Resolution be adopted, Councilman Lovell seconded and the motion passed.
