The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Thursday, May 25, 2023 in the Council
Chambers of the Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL

Councilmember Vincent Bellino

" Dennis DiMascio
Ajmar Johal
" Randy Krum
Also noted present were Carmela Pogorzelski, Municipal Clerk via
telephone call -in and Robert J. Bergen, Esq., Law Director.
NOTED ABSENT
Noted Absent was Councilmember Susan Naples.
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE
The 2023 Annual Notice was einailed to The Home News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE
the Memorial Municipal Building on January 6, 2023. Notice was
published in The Home News Tribune and The Star Ledger on January
12, 2023. All items being voted on tonight were posted on the
Borough's website, www.carteretaiet prior to tonight's meeting.
Upon MMS&C, by Councilmembers Krum and Diaz and unanimous APPROVAL OF
affirmative vote of the five (5) Councilmembers present, the minutes MINUTES
of May 11, 2023 were approved as transcribed and engrossed by the
Clerk.

PUBLIC PORTION
A copy of each Resolution was posted on the Borough's website for
RESOLUTIONS/
public review prior to the meeting in accordance with the Rules of
AGENDA ITEMS
Council. Upon MMS&C, by Councilmembers Diaz and Bellino and
& NEW BUSINESS
unanimous affirmative vote of the five (5) Councilmembers present,
the meeting was opened for public input on all Resolutions/Agenda
items and new business.
FRANCINE LACROSS Francine LaCross, 1 Leick Avenue said she was impacted more than
anyone else in town by flooding. She said she was still working at age
77 and can't afford to move.
Mayor Reiman said she is going a good job working at the PAC.
Francine LaCross said she lost her pool, deck and garage
Mayor Reiman said the pool, deck and garage were installed on top of
a city sewer line and that her house is in a flood zone. He asked if she
filled out the Blue Acres application with CME Associates.
Francine LaCross said she doesn't want to sell, she loves Carteret.
Mayor Reiman said she would have the potential of flooding with any
stormwater event.
Francine LaCross said water is coming out of the sewers, she thought
the new big pipes that were installed would fix the problem.
Mayor Reiman explained.
Francine LaCross said she hoped the Borough could do more to stop
the flooding and felt the four new houses that were built made more
flooding.
Mayor Reiman said they fought it in court but they won and were able
to build the houses.
Francine LaCross said she can't afford to move.
Mayor Reiman suggested she looks into 55 and over housing.
Francine LaCross said she can't afford it and thanked the mayor.
HEARING CLOSED There being no further comments or objections to the
Resolutions/Agenda items or new business, upon MMS&C, by
Councilmembers Krum and Diaz and unanimous affirmative vote of
the five (5) Councilmembers present, the meeting was closed.

Upon MMS&C, by Councilmembers Diaz and Krum, all bills PAYMENT OF BILLS
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Bellino, Diaz, DiMascio, Johal and Kann voted in the affirmative.
Councilmember Naples was noted absent.
Reports: REPORTS
1. Board of Health— April 2023
Upon MMS&C, by Councilmerbers Diaz and Krum, and unanimous
affirmative vote of the five (5) Councilmembers present, all reports
were ordered to be received and placed on file.
Mayor Reiman said he was in receipt of a Proclamation from the PROCLAMATION
Police Department.
Proclamation:
1. Click -it -or -Ticket, May 22 — June 4, 2023.
Upon MMS&C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the five (5) Councilmembers present, the
Proclamation for Click -it -or -Ticket, May 22 through June 4, 2023 was
ordered to be received and placed on file.

ADJOURNED There being no further comments or discussion, upon MMS&C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the five (5) Councilmembers present, the meeting was adjourned at
approximately 6:07 p.m.
