AWARDING BID FOR THE SITE UVIPROVEMENTS UPLAND WORT{
FERRY TERMINAL AT ARTHUR KILL
WHEREAS, the Borough has publicly advertised for the receipt of bids for the Site
Improvements Upland Work Ferry Terminal at Arthur Kill; and
WHEREAS, the Borough has solicited and received five (5) bid proposals for the Site
Improvements Upland Work Ferry Terminal at Arthur Kill as follows:
Total Bid
1. Lucas Brothers, Inc. $6,027,778.70
2. S. Brothers, Inc. $7,015,998.50
3. Black Rock Enterprises $6,582,894.73
4. Kyle Conti Construction $7,373,737.00
5. Epic Management $7,777,777.00
WHEREAS, Luaus. Brothers, Inc., of Morganville, NJ has submitted the lowest bid for said
contract as evidenced by the response on file with the Borough's Purchasing Department and with
the Borough Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended
the award of a contract to Lucas Brothers, Inc.; in a total amount not to exceed $6,027,778.70
total bid, per attached award latter; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said
purpose. Acet. #
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret as follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a
contract with Lucas Brothers, Inc., of Morganville, NJ for the Project for the
sum of $6,027,778.70 in accordance in all respects with the request for
proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's
Purchasing Department, the Borough's Consulting Engineers T & M
Associates and the Borough's Director of Engineering.
3. That the aforementioned award of bid is contingent upon formal approval
from the New Jersey Department of Labor, Division of Wage and Hour
Compliance.
4. That the aforementioned award of bid is contingent upon Borough Attorney
and NIDOT approval.

On Wednesday, June 7, 2023, five (5) bids were received for the above referenced project. A detailed bid summary

We recommend a contract be awarded to Lucas Brothers, Inc., in the amount of $6,027,778.70, subject to certification
of funds, approval of the Borough Attorney, the New Jersey Department of Transportation and the New Jersey
Department of Labor, Office of Wages and Hour Compliance.
