MEDINA CITY COUNCIL MEETING MINUTES OF FEBRUARY 1, 2011
The City Council of Medina, Minnesota met in special session on February 1, 2011 at
5:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Pederson, Weir, Crosby, Siitari, Martinson
Members absent:
Also present: City Administrator Chad M. Adams, City Planner Dusty Finke,
Public Works Superintendent Steve Scherer, Police Chief Ed Belland, Finance Director
Jeanne Day, City Attorney Ron Batty, Financial Consultant Dave Callister, and Architect
Consultants Ed Kodet and Heidi Neumueller.
II. Public Facilities Review
Adams provided a presentation on the purpose of the meeting, background/age of
facilities, background of project planning for a public works facility dating to the 2004
CIP, identified needs for the new facilities, scope of facilities needed, overview of four
options, financial feasibility, financial options, tax impact on residents, utility impact on
residents, proposed project schedule, and summary of possible action items.
Discussion was held on the setback regulations and constraints pertaining to the
Hennepin County parcel. The Council agreed to have Staff research options for
mitigating the setback impact on the ability to use the site for public works.
The feasibility (cost, timing, scope) of the four options was discussed at length. The
Council agreed that the Clam Corp. option was the least preferable option at this time,
primarily due to long-term site/size area limitations of the property.
The three financing options (EDA/Lease Revenue, Referendum Bonds, CIP Bonds) were
discussed. The Council agreed that the EDA/Lease Revenue bond was not an option, but
were open to the remaining two options.
Following additional discussion, the Council directed Staff to look into additional land
acquisition options, prepare an outline for a Focus Group(s) meeting(s), schedule the
public education meetings, and draft RFP's for an architect and construction manager.
III. Adjournment
The meeting was adjourned at 6:53 p.m.
