A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, ACCEPTING THE
ADDENDUM PROPOSAL FOR "SCHEME A" DUNE
REPLANTING DESIGN AND IMPLEMENTATION
SERVICES RELATIVE TO THE VILLAGE OF KEY
BISCAYNE BEACH NOURISHMENT PROJECT, AS
PRESENTED IN THE SCOPE OF WORK PROVIDED BY
COASTAL SYSTEMS INTERNATIONAL, INC. (CSI) CORAL
GABLES, FLORIDA; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Village Council approved the Coastal Systems International, Inc. master
contact on June 6, 2000 via Resolution No. 2000-21; and
WHEREAS, beach nourishment designs were constricted in width and quantity of sand due
to the presence of offshore seagrasses along the project site; and
WHEREAS, a continuous dune feature was designed into the entire shoreline of the beach
nourishment project to provide for additional sand and storm protection, and extend the
renourishment interval of the project; and
WHEREAS, the establishment of a vegetated dune profile is a permit condition over the
entire length of the Village Beach Nourishment Project, including public, private, and commercial
areas; and
WHEREAS, it is of the utmost importance to provide a dune with a high degree of species
diversity; closely modeled after natural areas remaining on the island, to improve the quality of the
habitat created to enhance the resilience of the dune over a wider range of weather conditions.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. The Village Manager is hereby authorized to enter into the addendum agreement
with Coastal Systems International, Inc. for dune replanting design and implementation, as an
integral part of the beach nourishment project, in an amount not to exceed $135,000 (including a
13% contingency).
Section 2. That the Agreement, in substantially the form attached, is hereby approved and
the Village Manager, Village Clerk and the Village Attorney, in their respective capacities are
authorized and directed to execute the Agreement on behalf of the Village and are authorized to take
any and all action necessary to immediately implement all of the purposes and intent of this
Resolution and attached Agreement.
Section 3. This resolution shall take effect immediately upon adoption.

CSI Contract Addendum - Dune Restoration
Over the last several years Village staff and consultants have researched numerous aspects of beach
preservation in order to design and implement the most effective beach nourishment project possible.
As a result, staff and our consultants unanimously concur that a full, biodiverse dune system is
absolutely necessary to maintain the newly placed beach. Moreover, this dune system must be
designed and implemented as each section of the beach is finished, in order to provide immediate
protection, while taking individual existing conditions into full consideration.
To this end, I suggest that we extend the Coastal Systems International, Inc. contract to include the
design and implementation of the dune via existing subcontractor Coastal Management and
Consulting.

RENOURISHMENT PROJECT AT KEY BISCAYNE, FLORIDA
Dear Mr. Kissinger:
This is to submit an addendum proposal for services relative to the Village of Key Biscayne
(Village) Beach Nourishment Project. Specifically, the following presents a detailed scope of
work for additional services to be provided by Coastal Systems International, Inc. (Coastal
Systems) relative to the dune replanting design and implementation for the Village beach project:
PART XVI — DUNE ENGINEERING AND IMPLEMENTATION
The Village beach project design was constricted in width and quantity of sand due to the
presence of offshore seagrasses along project site. Therefore, to provide additional sand and
storm protection, and extend the renourishment interval of the project, a continuous dune feature
was added for the entire Village shoreline. To ensure the stability of the beach and dune system,
the placement of native dune species plants along the entire dune is recommended. These plants
hold the dune together, reduce the amount of erosion to the dune during storm conditions, and
help rebuild storm damaged dunes by trapping wind blown sand. The creation of a bio-diverse
dune planting system is also a requirement by the project's environmental permits.
To provide the required dune planting system and to match the Village's native plants, Coastal
Systems will team with a qualified dune rehabilitation contractor to engineer the Village's dune
system. The planting scheme and quantities, as described in the attached letter dated May 2,
2001, will be engineered to provide a dune with a high degree of species diversity, closely
modeled after natural areas remaining on the island. The species mix will replicate the local Key
Biscayne pioneer zone, dominated by the deep rooting grasses which capture windblown sand
and offer the strongest resistance to storm scour. The greater variety of species will improve the
quality of the habitat by enhancing the resilience of the dune over a wider range of weather
conditions. There will also be more color, textural variation, and a natural look to the dune
system. This mix will be adjusted during planting to the variety of conditions found from
property to property. A larger plant size will be utilized in order to provide increased plant,
immediate dune function, and eliminate the need for temporary irrigation systems.

GENERAL
Fees: Fees for the above services are presented on the attached Table 1. Coastal Systems will
invoice the Village for Part XVI services on a percent complete basis. Expenses will be invoiced
separately as per the attached rate schedule. Payments shall be made to Coastal Systems upon
receipt of an invoice. Invoices not paid within 30 days and not in dispute shall incur interest at a
rate of 1.5% per month. The Village agrees to pay any cost of collection including reasonable
attorney's fees incurred whether or not a suit is commenced or an appeal is taken.
We look forward to working with you and the Village in the successful implementation of this
project. Please return an executed copy of this agreement, which will serve as our Authorization
to Proceed. Should you have any questions, please do not hesitate to contact me.
