HomeMy Public PortalAbout06-08-23 AgendaJUNE 8, 2023 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting June 29, 2023 was held Thursday, June 8, 2023, at approximately 6:00 p.m. remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzeiski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The 2023 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.c_arteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Diaz and Krum and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of May MINUTES 25, 2023 were approved as transcribed and engrossed by the Clerk. JUNE 8, 2023 (continued) ORDINANCE #23-16 ORDINANCE #23-16 was introduced and adopted on First Reading FULLY FUNDED FROM and the Clerk authorized and directed to advertise same for Public SID II OEM RADIO Hearing, upon MMS&C, by Councilmembers Bellino, and Krum. SYSTEM UPGRADES Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #23-16 "A FULLY FUNDED ORDINANCE PROVIDING FOR OEM RADIO SYSTEM UPGRADES FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,000,000 FROM CARTERET BUSINESS PARTNERSHIP, SID II PROCEEDS FOR THE COST THEREFOR" ORDINANCE #23-17 ORDINANCE #23-17 was introduced and adopted on First Reading FULLY FUNDED and the Clerk authorized and directed to advertise same for Public LIBRARY /SENIOR ROOF Hearing, upon MMS&C, by Councilmembers Bellino and Naples. REPAIRS Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #23-18 ARP GRANT SEWER INFRASTRUCTURE CAPITAL IMPROVEMENTS ORDINANCE #23-17 "A FULLY FUNDED ORDINANCE PROVIDING FOR LIBRARY AND SENIOR CENTER ROOF REPAIRS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDELEX, NEW JERSEY, APPROPRIATING $935,000 FROM FUTURE LIBRARY PROCEEDS FOR THE COST THEREFOR" ORDINANCE #23-18 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. JUNE 8, 2023 (continued) ORDINANCE #23-18 "A FULLY FUNDED ORDINANCE PROVIDING FOR SEWER INFRASTRUCTURE CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,225,040.77 FROM THE AMERICAN RESCUE PLAN GRANT FUNDS FOR THE COST THEREFOR" ORDINANCE #23-19 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS&C, by Councilmembers Krum and Naples. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #23-19 "BOND ORDINANCE PROVIDING FOR VARIOUS ROOF AND HVAC REPAIRS TO VARIOUS MUNICIPAL BUILDINGS IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,350,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $685,500 BOND OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" A copy of each Resolution was posted on the Borough's website for public review prior to the meeting in accordance with the Rules of Council. Upon MMS&C, by Councilmembers Bellino and Diaz and DiMascio and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions/Agenda items and new business. There being no comments or objections to the Resolutions/Agenda items or new business, upon MMS&C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the full membership present, the meeting was closed. JUNE 8, 2023 (continued) PAYMENT OF BILLS Upon MMS&C, by Councilmembers Diaz and Krum, all bills appearing on the prepared list, properly audited and signed were ordered to be paid.
