Savannah Beach, Tybee Island, Ga.
July 10th, 1947.
The regular meeting of Town Council was held today at
8;00 P.M. and was attended by Acting Mayor Slotin, who presided,
end Councilmen Young, Brown, Hosti, Lovell also by Town Attorney
Alexander, R. F. Smith end W. J. Lynch.
Mr. Smith requested thrt he be permitted to post a, bond
in lieu of the insurance policy w`ich was cancelled against his
taxi service, Mr. Smith was excused.
Mr. Lynch submitted a plat of the Dyer sub- division , Lot
10 E end S.E. of Lot 11, 'Tard 6 and requested that it be approved,
Mr. Lynch was excused.
The minutes of the meetings of June 12th, June 24th, and
June 25th were read and adopted.
Councilman Slotin stated thn.t he was informed that someone
had fallen through some of the openings on the boardwalk.
Councilman Young moved that Councilman Slotin be authorized
to get the necessary office furniture needed by the Building and
Plumbing Inspector, Councilmen Lovell seconded and the motion passed.
Councilman Lovell moved that bills for the month of June
amount`ng to 10,137.4 paid, Councilman Young seconded and the
motion passed.
Councilman Young moved that the Department of public Works
be authorized to buy one power lawn mower, Councilman Lovell seconded
and the motion passed.
Councilman Hosti requested tict the Town purchase some
concrete pipe to lay a storm sewer on Butler Avenue. The matter
was referred to the next meeting.
Councilmen Brown celled the attention of Council to the
drowning of a 13 yep =r old girl near Fourteenth Street today, Chief
Stewart w:s asked to make a report and he stated that everything
had been done that was physically possible to do in an effort to
save her life, that the respirator owned by the Town was used and
functioned efficiently.
A request for a license fee to operate billiard tables
was referred to the License Committee.
Meddin Brothers offered the Town a quantity of 22 inch
fire hose, the matter was referred to Councilman Young to look into
the matter.
A petition was reed from Henry B. Carter, who represents
Mr. Morris Levy, requested that the Town install a. sewer line down
the private road in the sub - division of Lots 61;and 62, Ward 3,

Council agreed that if the stubbinf fee for each lot was paid now
the work would be done.
Councilman Slotin read the 1946 audit report and stated
that the Town's financial position is in good shape.
Town Attorney Alexander informed Council that a.. Mrs.
Munster had filed a claim against the Town due to one of the rock-
ers on Tybrisa pavilion breaking with her, he notified her that
she would have to file her claim against the manufacturer of the
chair.
Councilman Slotin suggested that a map book be purchas-
ed so that all of the blue prints of the Town could be placed in
it. The matter was referred to the Town Attorney.
Town Attorney Alexander informed Council that the Pav-
ing Bonds had been validated by the court, Council decided to ad-
vertise for bids for the sale of the bonds at the August meeting.
Town Attorney Alexander stated that he would be in
Atlanta next Tuesday appearing before the Supreme Court to argue
the home Rule Case.
Councilmen Hosti moved that the following Ordinance be
adopted, Councilman Young sec 7,nded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE ADOPTED AT THE MEETING OF THE
MAYOR AND COUNCT ?_,EN OF SAVANNAH BEACH, TYBEE ISLAND,
HELD ON APRIL 10th, 1947, PROTIDING FOR THE RATE OF
LICENSES FOR DOING 2USINESS IN THE TOWN OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA, FOR T HE FISCAL YEAR END`®
ING APRIL 30th, 1948; AND FOR OTHER PURPOSES.
SECTION ONE. BE IT ORDAINED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, Georgia, in Council assembled,
and it is hereby ordained by the authority of the same, that an
ordinance entitled "An Ordinance to provide for the Rate of Licen-
ses for Doing Business in the Town of Savannah Beach,.Tybee Is-
land, Georgia, for the Fiscal year Ending April 30th 1948", ad-
opted at a meeting of Council held on April,lOth, 1947, be, and
the same is hereby, amended in the dollowing manner: -
1. By adding a section, to be numbered Section 4-A, and
to follow immediately after Section 4 of said ordinance,
to read as follows : -
"In_ lieu of such policy of insurance, any person, firm
or corporation owning or operating passenger vehicles
for hire, before being issued a license therefor, shall
deposit with the Clerk of Council a surety bond in the

amount of Five Thousand Dollars ($5,000.00) for each
vehicle operated by said person, firm or corporation,
signed by a surety company acceptable to the Mayor and
Councilmen of Savannah Beach, said bond guaranteeing
the payment of any loss or damages sustained any per-
son or persons by reason of the operation of such ve-
hicle, the exact form of such bond to be approved by
the Mayor and Councilmen of Savannah Beach.“
SECTION TWO. BE IT FURTHER ORDAINED by the authority
aforesaid that all ordinances, and parts of ordinances, in conflict
herewith, be, and the same are, hereby repealed.
Couccilman Young moved that -the sub- divided plat of Lot
g Fort Ward and also sub-divided plat of Lot 18 and part of Lot
34, =•.lard 6 be approved, Councilman Brown seconded and the motion
pa ssed.
Town Attorney Alexander read a report of Thomas and
Hutton showing a survey of beach protection from Tilton Street to
the ri'rer which would cost about $100,000.00, but does not include
Fort Screven. Mr. Alexander stated that to pay for this work
revenue certificates could be issued putting up the parking spaces
as the facility producing revenue, he believed that this would
meet the legal requirements, the Town could pledge the receipts from
the parking spaces plus the income from the groin and seawall collect -
ions which would bring in sufficient revenue to offset the annual
payments required to reduce the indebtedness, that it would take
about twenty years to pay it off, and that a sinking fund could be
created to take care of the payments. Councilman Slotin stated
that relative to Fort Screven if it is possible to do that work
also it should be done,i.f it can't then face the facts and don't
do it. He also stated that the present income would permit the
required reoairs, Mr. Alexander stated that the federal government
will eventually have to help with the Fort Screven bulkhead and
groins. Councilman Biotin euggested that a committee be appointed
to inspect each groin and report back at the next meeting. The
following committee was appointed: Counilman young, as chairman,
and Councilmen Brown and Lovell.
Councilman Slotin asked for authorization to have some
of the records in the Clerks office changed and to consult Mr.
C. B. Moats and hire him if necessary, Councilman Lovell moved that
the request be granted, Councilman young seconded and the motion
passed.
Town Attorney Alexander stated that in connection with
the request to sub- ..divide Lot 10 and the south- easterr half of
Lot 11, Ward 6, known as the Dyer property, it would be necessary
to amend the zoning Ordinance. Councilman Young moved that the
following ordinance be adopted, Councilman Brown seconded and the
motion passed.
AN ORDINANCE
TO AMEND AN ORDINANCE CREATING AREA3 'TITHIN THE
CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH,
TYBEE ISLAND, AND ZONING THE SAME; AND FOR OTHER
PURPOSES.
BE IT ORDAINED by the rayor and Councilmen of Savannah
Beach, Tybee Island, in Council assembled, end it is hereby ordain-
ed by authority of the same.
SECTION ONE. That Section 9 of an ordinance creating
areas within the corporate limits of the Town of Savannah Beach,
Tybee Island, and zoning the same, be, and. the same is hereby
amended by adding to the third paragraph in said Section 9 the
following language, to-wit:-
"Building Lots in a subdivision of Lot Ten (10) and
the Southeastern half (*) of Lot Eleven (11), Ward Six (6), may
be at least forty by sixty feet (0 X 60).1
SECTION TWO. That all ordinances and parts of ordinances
in conflict herewith be, and the same are hereby, reoepled.
There being no further business, Council adjourned
subject to the call of the Mayor.

4:00 P.m, in the Town Hall and was attended by Mayor Dutton, who
presided, and Councilmen Peters, Young, Brown and Town Attorney
Alexander.

Mr. Hubert, L. Ellzey petitioned to have a. portion of a
20 foot street in Fort Screven adjacent to his property, conveyed
to him. Referred to Twon Attorney.
The Mayor stated that the Georgia. Health Department
was conducting a sanitary school for sanitary inspectors et
Georgia Tech in Atlanta, he recommended that several of the
