The Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Council President Ajmar Johal at
approximately 6:00 p.m. on Thursday, June 29, 2023 in the Council
Chambers of the Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
Upon individual roll call, the following were noted present:
Councilmember Vincent Bellino

Also noted present were Carmela Pogorzelski, Municipal Clerk via
telephone call -in and Robert J. Bergen, Esq., Law Director,
Noted Absent was Mayor Daniel J. Reiman.
The meeting was opened with a moment of silent prayer and the
Pledge of Allegiance led by Councilmember Krum.
Robert Bergen, Law Director said he wanted to add a Resolution and
asked for a Motion to Amend the Agenda to include Resolution #23-
163, Professional Services for DeCotiis, Fitzpatrick.
Upon MMS&C, by Councilmembers Naples and Krum and unanimous
affirmative vote of the full membership present, the Agenda was
Amended to include Resolution #23-163, Professional Services
DeCotiis, FitzPatrick.
The 2023 Annual Notice was emailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board and on the doors of
the Memorial Municipal Building on January 6, 2023. Notice was
published in The Home News Tribune and The Star Ledger on January
12, 2023. All items being voted on tonight were posted on the
Borough's website, www,carteret.net prior to tonight's meeting.

Olga Virag, 31 Matthew Avenue asked what the purpose of the street OLGA VIRAG
cleaners was, what their schedule was and asked if they should be
cleaning the streets or the curbs.
Councilmember DiMascio said once a week.
Olga Virag said they don't come to clean by her house. She said she
called and the girl on the phone said she did not know what day they
would be coming.
Couneilmember DiMascio said they should clean curb not street and
asked who she spoke to on the phone who said she didn't know when
they were coming.
Olga Virage said the neighbors all moved their cars and the street
cleaner still did not clean to the curb, she cleaned it with a shovel
herself and had so much it took four pick-ups for the heavy bags to get
picked up.
Councilmember DiMascio said our garbage men are prima dolmas
they leave stuff by his house too, they only take what they want. I-Ie
said he will try to send small sweepers there once a week.
Olga Virag asked if she could get a street cleaning sign for her tree.
Councilmember DiMascio said he will check tomorrow for the
schedule and see if we can put up sign.
Olga Virag said she had a skunk trapped and no one would take it.
Councilmember Krum said Streets and Roads will get rid of it; then
said if it can't raise its tail it can't spray.
Law Director Bergen said wildlife/animal control can't remove it fiom
area during mating season.

Olga Virag said the skunks are destroying her front lawn.
Councilmember Naples said she had a problem on her lawn too but it's
against the law to remove them.

Law Director Bergen said we give out cages at the Borough but they
can't be removed in the spring; could be a mother. He said if you have
an animal trapped, call the mayor's office and they will get someone
from Borough to take it away for you.

CLERK'S NOTE At this time several councilmembers were having an inaudible
conversation.
Olga Virag asked what happened to the ice rink; she said she was told
we would have a free standing ice rink but it was taken away, then it
was supposed to be by the retention pond and wondered what
happened.
Law Director Bergen said with the weather being warm the ice melts
and makes ripples when it refreezes, it is hard to maintain.
