HomeMy Public PortalAbout06-29-23 CouncilJUNE 29, 2023 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Council President Ajmar Johal at approximately 6:00 p.m. on Thursday, June 29, 2023 in the Council Chambers of the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk via telephone call -in and Robert J. Bergen, Esq., Law Director, Noted Absent was Mayor Daniel J. Reiman. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. Robert Bergen, Law Director said he wanted to add a Resolution and asked for a Motion to Amend the Agenda to include Resolution #23- 163, Professional Services for DeCotiis, Fitzpatrick. Upon MMS&C, by Councilmembers Naples and Krum and unanimous affirmative vote of the full membership present, the Agenda was Amended to include Resolution #23-163, Professional Services DeCotiis, FitzPatrick. The 2023 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www,carteret.net prior to tonight's meeting. COUNCIL MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE AGENDA AMENDED ADDING #23-163 STATEMENT OF MEETING NOTICE UNE 29, 2023 continued) APPROVAL OF Upon MMS&C, by Comicilmembers Krum and Naples and unanimous vIINUTES affirmative vote of the full membership present, the minutes of June 8, 2023 were approved as transcribed and engrossed by the Clerk. DRDINANCE #23-20 ORDINANCE #23-20 was introduced and adopted on First Reading ACQUISITION OF and the Clerk authorized and directed to advertise same for Public ?ROPERTY Hearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #23-20 "AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" DRDINANCE #23-16 The Municipal Clerk stated that Ordinance #23-16 was introduced and DEM RADIO SYSTEM adopted on First Reading on June 8, 2023. It was duly published in the JPGRADES FULLY Home News Tribune on June 19, 2023 with notice that it will be ,UNDED - SID II considered for final passage after Public Hearing to be held on June 29, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Diaz and Naples and unanimous ?UBLIC HEARING affirmative vote of the full membership present, Council President Johal declared the Public Hearing to be open. -IEARING CLOSED There being no comments or objections to the Ordinance, Council President Johal declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Diaz and Krum ORDINANCE #23-17 "A FULLY FUNDED ORDINANCE PROVIDING FOR LIBRARY AND SENIOR CENTER ROOF REPAIRS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $935,000 FROM FUTURE LIBRARY PROCEEDS FOR THE COST THEREFOR" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Drum and Naples voted in the affirmative. Upon MMS&C, by Councilmembers Diaz and Krum ORDINANCE #23-19 "BOND ORDINANCE PROVIDING FOR VARIOUS ROOF AND HVAC REPAIRS TO VARIOUS MUNICIPAL BUILDINGS IN AND BY THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $1,350,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $685,500 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREFOR" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krmn and Naples voted in the affirmative. REIMAN Advertised as Finally Adopted: JULY 12, 2023 PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council. Upon MMS&C, by Councilmembers Diaz and Naples and & NEW BUSINESS unanimous affirmative vote of the fidl membership present, the meeting was opened for public input on all Resolutions/Agenda items and new business as Amended. 2 JUNE 29, 2023 (continued) Olga Virag, 31 Matthew Avenue asked what the purpose of the street OLGA VIRAG cleaners was, what their schedule was and asked if they should be cleaning the streets or the curbs. Councilmember DiMascio said once a week. Olga Virag said they don't come to clean by her house. She said she called and the girl on the phone said she did not know what day they would be coming. Couneilmember DiMascio said they should clean curb not street and asked who she spoke to on the phone who said she didn't know when they were coming. Olga Virage said the neighbors all moved their cars and the street cleaner still did not clean to the curb, she cleaned it with a shovel herself and had so much it took four pick-ups for the heavy bags to get picked up. Councilmember DiMascio said our garbage men are prima dolmas they leave stuff by his house too, they only take what they want. I-Ie said he will try to send small sweepers there once a week. Olga Virag asked if she could get a street cleaning sign for her tree. Councilmember DiMascio said he will check tomorrow for the schedule and see if we can put up sign. Olga Virag said she had a skunk trapped and no one would take it. Councilmember Krum said Streets and Roads will get rid of it; then said if it can't raise its tail it can't spray. Law Director Bergen said wildlife/animal control can't remove it fiom area during mating season. *Clerk's Note: CLERK'S NOTE Inaudible side conversation in the room at this time. Olga Virag said the skunks are destroying her front lawn. Councilmember Naples said she had a problem on her lawn too but it's against the law to remove them. 7 JUNE 29, 2023 (continued) Law Director Bergen said we give out cages at the Borough but they can't be removed in the spring; could be a mother. He said if you have an animal trapped, call the mayor's office and they will get someone from Borough to take it away for you. *Clerk's Note: CLERK'S NOTE At this time several councilmembers were having an inaudible conversation. Olga Virag asked what happened to the ice rink; she said she was told we would have a free standing ice rink but it was taken away, then it was supposed to be by the retention pond and wondered what happened. Law Director Bergen said with the weather being warm the ice melts and makes ripples when it refreezes, it is hard to maintain.
